According to Resolution No. 60 of the Party Central Committee and Resolution No. 76 of the National Assembly Standing Committee on administrative unit arrangement in 2025, district-level administrative units will cease to operate from July 1, 2025. Accordingly, the accounts of district-level business registration officers will no longer be used on the system from July 1, 2025.
To ensure that the procedures for registering enterprises, business households, and cooperatives are carried out smoothly and without interruption in localities after the implementation of organizational and apparatus rearrangement, the Provincial People's Committee assigned the Department of Finance to report to the Ministry of Finance before June 28, 2025, information about commune-level business registration agencies to update on the system, including: Name and identification code of provincial and commune-level business registration agencies; list of officials of provincial and commune-level business registration agencies; information on registration fees for business households and cooperatives of provinces and cities.
Regarding information on payment of fees for registration of business households and cooperatives, the Department of Finance shall direct the commune-level business registration agency to update information on the system, and attach a form providing information/requesting change of information on payment of fees for registration of business households and cooperatives.
Regarding the settlement of registration dossiers of enterprises, business households, cooperatives, cooperative unions, and cooperative groups: Assign the Department of Finance and the People's Committees of districts and cities to settle all registration dossiers of enterprises, business households, cooperatives, cooperative unions, cooperative groups, branches, representative offices, and business locations that are being submitted on the system before the administrative unit expires from July 1, 2025 as follows:
For valid dossiers: The business registration authority accepts the dossier and returns the results to the people, enterprises, business households, cooperatives, cooperative unions, and cooperative groups.
For invalid dossiers: The business registration authority shall notify the contents that need to be revised or supplemented. For revised or supplemented dossiers submitted after July 1, 2025, due to changes in regulations on administrative procedures or changes in administrative units, the business registration authority shall guide enterprises, business households, cooperatives, cooperative unions, and cooperative groups to declare dossiers according to new regulations and submit them to the competent business registration authority of the new administrative unit.
For archival documents on registration of business households, cooperatives, cooperative unions, cooperative groups, branches, representative offices, and business locations in paper form, the Department of Finance shall advise on prioritizing local resources to digitize them before the district-level business registration agency ceases operations.
For localities (communes, wards, towns) that have not completed the conversion of cooperative registration data and business households established before the system was in place, the People's Committees of districts and cities are required to direct district-level business registration agencies and related units to speed up the implementation progress and complete the data conversion before the district-level business registration agencies cease operations.
The Provincial People's Committee assigned the Department of Finance to develop a plan for training, coaching, and guiding commune-level business registration agencies on the registration of business households, cooperatives, cooperative unions, and cooperative groups, and to implement training before June 28, 2025. At the same time, inform and disseminate to enterprises, business households, cooperatives, cooperative unions, and cooperative groups in the area about the organization of local business registration agencies according to the new administrative unit model.
The Department of Finance shall preside over and coordinate with the People's Committees of districts and cities to proactively review and arrange headquarters, facilities, equipment and conditions to ensure the work of business registration agencies, so as not to affect or interrupt the implementation of business household and cooperative registration work.
