With the perspective of the New Rural Development (NRD) model where the people are the masters and the people benefit, localities in Bac Ninh province have adopted innovative approaches to mobilize resources towards building advanced and model NRDs.
At the end of 2024, Dinh To commune (Thuan Thanh town) was one of the first two localities in Bac Ninh province to be recognized as a model new rural commune. With the new criteria, the face of the rural area is increasingly improving with smooth, long stretches of roads, and well-built schools, health stations, and cultural centers.
Mr. Le Van Han, Secretary of the Party Committee of Dinh To commune, said that to achieve the goal of becoming a model new rural commune, the commune's Steering Committee for New Rural Development has developed a roadmap and specific solutions to maintain and improve the quality of criteria each year. Recognizing that propaganda is a key factor in building a model rural area in the locality, the commune's Party Committee has promoted the role of mass mobilization, strengthening effective mass mobilization models, with the Fatherland Front and other mass organizations playing a core role, focusing on raising awareness, responsibility, and the leading role of the people in building new rural areas.
Thanks to effective propaganda efforts, the New Rural Development program has received widespread support and consensus from the people. The voluntary donation of land, financial contributions, and labor by residents has provided impetus for the local development of the rural transportation network. In recent years, the locality has invested hundreds of billions of dong to develop and improve the road system. Besides the main commune road, the main village roads, inter-village roads, and alleyways have all been asphalted or concreted, making travel and trade much more convenient for the people. Currently, the average per capita income in the area is approximately 70 million dong per year, and the material and spiritual lives of the people are constantly improving. Achieving the model New Rural Development commune standard is also a stepping stone for Dinh To commune to strive towards building a smart New Rural Development commune in the 2025-2030 period.
After achieving the New Rural Area standard, Nhan Thang commune (Gia Binh district) continued to work on completing the advanced New Rural Area criteria. From a purely agricultural commune, in less than 10 years, this rural area has undergone a spectacular transformation, completing all 19 advanced New Rural Area criteria. This achievement is thanks to the consensus of the Party committee, the government, and the local people. Understanding the purpose and significance of building a New Rural Area, the people in the commune have contributed their labor and resources to improve infrastructure, maintain cleanliness in village roads and alleys, plant flowers along the roads, clear waterways, and clean up the fields, contributing to making the village increasingly beautiful and clean.
According to Le Tien Hien, Chairman of the Vietnam Fatherland Front Committee of Nhan Thang commune, in implementing the Gia Binh District Party Committee's policy on building rural roads with a width of 5 meters or more, the local Fatherland Front, in coordination with mass organizations, proactively mobilized people to donate land for road expansion. With a transparent and democratic approach, this policy received the consensus and support of the people; many households voluntarily donated thousands of square meters of land to facilitate the smooth implementation of the project. Building on this success, Nhan Thang commune continues to expand the construction of roads with a width of 5 meters or more to continuously consolidate and improve the quality of the criteria for advanced new rural communes, aiming for synchronized infrastructure, boosting economic development, increasing income, and improving the quality of life for the people.
Ms. Nguyen Thi Ha, Chairwoman of the Vietnam Fatherland Front Committee of Bac Ninh province, said that in recent years, the Fatherland Front at all levels and its member organizations have comprehensively implemented the contents of the campaign "All people unite to build new rural areas and civilized urban areas," thereby contributing to the effective implementation of the criteria for new rural areas. In localities, the Fatherland Front at all levels has had many creative and effective ways to mobilize people to participate in donating land and labor to build transportation infrastructure and public works. In the past 5 years, people in the province have voluntarily donated nearly 18,500 square meters of land to build roads, public works, and essential infrastructure in rural areas. Besides donating land, the people have contributed a total of more than 31,000 man-days and hundreds of billions of VND to successfully build more than 80 transportation, public works, and welfare projects, making a practical contribution to socio-economic development and changing the face of many rural areas.
To date, Bac Ninh is one of 18 provinces and centrally-governed cities where 100% of communes have been recognized as meeting the standards for New Rural Development. Of these, 2 communes have achieved the model New Rural Development standard, and 26 communes have achieved the advanced New Rural Development standard. The province aims to have at least 50% of its communes in each district and town meet the advanced New Rural Development standard by the end of 2025; of which 30% will meet the model New Rural Development standard, with each commune having at least one model New Rural Development village. Gia Binh and Luong Tai districts have already achieved the advanced New Rural Development standard.
