Huong Hoa strives to eliminate temporary and dilapidated houses

Implementing Directive No. 42 dated January 15, 2025 of the Standing Committee of the Provincial Party Committee on strengthening the leadership of Party committees at all levels in the program to eliminate temporary and dilapidated houses in the province; announcing Conclusion No. 01 dated January 9, 2025 of the Steering Committee for Eliminating Temporary and Dilapidated Houses in the province, on January 17, 2025, the Standing Committee of the Huong Hoa District Party Committee issued Decision No. 2202 to establish the Steering Committee for Huong Hoa district.

Chairman of the Vietnam Fatherland Front Committee of Huong Hoa district Nguyen Minh Tam said that in order to effectively implement the program to eliminate temporary and dilapidated houses, the district Steering Committee advised the District Party Committee to issue Directive No. 34 dated January 23, 2025 on strengthening the leadership of Party committees at all levels in the program to eliminate temporary and dilapidated houses in the district. Accordingly, communes and towns are required to urgently establish commune-level Steering Committees in accordance with the specific situation of the locality, striving to complete this housing program by the end of August 2025.

The total number of households with meritorious services to the revolution, poor and near-poor households in Huong Hoa district in need of housing support, including housing under Project No. 197, is 2,025 households, of which 1,036 are poor and near-poor households, including: 912 households requesting support for new construction, 124 households requesting support for house repair. Through screening, 941 households basically meet the conditions for land procedures, 95 households do not meet the conditions for land procedures.

For 103 households of people with revolutionary contributions and martyrs' relatives, 54 households requested support for new construction, but only 37 households basically met the conditions for land procedures, 17 households did not meet the conditions; 49 households requested support for house repair, but 46 households basically met the conditions for land procedures, 3 households did not meet the conditions.

For poor households implementing Project No. 197, 161 households have completed housing under the National Target Program, currently 725 households have not received support, of which 452 households basically meet the conditions for land procedures, 273 households have not met the conditions for land procedures. On December 17, 2024, the Provincial "For the Poor" Fund Mobilization Committee allocated VND 50,750 billion to the district to support the construction costs of 725 solidarity houses, worth VND 70 million/house.

On February 3, 2025, communes and towns in Huong Hoa district simultaneously started building new houses for people with revolutionary contributions, poor and near-poor households under the Program to eliminate temporary and dilapidated houses with 3 houses/commune and accelerated progress to ensure the goal of completing the elimination of temporary and dilapidated houses according to the program and plan.

At the end of February 2025, the Steering Committee of Huong Hoa district also requested the province to provide guidance on resolving difficulties related to land issues for households that were on the support list but did not meet the land conditions to implement the program of eliminating temporary and dilapidated houses to ensure the basic completion of the approved goal of supporting the construction of new houses for poor households.

At the same time, continue to strengthen the direction of localities to resolutely implement the program for poor, near-poor households, and policy families in the area. Direct and call for and mobilize organizations and individuals inside and outside the district to support resources to contribute to the successful implementation of the housing program.

Secretary of the Lia Commune Party Committee Ho A Duoc said that Lia Commune has 341 households supported in the Program to eliminate temporary and dilapidated houses, of which Project 197 has 137 houses, the program to eliminate temporary and dilapidated houses has 89 houses, and households with meritorious services to the revolution has 15 houses. By mid-March 2025, many households have completed over 70% of the construction of their houses.

To ensure the construction progress, the Party Committee and the government of Lia commune met with members of the commune's Steering Committee to assign groups in charge of villages, and organized households to sign a commitment with the commune's Steering Committee to accelerate the completion of the housing program before April 30, 2025. Many villages and people took advantage of favorable weather to bring electricity to the construction site to work at night to speed up the progress. Commune officials regularly stay close to the grassroots to support people when they encounter difficulties, and at the same time, inspect the construction process so that the quality, technique, and aesthetics of the housing project are as planned.

Lia commune is the locality with the largest number of houses supported in this housing program, accounting for nearly 50% of the houses in Huong Hoa district. Regarding construction materials, in the commune there is a local enterprise that provides them to households. For households that do not have money in hand, the enterprise will lend them money to build houses, then when they receive the state support money, they will pay, which is very convenient for the people.

Mr. Ho San, a resident of Lia commune, shared, for many years now, my family has lived in a dilapidated house, the rainy season is very difficult, this time the State supported 70 million VND, the family contributed more, plus the help of neighbors, so we were able to build a solid, spacious house, in just a short time we will no longer live in a makeshift house. This time, not only my family but also my 3 children received support from the State to build a new house, so my children are very happy, feel secure in production, build a new cultural life, and raise their grandchildren to study and become good people.

Mr. Nguyen Minh Tam added that in the coming time, for housing for poor and near-poor households, the district will prioritize households that do not have land problems, prioritize newly built houses to concentrate resources, repaired houses can be built later or built in parallel with newly built support houses to complete together. Continue to do a good job of mobilizing and receiving contributions from society as well as promoting the mobilization of the "For the Poor" fund, mobilizing organizations, businesses, cadres, civil servants, public employees, and communities to participate in supporting and contributing to the program to support the elimination of temporary and dilapidated houses in the district.

On the other hand, publicize and make transparent information about the subjects and support levels, ensure no duplication between programs and other support activities from the state budget on the principle that one household can only benefit from one housing support policy and program, comply with the order and procedures in accordance with the provisions of law, and avoid loss, waste, corruption, and negativity.
