Hung Yen evacuated offshore workers and people in vulnerable areas to safe places before 12 noon on July 21.

Faced with the complicated developments of storm No. 3, Hung Yen province has issued immediate instructions to localities, including a series of coastal communes in the two old districts of Tien Hai and Thai Thuy.

The Department of Agriculture and Environment of Hung Yen province said that the locality will organize the relocation of workers raising clams, aquatic and seafood products; fishermen on fishing vessels anchored in the area; and people living in dangerous areas to safe shelters, expected to be completed before 12:00 on July 21, 2025.

Organize a sea ban to ensure safety (expected at 6:00 p.m. on July 20, 2025); call on boats to take shelter, check the anchoring of boats at the shelter, to be completed before 9:00 a.m. on July 21, 2025.

Mr. Tran Van Linh, Chairman of the People's Committee of Dong Tien Hai commune, said: We have grasped the entire number of households and workers raising aquatic products in the lagoon area; the number of boats and workers on the vehicles as well as the number of people living outside the dike and in vulnerable houses.

Regarding human resources, the whole commune has 4 ambulance teams; 500 people participating in the village rescue team and 120 people driving piles when the dike breaks (piling team) with the main force being the militia and self-defense force in the villages.

Dong Tien Hai Commune has fully prepared excavators, trucks, motorboats, life buoys, life jackets, packaging, bamboo, casuarinas, and sand reserves to handle dikes, embankments, and culverts in case of incidents. The commune also thoroughly checked the weak points and damage incidents of dikes, embankments, and culverts. Currently, the dike system in the area can withstand level 10 storms and average tides.

In Hung Phu commune, Mr. Bui Tuan Anh, Chairman of the People's Committee of the commune, quickly informed: This morning, the locality held a meeting to deploy plans to prevent and combat storm No. 3 in the most urgent spirit.

The commune has more than 11km of sea dykes with 45 fishing boats and 1,000 oyster cages. Currently, the boats have entered safe storm shelters. Hung Phu has signed contracts with vehicles, supply stores, dry food shops, medical equipment, and medicine to ensure timely response.

The commune has activated the broadcasting system to continuously update the weather situation and direct storm prevention and control; organized forces on duty 24/7, ready to handle any situation that may arise.

As of this morning, the province has a total of 1,132 ships and boats with 3,241 workers; specifically, operating along the coast of Hung Yen: 87 vehicles/249 workers, operating on the sea outside the province: 5 vehicles/46 workers.

In addition, there are 1,012 vehicles/2,753 workers anchored at ports in the province; 28 vehicles/193 workers anchored outside the province. All vehicles have been contacted by the authorities and functional forces.

The provincial Department of Agriculture and Environment added that the province has 63 key points on the dike routes; the key points have plans to mobilize human resources, materials, and means according to the "4 on-site" motto, ready to handle any situation that may arise.

This morning, Hung Yen province held an online conference to discuss very specific plans to prevent and combat storm No. 3. Among them, it requires strict management of ships and boats going out to sea; maintaining communication, promptly handling bad situations that may occur.

The province directed the One Member Limited Liability Company for Irrigation Works Exploitation of Hung Yen, Bac Thai Binh, Nam Thai Binh, and Bac Hung Hai provinces to open sluices to drain water in the system to prevent heavy rains from causing flooding in rice and crops, industrial parks, economic zones, and urban areas.
