Quang Ninh province has implemented many solutions to develop the labor market and improve the efficiency of supply-demand connection. Every year, the Department of Home Affairs advises the Provincial People's Committee to issue a plan to implement the goals and tasks of the Employment Program for the period 2021-2025; at the same time, synchronously deploy mechanisms and policies on administrative reform, improving the investment and business environment. Forms of job consultation and introduction are increasingly diverse, associated with promoting the application of digital technology to improve the quality of job transactions. Since the beginning of the year, the Provincial Employment Service Center has organized 91 regular and mobile job transactions; provided consultation for more than 8,300 cases, of which job introductions were introduced for more than 2,000 cases.
Ms. Vu Huong Lan (Ha Long ward) shared: At the Center's job fairs, workers are consulted to orient and choose careers and jobs that suit their abilities and aspirations, as well as better understand information about the labor market, recruitment needs of businesses... thereby greatly supporting in finding jobs.
Employment solutions are focused on implementation through many solutions such as: preferential loan support, career counseling, and connection with recruiting businesses. Of which, through the Social Policy Bank, about 1,700 workers have had access to preferential capital to start businesses and expand employment; businesses in the industrial park create jobs for about 5,000 workers, mainly working in factories processing and manufacturing electronic equipment and auto parts.
In parallel with supporting workers, the province also focuses on accompanying businesses in recruiting and developing human resources. Specifically, many businesses are supported in completing recruitment procedures, announcing job positions, focusing on key areas such as processing industry, tourism services and logistics. This is an important step to diversify labor reception channels, introduce trained human resources, helping businesses shorten the time to find suitable personnel; minimizing the shortage of skills in each specific field.
In particular, this year, the province has implemented the development strategy project of Ha Long University until 2030, opening 3 new university-level training majors with high demand: Mathematics Pedagogy, Music Pedagogy and Tourism (specializing in Tourism and Aviation Services), opening up opportunities to train human resources in line with the development orientation of the province's tourism and high-quality services industry.
Since the beginning of the year, the province has created nearly 20,000 new jobs. Of which, nearly 600 workers have gone to work abroad under contracts; more than 13,000 have been recruited for new vocational training. The rate of trained workers reached 87.3% of the yearly plan, an increase of 0.66% over the same period in 2024.
In order to attract and develop skilled human resources to meet the needs of the local labor market, in the coming time, Quang Ninh will focus on developing the labor market, connecting with the national labor market information system and enhancing job creation. The focus is on attracting and nurturing high-quality human resources with knowledge, skills and innovative thinking to meet the requirements of economic development and the 4th Industrial Revolution, especially in economic zones, industrial parks, processing and manufacturing enterprises.
The Department of Science and Technology continues to advise the Provincial People's Committee to complete and submit to the People's Council a Resolution on policies to attract and retain human resources in the fields of science - technology, innovation and digital transformation for the period 2025 - 2030. At the same time, the province continues to implement the Digital University Governance Project at Ha Long University, research and build a cooperation model between the school and prestigious higher education institutions to improve the effectiveness of training high-quality human resources. At the same time, the province focuses on improving the quality of vocational training for rural workers, promoting labor restructuring, creating jobs, increasing income for workers, especially young workers and workers from ethnic minorities.
