Comrade Nguyen Duy Quang - Director of the Department of Agriculture and Environment said: In the period of 2020 - 2025, Khanh Hoa province has issued and implemented many important policies to support farmers, businesses and cooperatives to participate in the agricultural production chain applying CNC. For example: Resolution No. 04/2020/NQ-HDND dated May 15, 2020 on regulations on credit policies and budget capital levels to support enterprises investing in agriculture and rural areas according to Decree No. 57/2018/ND-CP in Khanh Hoa province; Resolution No. 06-NQ/TU dated October 12, 2021 on continuing to promote the development of CNC agriculture in the period of 2021 - 2025, with a vision to 2030; Resolution No. 19/2021/NQ-HDND dated December 11, 2021 stipulates policies to support attracting investment in CNC agriculture for the period 2021 - 2030... The issued policies have focused on supporting businesses, cooperatives and people to access new technologies; encouraging research and transfer of technical advances, especially in breeding high-yield, high-quality crop and livestock varieties suitable for the climate and soil conditions of the province; at the same time, focusing on attracting investment in CNC agricultural projects.
Specifically, in the field of aquaculture, scientific research, application and technology transfer are carried out by many marine training and research institutions such as: Nha Trang University, Nha Trang Institute of Oceanography , Aquaculture Research Institute III...; thereby, proactively producing many new breeds, perfecting many advanced farming processes for high productivity, contributing to making Khanh Hoa one of the largest aquatic breed producing localities in the country. Currently, there are hundreds of enterprises, individuals and households registered and deployed production in CNC farming areas throughout the province, focusing on marine fish, cages made of new materials (HDPE, FRP,...); using automatic environmental monitoring equipment with sensor technology to monitor water quality; automatic feeding machines; Surveillance camera system in cages;... has helped save costs, limit risks in the farming process due to natural disasters, control diseases, contributing to improving productivity (over 15%), product quality associated with environmental protection. In addition, pond farming using farming technology such as: Recirculating farming, flowing water farming, Biofloc/Semibiofloc technology (yield over 50 tons/ha/crop); models combining farming objects such as: Raising black tiger shrimp combined with sand sea cucumber, co-culturing freshwater fish, co-culturing sandworm and white-leg shrimp, snails and sea cucumbers... have been effectively implemented in recent years as a solution to improve the current status of pond environmental pollution, reducing the occurrence of diseases.
In the livestock sector, farms have applied automation to the industrial-scale livestock process such as using closed barn systems, suitable temperature and humidity control systems, feed distribution and quantification systems in barns, automatic egg harvesting lines, etc. Many large-scale, CNC livestock models have been effective, especially in the field of pig farming. In the period of 2020 - 2025, the whole province has attracted over 14 large-scale CNC pig farming projects, with a total investment of more than 1,000 billion VND and a total area of about 200 hectares, typically: 30,000-head pig farm of Chanh Phong Livestock Company Limited (Thuan Nam commune), 5,000-head sow breeding farm of Phu Loc Phat Company Limited (Ninh Son commune), 4,800-head closed CNC pig farm of Ninh Thuan Green Technology Joint Stock Company (Bac Ai commune), etc.
In the field of cultivation, automatic water-saving irrigation systems help optimize the use of water and nutrients for crops; the greenhouse model not only helps control the production environment but also creates high-quality, safe products; organic agricultural models follow a closed value chain from production - processing - consumption of organic products combined with tourism, ecological agriculture and replication in each field. In addition, the application of agricultural mechanization has helped farmers reduce input costs, increase product quality; building and effectively applying intensive farming processes according to VietGAP standards for many crops has contributed to reducing production costs, greenhouse gas emissions, and producing safe products compared to traditional farming; at the same time, using modern technologies to preserve and package products has helped extend the shelf life and increase product value.

As a result, by early 2025, the total CNC application area in the province reached 1,262 hectares (1,003 hectares for cultivation; 116 hectares for livestock; 143 hectares for aquaculture); the area of crops certified as organic (according to US organic standards (USDA-NOP), Japan (JAS) and Europe (EU)) reached 5,599 hectares; 163 growing areas (including 98 domestic codes and 65 codes for export) were granted codes, with a total area of over 5,171 hectares; in addition, there is 1 mango facility code and 2 durian facility codes packaged for the EU and Chinese markets. The value of CNC agricultural production in the period of 2021 - 2025 increased by an average of 30.1%/year (reaching 990 million VND/ha/year); The contribution of CNC agriculture to the industry's production value reached 18%, an increase of 12% compared to 2020.

To enhance the strength of the agricultural economy, affirm the role of CNC agricultural products in the domestic and export markets, and achieve the goal of striving for the value of CNC agricultural production in the period of 2025 - 2030 to reach 1 billion VND/ha/year; the provincial agricultural sector has proposed many synchronous and creative solutions. In particular, priority is given to developing and improving the quality and productivity of key and specific crops and livestock; strengthening the role of the State in forming and promoting value chains in agriculture, promoting the process of international integration. At the same time, focus on promoting the development of CNC marine aquaculture, promoting the potential advantages of the locality, increasing the supply of raw materials for export processing, reducing exploitation intensity associated with the fight against illegal, unreported and unregulated (IUU) fishing to remove the EC "yellow card", contributing to protecting the marine environment. “Khanh Hoa has been leading the country in piloting the development of CNC marine farming; the industry aims to convert 100% of traditional cages to HDPE cages and offshore industrial farming, applying CNC, by 2030,” emphasized comrade Nguyen Duy Quang.

At the same time, the industry is oriented to develop CNC agricultural products according to localities; specifically, promoting the work of proposing orders for scientific and technological tasks serving agricultural production from units and localities. Localities rely on the advantages and needs of the domestic market and export markets to select key products in their local agricultural production planning; at the same time, localities also determine technical infrastructure and accompanying support services, connecting subjects participating in production and trading of agricultural products appropriately. In addition, the industry strengthens synchronous coordination between departments, branches, localities, enterprises and people directly producing typical local agricultural products in implementing applied research activities, transferring, building, developing brands and finding outputs for products on the market; gradually minimizing investment risks in agriculture and strengthening the implementation of intellectual property rights, protecting copyrights for agricultural products. On the other hand, the industry continues to promote information and propaganda on mass media systems about advances and CNC applications, new crop, livestock, fertilizer, and irrigation models; bringing science and technology into production practice so that people know and apply them.

Comrade Nguyen Duy Quang - Director of the Department of Agriculture and Environment said: Currently, the provincial agricultural sector is advising the Provincial People's Committee to develop a "Project to assess soil characteristics, land agrochemistry; build a land database to develop sustainable crop and livestock production in Khanh Hoa province in the period of 2026 - 2030". This is a very valuable project for the agricultural sector, with the goal of managing and sustainably using agricultural land in the field of cultivation and livestock, contributing to improving the productivity and quality of crops and livestock per unit of agricultural land to meet the target of GRDP growth rate in the period of 2021 - 2030 in Khanh Hoa province. The results of the project are the basis for orienting the development of high-quality concentrated planting and livestock areas, promoting CNC agriculture to integrate internationally.
