Over 270 officials and civil servants received updated knowledge in the field of land management.

On the morning of July 26th, the Department of Agriculture and Environment organized a training conference to disseminate legal regulations on land when implementing the two-tiered local government system and carrying out administrative procedures related to land. Deputy Director of the Department of Agriculture and Environment, Huynh Thanh Dung, attended and chaired the conference.

The conference was attended by over 270 delegates, including leaders, officials, and staff of the Department of Agriculture and Environment; Chairmen and Vice-Chairmen of the People's Committees of communes and wards; staff of specialized departments; and civil servants directly involved in handling administrative procedures related to land.

Mr. Lam Thai Hau, Head of the Land Management Sub-Department, presented the training content.

At the conference, delegates were briefed on important topics: Government Decree No. 151 dated June 12, 2025, regulating the delineation of authority between two levels of local government, decentralization and delegation of power in the field of land; Decision No. 2304 dated June 23, 2025, of the Minister of Agriculture and Environment on the announcement of administrative procedures in the field of land within the scope of state management functions of the Ministry of Agriculture and Environment; Regulations of Ca Mau province on the implementation of administrative procedures regarding land; support and guidance on receiving and resolving administrative procedures regarding land; and answering questions related to state management of land.

The conference also included time to answer questions and provide guidance on handling practical situations arising during the implementation of tasks at the local level.

According to Huynh Thanh Dung, Deputy Director of the Department of Agriculture and Environment: This conference focuses primarily on land-related issues and administrative procedures to support localities with professional expertise in the smooth and unified operation of the two-tiered local government system, ensuring effectiveness, efficiency, and efficiency, better serving the people and businesses, and meeting the needs of national development.

In addition to training, the Department of Agriculture and Environment also established two working groups under Decision No. 210/QD-SNNMT dated July 18, 2025, to support localities (publicly providing phone numbers for each specialized field).

“The Department of Agriculture and Environment will continue to work alongside localities in providing professional and technical support related to state management of land and administrative procedures concerning land. When necessary, working groups will go down to the localities to review and understand the practical implementation of the two-tiered local government model in order to promptly guide and resolve any difficulties and obstacles that arise,” emphasized Huynh Thanh Dung, Deputy Director of the Department of Agriculture and Environment.
