On the afternoon of July 19, Mr. Le Huy C. from Thuong residential group (Tran Phu ward) went to Xuan Hai village (Loc Ha commune) to swim in the sea. While Mr. C. was swimming, at around 7:00 p.m., the weather suddenly changed, there was a very strong storm, the sea was very rough. After the natural disaster that lasted 30 minutes, Mr. C. went missing (suspected to have been swept away to sea by the waves), on the shore, only his motorbike, clothes, and personal documents remained.
Immediately after the incident, the authorities of Loc Ha commune and the police, border guards, and militia forces in the area focused on supporting and coordinating with the family to search for the victims. However, on July 19-21, the weather was complicated, the sea area had big waves, strong winds, boats could not move, rescue activities encountered many difficulties, so only guarding and searching on the shore, coastal waters, fishing port areas, and boat locks were organized...

When the weather was stable, the sea was slightly rough, and the sea ban was lifted, the authorities mobilized and coordinated with fishermen from Loc Ha, Thach Ha, Thach Khe, Mai Phu communes, and Tran Phu ward to urgently organize a large-scale search. Under the direction and guidance of the authorities, the search activities were actively and continuously carried out by fishermen, ensuring safety.

Lieutenant Colonel Tran Van Hong - an officer of Cua Sot Border Guard Station said: "In recent days, my teammates and I have been working hard to help the victim's family. In particular, from yesterday afternoon until now, we have mobilized 50 fishing boats, each with 4-5 people, to continuously "seek" at sea, the search area has also been expanded to about 5-6 km from shore. In addition to the direct force, there are dozens of people who come to support, encourage the family and provide free meals (over 100 meals/meal) for the rescue force."

Fisherman Tran Van Hong - owner of boat HT 90292 - TS (in Phu Mau village, Loc Ha commune) said: "The sea is calm but we are not in a hurry to go to work immediately but decided to stay home to support the search for the missing person at sea. Mobilized and guided by the border guards, we and hundreds of fishermen from Trung Nghia, An Nhien and Loc Thuy parishes have provided our own materials and used family boats to participate in the search for the victim for the past 2 days. We will continue to help the victim's family and hope to soon find Mr. C".
In addition to mobilizing boats and forces to directly organize the search, Loc Ha commune and functional forces also informed and widely announced the situation of the incident so that fishing fleets inside and outside the province could combine production with searching for the victims.
