For Hanoi, a city with a thousand years of cultural heritage and a UNESCO-recognized "Creative City," the formation and development of creative centers is of particular importance. These centers not only provide spaces for artists, researchers, businesses, and the community to generate ideas and experiment with technology, but also serve as a foundation for the creation of unique cultural products capable of spreading and competing in the international market. However, for these creative centers to truly become the "heart" of the cultural industry, a comprehensive, long-term, and sustainable investment policy is essential.
In my opinion, first and foremost, Hanoi needs to prioritize creating a transparent and open legal framework, thereby building trust among domestic and foreign businesses and investors. Preferential tax policies, support for leasing or using land for creative purposes, or preferential interest rate credit packages will become incentives to encourage private sector participation.
Simultaneously, the city needs to promote public-private partnership mechanisms, in which the State plays a facilitating, guiding, and ensuring fairness role, while businesses play the role of implementing, operating flexibly, and creatively. The formation of investment funds for innovative startups, and financial and technical support programs for cultural and artistic projects are also effective solutions to nurture new ideas.
On the other hand, for investment attraction policies to be effective, they need to be linked to a strategy for developing high-quality human resources, while expanding international cooperation to exchange experience and technology. Furthermore, building brands for innovation centers and promoting Hanoi as a destination for creativity and innovation is also crucial in attracting foreign capital.

Resolution 09-NQ/TU of the Hanoi City Party Committee (2022) on the development of the cultural industry in the period 2021-2025 clearly defined short-term and long-term goals, emphasizing the goal of building Hanoi into a creative center for the region and the world . With the advantage of being the capital city with a thousand years of history, rich heritage, and on a strong development trajectory, Hanoi has all the necessary conditions to realize this goal.
To become a world-class cultural industry center, Hanoi first needs a modern infrastructure system with cultural facilities of international stature. These facilities must not only meet requirements in terms of scale and function, but also serve as iconic symbols of Hanoi's cultural identity. Currently, Hanoi already possesses many important cultural facilities such as the National Exhibition and Convention Center, the Ho Guom Opera House, and will continue to have many more modern projects in the future. This provides a solid foundation for expanding creative spaces and attracting social resources for the development of the cultural industry.
However, good infrastructure alone is not enough; it's crucial to maintain regular, long-lasting, and attractive activities. To achieve this, the city needs mechanisms to encourage innovation and create conditions for individuals, organizations, and businesses to participate, especially through public-private partnerships. Besides mass cultural and entertainment events, there should be a focus on investing in high-quality artistic programs to affirm the brand, stature, and creativity of Hanoi's artists, thereby creating a ripple effect not only domestically but also internationally. Promotional efforts should also be prioritized to let the international community know that the capital's venues and projects meet the standards and are ready to host regional and global events.

The development of the cultural industry cannot be limited to economic goals; it must be linked to a green and sustainable orientation. One of the key solutions is to build and expand green creative spaces, where art, technology, the environment, and the community are harmoniously combined to create cultural value while promoting sustainable development.
A green creative space is not simply a place for displaying or producing cultural products, but also an open ecosystem where innovative ideas are formed based on the principles of respecting nature and balanced development. There, artists, businesses, designers, and the community can collaborate to create products, services, and events that adhere to green criteria such as using recycled materials, saving energy, utilizing clean technologies, and conveying messages of environmental protection.
From a cultural industry perspective, green creative spaces drive a new growth model where cultural and environmental values are closely intertwined. A music festival utilizing renewable energy, an art center operating with environmentally friendly materials, or a creative district combined with an ecological park... all demonstrate the feasibility of integrating culture, creativity, and green spaces. This is also how cities around the world build sustainable creative brands, attract international resources, and participate more deeply in the global cultural value chain.
The green creative space meets the requirements for developing the cultural industry in accordance with Resolution 09-NQ/TU, while also aligning with Hanoi City's green growth strategy. It also serves as a foundation for community engagement and encourages the participation of young people, artists, and creative startups.
