How to log in to the National Public Service Portal with a VNeID account
* Step 1: Access the National Public Service Portal at the following link:
https://dichvucong.gov.vn/p/home/dvc-trang-chu.html

* Step 2: Log in
- Click on the “Login” box and select the login method using an electronic identification account (VNeID).

- After clicking on the VNeID icon, the system will display a login frame including:
+ Account (Is the chip-embedded CCCD number (personal identification number));
+ Password (Password when setting up an electronic identification account).

- If you have entered your electronic identification account (VNeID) account and password completely and correctly, click on the "Login" box.
 |
- Then, the system will display the OTP code input box and the OTP code will be sent to the phone number registered for the electronic identification account (VNeID).

You need to enter the correct OTP code in the message sent to your phone and press “Enter”.
- If the OTP code is correct, the system will return a successful login result to the National Public Service Portal.

Regulations on the use of electronic identification accounts
Regulations on the use of electronic identification accounts according to Article 13 of Decree 59/2022/ND-CP are as follows:
- Electronic identity subjects use electronic identity accounts to log in and use features and utilities on the VNelD application and electronic identity information page.
- Electronic identification accounts created by the electronic identification and authentication system are used to perform administrative procedures, public administrative services in the electronic environment and other activities according to the needs of the electronic identity subject.
- Agencies, organizations and individuals are allowed to create accounts to serve their activities and are responsible for authenticating and ensuring the accuracy of the accounts they create, deciding the level and value of use of each account level. Information to create an account is provided by the account owner or agreed to by the agency, organization or individual to use to create the account.
- The use of a level 1 electronic identification account created by the electronic identification and authentication system for an electronic identity subject who is a Vietnamese citizen is valid to prove that person's information as prescribed in Clause 1, Article 7 of Decree 59/2022/ND-CP;
For subjects who are foreigners, it is valid to prove the information of that person as prescribed in Clause 1, Article 8 of Decree 59/2022/ND-CP in activities and transactions requiring the provision of personal information of the subject of electronic identity.
- The use of a level 2 electronic identification account created by the electronic identification and authentication system for electronic identity subjects who are Vietnamese citizens has the same value as the use of a Citizen Identification card in performing transactions requiring the presentation of a Citizen Identification card;
It has the value of providing information in citizen documents that have been synchronized into the electronic identification account for competent agencies and organizations to compare when performing transactions requiring the presentation of such documents.
- The use of a level 2 electronic identification account created by an electronic identification and authentication system for a foreign electronic identity subject is equivalent to the use of a passport or international travel document in transactions requiring the presentation of a passport or international travel document;
It is valuable to provide information in foreign documents synchronized into the electronic identification account for competent agencies and organizations to compare when performing transactions requiring presentation of such documents.
- The use of electronic identification accounts created by the electronic identification and authentication system for electronic identity subjects that are organizations is performed by the legal representative or assigned to an authorized person for use.
The use of an organization's electronic identification account is valuable in proving the organization's electronic identity when conducting transactions requiring proof of information about that organization; it is valuable in providing information in the organization's documents synchronized into the electronic identification account for competent agencies and organizations to compare when conducting transactions requiring presentation of those documents.
- When an electronic identity subject uses a level 2 electronic identity account in electronic activities and transactions, it is equivalent to presenting documents and papers to prove that the information has been integrated into the electronic identity account.
