Along with Quang Tho (Quang Dien), Vinh Hung commune (Phu Loc) was chosen to build an effective smart commune model. To implement e-government, Vinh Hung Commune People's Committee has built a smart commune monitoring and operating room integrating data from e-government systems; monitoring and sharing systems for monitoring and supervising data of provincial units to serve the management of commune-level government. This includes monitoring data for local production, monitoring security and order through commune and village security camera models integrated into the system of 29 security cameras in the area.

Chairman of Vinh Hung Commune People's Committee, Mr. Nguyen Quang Huy, said: In addition to upgrading the information technology infrastructure system, internet connection, wifi system has covered all agencies, public places, and villages. The whole commune currently has 29 cameras connected to the system in the control room for observation, contributing to ensuring security and order in the area.

According to Mr. Nguyen Quang Huy, the locality has effectively deployed the document management and administration system for all cadres and civil servants. All activities of issuing outgoing documents and processing incoming documents are carried out on the document management and administration software, 100% of outgoing documents are digitally signed according to regulations. Activities of handling administrative procedures on the centralized public service system with the motto "Friendly - simple - on time" are deployed synchronously and effectively.

Vinh Hung Commune People's Committee has used the online conference system and digital reporting from the commune to the district and province; the interaction channel between the government and the people has been effectively implemented through social networking sites. Mr. Tran Son Phung, in Phung Chanh 1 village, said that the coverage of wifi and the internet system to receive and process work for people on the electronic system has made it much more convenient for people than before. The staff receiving the documents applied social networking solutions in exchanging, providing information, and guiding the digitization of documents, helping people to more easily and conveniently carry out administrative procedures...

Together with digital government, Vinh Hung has successfully built a digital cooperative model, an agricultural enterprise applying digital technology and gradually deployed a number of services for the digital economy. Mr. Le Van Thang, Director of Vinh Hung Agricultural Cooperative, shared: The commune supports mechanisms and policies for high-tech agricultural enterprises to apply digital technology in production and business, linking value chains with cooperatives and farmers. To build the third pillar - digital society, Vinh Hung commune effectively promoted the Community Digital Technology Team such as installing Hue-S for people, guiding people to access official tools, skills to exploit functions and spreading so that people can access essential services on the Hue-S platform.

Mr. Nguyen Quang Huy added that the rate of people aged 15 and over with bank transaction accounts in 2023 in the commune will reach over 63%. The number of business households in the area, including business households at the market; production and business households with business registration; production and business households of OCOP products... all deploy non-cash payment methods at 55% or more. 100% of educational institutions from preschool to junior high school in the area accept payment of fees by non-cash payment methods. In addition, remote health consultation and application of social networking solutions in exchanging and disseminating medical information will reach over 65%, in which the solutions are mainly applied by phone and social networking platforms such as Zalo, Facebook...

Vinh Hung Commune People's Committee also proactively coordinated with financial institutions and intermediary payment units to organize many trips to villages and commune cultural houses to create online payment accounts, to help customers use payment utilities, transfer money, invest, buy insurance... Currently, in the commune, 1,632/2,115 households have bank accounts for non-cash payments of electricity, water, television, internet, tuition, public services... At the same time, 100% of commune officials and civil servants have bank accounts and have made non-cash payments. The commune has also paid 100% of salaries via ATM cards for civil servants and public employees and Viettel Pay for social welfare beneficiaries.

The implementation of the Digital Transformation Program in the construction of new rural areas, towards smart new rural areas in the period of 2021-2025 in the province is carried out according to the motto of "shared infrastructure, centralized database" and unified and synchronized from the province/district/commune. Promoting the application of digital technology in building new rural areas has contributed to promoting the rural economy, improving people's quality of life, gradually narrowing the gap in service quality between rural and urban areas, and gradually moving towards smart new rural areas in the 2021-2025 period.

According to Mr. Le Thanh Nam, Deputy Chief of the Provincial Office for New Rural Area Coordination, the specific goal by the end of 2025 is for the entire province to strive to have over 50% of communes meeting standard indicator 8.4 on applying information technology in management and operation to serve socio-economic life and meeting standard indicator 15.2 with online public services at level 3 or higher according to the national criteria for advanced new rural areas. At the same time, at least 70% of communes have cooperatives implementing production linkage models associated with the consumption of key agricultural products; 50% of linkage models associated with raw material areas apply digital technology; at least 40% of commune and district-level units provide at least one essential service and each district, town and city has at least one pilot model of smart new rural communes in the most prominent field...
