Accordingly, the draft includes 4 chapters and 18 articles regulating the conversion of crop structures on rice land, the conversion of land specifically used for rice cultivation to non- agricultural purposes; support policies to protect and develop rice-growing land, funding for land reclamation and restoration of unused land into land specifically used for rice cultivation, etc. The goal of issuing this decree is to complete the legal basis for the management and use of rice-growing land as stipulated in the 2024 Land Law, thereby overcoming difficulties and obstacles, and ensuring the legitimate rights and interests of organizations and individuals with rice land.

Based on the draft presented at the meeting, the majority of delegates unanimously agreed on the necessity of issuing the decree; at the same time, they requested the drafting agency to clarify some terminology and regulations regarding the level and scale of area; the subjects of application; and the sources of central and local government budget support for maintaining and expanding high-yield, high-quality rice cultivation areas.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the draft decree must be consistent and integrated with the 2024 Land Law and other relevant laws. He requested the Ministry of Agriculture and Rural Development to continue compiling, reviewing, and supplementing the feedback received during the meeting, especially regarding regulations on the scale of high-quality rice cultivation area linked to policies supporting capital, investment in irrigation infrastructure, and the application of science and technology in production. In addition, he requested a survey and assessment of the current state of rice land use in localities to be included in the decree, and to submit it to the Government for consideration and approval as soon as possible.
