Ba Che district identifies culture and people as a solid spiritual foundation, a resource for socio -economic development, and an important endogenous strength for sustainable development.
The District Party Committee has issued Plan No. 85/KH-UBND on implementing Resolution No. 17-NQ/TU, with the goal of: Raising awareness of all levels and sectors in the political system; staff, civil servants, party members, union members, association members and people of all walks of life on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development.
Implement the goal of developing Ba Che people comprehensively in terms of personality, intelligence, creativity, physical strength, soul, social responsibility, civic duty, awareness of law compliance, love for homeland and country with the characteristics of "Courage, Self-reliance, Discipline, Solidarity, Loyalty, Generosity, Creativity, Civilization" to meet the requirements of socio-economic development and building and developing a culture rich in identity.
The area is large, the population is scattered, there are many ethnic groups, and the people's cultural needs are diverse. In addition, the negative side of the market mechanism along with the development of social networks leads to the risk of some good traditional values being lost; the feelings, values, social norms and awareness of some cadres, party members and people are affected.
Faced with that reality, the district has focused on building an action program with specific solutions; Party committees at all levels have directed drastic investment in building infrastructure to serve tourism and cultural development; preserving and promoting traditional cultural values; encouraging the spirit of emulation in studying, working and being creative of the people.
Based on local practices and cultural traditions of ethnic communities, the district has promoted the implementation of 5 groups of tasks: Propagating and thoroughly implementing Resolution No. 17-NQ/TU to cadres, party members and people in the district, aiming to enhance the role and position of culture, create resources for cultural and human development; promote the capacity and responsibility of leaders in building and promoting cultural values and human strength in the district. Build, supplement and perfect village and neighborhood covenants and regulations associated with implementing democracy at the grassroots level; build a clean, healthy and progressive cultural environment in the community. Improve the quality, protect and take care of people's health; widely implement the movement "The whole country competes to build a learning society, promote lifelong learning". Preserve, restore and promote tangible and intangible cultural values associated with tourism development. Building and developing advanced literature and art imbued with national identity.
Recognizing the importance of cultural and human development, the district continues to propose synchronous solutions to invest in this resource. In particular, inheriting and promoting the achievements in the process of implementing Resolution No. 11-NQ/TU of the Provincial Party Committee "On building and developing culture and people of Quang Ninh to meet the requirements of sustainable development" in building and promoting cultural values and human strength of Ba Che. The district will prioritize the development of a number of key cultural products that the locality has potential and advantages, such as: Cultural tourism, performing arts, to create a breakthrough in diversifying tourism products and services.
