According to the report of the People's Committee of Huong Hoa district, in the period of 2021 - 2025, Huong Hoa district was allocated 28.16 billion VND to implement project 2 Planning, arranging, relocating and stabilizing residents in necessary places under the National Target Program on socio-economic development of ethnic minority and mountainous areas.
Of which, investment in the construction of the resettlement area of Huc commune with a total investment of 16,776 billion VND, implementation period 2023 - 2024, expected to resettle more than 60 households; investment in the construction of the resettlement area of Huong Lap commune with a total investment of 11,384 billion VND, implementation period 2025, expected to resettle more than 50 households.
Regarding the progress of implementation, for the investment project to build the resettlement area of Huc commune, the investment procedures have been completed. Currently, the land and assets on the land have been inventoried to determine compensation prices and support site clearance; the total allocated capital is over 14.96 billion VND; the disbursed capital up to August 20 is nearly 2.4 billion VND.
For the investment project to build the resettlement area of Huong Lap commune, the planning scheme on the number of lots, area of each lot and area of land to implement the project has been agreed upon; the detailed planning dossier 1/500 is currently being completed to submit to the competent authority for approval.
Regarding the review of local land management funds, the less important upstream protection forest land fund approved by the Provincial People's Committee to be converted to production forest development with a total area of 5,757.2 hectares, including: the land fund of the Huong Hoa - Dakrong Protection Forest Management Board with a total area of nearly 1,447 hectares; the land fund of the Economic - Defense Group 337 handed over to the locality for management of 692 hectares; the less important protection forest land fund managed by the People's Committees of communes with more than 3,598 hectares.
The District People's Committee has developed a plan for management and use of the above-mentioned land fund and has been approved by the District People's Council. The current problem is that the protective forest land fund managed by the Commune People's Committees is not part of the land fund of the agricultural and forestry companies after the reorganization and renovation.
Therefore, the process of implementing records, procedures for land recovery and land use conversion does not have specific regulations on the order, procedures and implementation steps.
Regarding the land fund of the Huong Hoa - Dakrong Protective Forest Management Board, there is currently no decision on land recovery or change of land use purpose from the Provincial People's Committee, so it is not possible to submit the land use plan to the competent authority for approval.
Regarding the implementation results of Resolution No. 10/2018/NQ-HDND dated July 18, 2018 of the Provincial People's Council, the budget allocated to implement policies according to the resolution is more than 6.97 billion VND; the remaining budget after acceptance is more than 2.13 billion VND.
Of which, 987/1,123 households were supported with land reclamation funds. Surveys were conducted for 2,087/3,152 registered households. The number of households eligible and granted land use right certificates was 905. The number of records that were surveyed but not eligible for land use right certificates was 1,182.
Regarding the area temporarily assigned for the construction of wind power projects according to the resolutions of the Provincial People's Council, according to the report of the People's Committee of Huong Hoa district, there are 18 projects in the district with a total temporary land lease area of 176.2 hectares.
Of these, 15 projects have been put into operation with a total temporary land lease area of 149.13 hectares, 3 projects are being implemented with a total temporary land lease area of 23.47 hectares. For the projects that have been put into operation, after the decision to reclaim the land and hand it over to the locality for management, the District People's Committee has issued documents directing the People's Committees of communes and towns to receive and develop plans for land management and use according to regulations.
Regarding the implementation of support for residential land and production land under Project 1, National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas, according to statistics from the People's Committee of Huong Hoa district, the whole district has 514 households lacking residential land, the number of households granted land use right certificates is 3,453 households, the number of households not granted land use right certificates is 2,617 households.
Regarding production land, 371 households lack production land, 4,182 households have been granted certificates of land use rights, and 2,780 households have not been granted certificates of land use rights.
Regarding the results of project 1 implementation, in the 2022-2024 period, housing support was provided to 662 households, and it is expected that 148 households will be supported in 2025, reaching 130.2% of the plan; regarding production land support, 26 households will be supported, reaching 4.9% of the plan.

At the meeting, the People's Committee of Huong Hoa district proposed to increase the level of housing support and support for poor households in terms of residential land from the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas; adjust direct support for production land for people to renovate, reclaim and restore land to better suit actual needs; simplify payment procedures for housing and residential land support; adjust capital sources to implement housing support policies for some communes that do not have land funds to reclaim land to support production land for people.
Concluding the working session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang requested the People's Committee of Huong Hoa district and departments, branches and sectors to continue analyzing the objective and subjective causes of the shortcomings and limitations; pointing out which are due to the policy mechanism, which are the responsibilities of the locality and all levels and branches. Requesting the People's Committee of Huong Hoa district to develop and promulgate a detailed plan to accelerate the implementation of Project 2: Planning, arranging, relocating and stabilizing residents in necessary places under the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas. Noting that Huong Hoa district should study a model for building a reasonable resettlement area to meet the needs of the people. Regarding the implementation of support for residential land and production land under Project 1 under the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas, the People's Committee of Huong Hoa district is requested to continue reviewing and have a specific list for households lacking residential land and production land. For the land fund handed over to local management, the People's Council and People's Committee of Huong Hoa district are required to have a plan to receive and develop a specific and reasonable use plan to meet the socio-economic development requirements of the locality.
