Implementing Resolution No. 19-NQ/TW, Party committees at all levels and the entire political system from central to local levels have seriously and actively implemented it, creating unity in awareness and action in implementing the Resolution; promoting the particularly important role of agriculture, farmers, and rural areas and affirming that agriculture is a national advantage, rural areas are an important economic area, a place to preserve the cultural soul of the nation, farmers are an important force and the subject in the development process.
Based on the targets of Resolution No. 19, it is expected that by the end of 2025, 14/14 targets will be achieved, of which 2 targets have been exceeded, 8 targets are likely to be achieved and exceeded, 4 targets will continue to strive with breakthrough and effective solutions to achieve the set goals by 2030.
In addition, the GDP growth rate of the agricultural sector in 2022 reached 3.70% and is expected to increase by 4% in 2025. The growth rate of agricultural labor productivity in the 2022-2025 period is estimated to increase by about 4.86%, expected to reach and exceed 5.5 - 6%. By the end of June 2025, the rate of communes meeting new rural standards reached 79.3%, closely following the target of 80% in 2025. The forest cover rate remained stable at 42.02%.
Despite many important results in implementing Resolution No. 19, GDP growth is not stable, the quality and competitiveness of some products are not high. Some policies for agricultural, farmer and rural development such as land concentration, investment incentives are still limited, have not been amended or supplemented in time or do not have resources to implement; chain linkages are not popular; inter-regional connections are fragmented, market connections are not smooth, logistics costs are high; collective economic development and cooperatives have many limitations; agricultural labor accounts for a high proportion of the total social labor force; the results of new rural construction between some regions and localities are still very different...
Contributing opinions at the conference, delegates recommended the need to review and adjust a number of goals by 2030 in Resolution No. 19, which are: Clearly analyze and carefully evaluate the potential strengths of 3 areas (fishery economy, forestry economy, cultivation and 3 national agricultural product axes) to find room to promote growth in the coming time; encourage a number of high-tech aquaculture fields, have incentive mechanisms to attract and train agricultural workers; soon submit a national target program associated with sustainable poverty reduction, allocate budget resources for investment in agriculture, rural areas, farmers...
In Quang Ninh, implementing Resolution No. 19, the agricultural sector has been restructured and developed in a modern direction, improving labor productivity and added value. The growth rate of the province's agriculture, forestry and fishery sector in the 2021 - 2025 period is estimated at an average of 3.62%/year. The province completed the national target program on new rural construction in the 2021-2025 period 2 years early at all 3 levels: province, district and commune; promoted the transfer and application of scientific and technological advances in production, especially in restructuring plant and animal varieties, certifying trademarks of some key agricultural products, OCOP; developing aquaculture and exploitation in the right direction, reducing the exploitation rate; forest cover is estimated at 45.5%, FSC sustainable forest certification reached 30,800 hectares.
Concluding the conference, Deputy Prime Minister Tran Hong Ha requested the Government Office to coordinate with the Ministry of Agriculture and Environment to fully absorb the opinions of the delegates at the conference, supplement supporting data to complete the draft report, submit it to the Government Party Committee to report to the Politburo for conclusions to continue directing the implementation of Resolution No. 19 in the coming time. Party committees, party organizations, and authorities at all levels continue to thoroughly grasp and organize the implementation of the goals, tasks, and solutions of Resolution No. 19 and the conclusions of the Politburo.
