Meeting of the Personnel Subcommittee of the 18th Congress of the Hoa Binh Provincial Party Committee, term 2025

On the afternoon of July 17, comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Personnel Subcommittee of the 18th Congress of the Hoa Binh Provincial Party Committee, term 2025 - 2030, chaired the first meeting of the Subcommittee. Attending the meeting were comrades: Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Bui Van Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades, Chairmen of the Provincial Party Committee's Inspection Commission, Head of the Provincial Party Committee's Organization Commission.

Comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee delivered a concluding speech at the meeting.

According to Decision No. 1219-QD/TU, dated July 3, 2024 of the Provincial Party Committee, the Personnel Subcommittee of the 18th Provincial Party Congress of Hoa Binh, term 2025 - 2030 includes comrades: Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Subcommittee; Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Bui Van Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Bui Thi Minh, member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Committee; Nguyen Tien Sinh, member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission.

The Personnel Subcommittee is responsible for developing the direction of personnel work for the 18th Provincial Party Committee; Planning and implementing the introduction of personnel for the 18th Provincial Party Committee; reporting on personnel work for the 18th Provincial Party Committee to the Standing Committee, the Provincial Party Committee and the 18th Provincial Party Congress for consideration and decision according to its authority. Developing and promulgating working regulations; work plans; assigning responsibilities to members; deciding on the establishment of a support team and participating personnel based on task requirements, capacity, professional qualifications and work experience of cadres. The Subcommittee receives directives, resolutions, and relevant documents from the Central Committee and works with sectors and localities on issues related to personnel preparation for the 18th Provincial Party Committee.

At the meeting, the Personnel Subcommittee discussed and gave opinions on the Subcommittee's Working Regulations, work plan, assigned responsibilities to members, and decided to establish a Subcommittee Support Team.

Speaking at the meeting, the Provincial Party Secretary emphasized the importance and requirements for the personnel work of the 18th Provincial Party Congress, which is to build the 18th Provincial Party Committee as a truly united, clean, strong, highly unified collective in will and action, with steadfast political mettle, pure moral qualities, strategic vision; with intelligence, innovative and creative thinking, representing the entire Party in terms of fighting spirit and discipline; closely attached to the people, gathering solidarity and unity; with sufficient prestige and leadership capacity to carry out the political tasks of the province.

The Provincial Party Committee of the 18th tenure needs to have a reasonable number and structure to ensure comprehensive leadership, continuity, stability, innovation and continuous development. The introduction of personnel must be based on planning, upholding principles, regulations and rules, promoting democratic responsibility, openness, transparency and objectivity in evaluation and introduction. Members of the Provincial Party Committee of the 18th tenure must truly be exemplary comrades of the Party in terms of political mettle, moral qualities and working capacity; ensuring general standards according to Regulation No. 89-QD/TW, dated August 4, 2017 of the 12th Politburo stated in Directive No. 35-CT/TW and specific standards according to management decentralization.

The Provincial Party Secretary requested: The members of the Personnel Subcommittee and the Subcommittee's Support Team must first of all seriously and comprehensively grasp the direction of General Secretary Nguyen Phu Trong, Head of the Personnel Subcommittee of the 14th Party Congress at the first meeting of the Personnel Subcommittee; at the same time, firmly grasp the functions, tasks, powers and strictly comply with the principles, regimes, regulations and working style. In the process of advising on the development and implementation of the personnel introduction process, synthesizing the results of personnel introduction, the members of the Subcommittee and the Support Team must be truly trustworthy, absolutely loyal, honest, transparent, impartial, objective cadres, absolutely upholding the principles, working relationships, closely coordinating with relevant agencies and individuals; combating negative manifestations even among responsible cadres; especially properly implementing the principles of democratic centralism, objectivity and impartiality under the leadership of the Party. In the process of selecting, arranging, and assigning specific personnel, it is necessary to unify the viewpoint of not being too perfectionist or too absolute. The important thing is to know how to distinguish and accurately assess the nature and extent of strengths and weaknesses so as not to choose the wrong person and to have a way to arrange and assign personnel appropriately to promote the strengths, limit the weaknesses of each member, complement each other to create a strong collective, a relatively complete leadership collective, operating effectively and efficiently.

The Provincial Party Secretary requested that members promote collective intelligence, advise on personnel work well, and contribute to the successful implementation of the 18th Provincial Party Congress, term 2025 - 2030.
