This is the first locality in 11 districts and cities to complete and submit documents to adjust this planning.

In the report, Thong Nhat district presented full legal bases and practical bases for the adjustment; the process of organizing the implementation of district-level land use planning until 2030; results of the implementation of the planning for the 2021-2030 period; and at the same time proposed the content of adjusting the district-level land use planning until 2030.

Regarding the results of implementing the land use planning for the period 2021-2030, the district assessed that the land use planning and plan have been an important basis for the locality to effectively implement land policies and laws; create jobs, increase income, and improve people's lives.

In addition, land use planning and plans also contribute to stabilizing the real estate market, effectively exploiting land resources; land revenue contributes significantly to economic growth and increasing local budget revenue.

However, the implementation process still has some shortcomings such as: forecasting in planning is not accurate; not synchronized with planning of sectors; some projects have been granted investment policies but encountered difficulties in compensation and site clearance, causing the progress to be prolonged; the implementation rate of planning indicators and land use plans is not high...

On that basis, Thong Nhat district proposed to adjust the planning with the following contents: adding 30 new projects and works; adjusting the scale and location of 17 projects; and removing 61 projects from the approved planning.

Regarding land use targets, the district proposed to reduce more than 2,000 hectares of agricultural land compared to the approved planning, and at the same time convert the entire area to non-agricultural land.

Chairman of Thong Nhat District People's Committee Mai Van Hien proposed that, in order to meet development requirements as well as create favorable conditions for state management of land, Thong Nhat District proposed that the Provincial People's Committee soon approve the adjustment of land use planning until 2030. This will be an important basis for adjusting sectoral planning and commune-level land use planning (after the merger), promptly meeting the needs of local land management and use.

The district also recommended that the Provincial People's Committee pay attention to and prioritize investment and quickly implement key projects in the area to create leverage to promote infrastructure development and strengthen connectivity between localities and regions.

At the meeting, Chairman of the Provincial People's Committee Vo Tan Duc highly appreciated the proactive and responsible spirit of Thong Nhat district. At the same time, he agreed with the content of the district's planning adjustment dossier as well as requested the locality to edit and supplement according to the appraisal opinions of the Department of Agriculture and Environment and members of the Appraisal Council. Thong Nhat district is responsible for receiving and explaining comments, completing the dossier and sending it to the Department of Agriculture and Environment before June 28.

Provincial leaders requested the district to clarify some contents and solutions for implementing the planning, ensuring the accuracy and completeness of the documents.

Once the dossier is completed, the Department of Agriculture and Environment will conduct an appraisal and submit it to the Provincial People's Committee for approval. Based on the approved adjusted planning, the locality will adjust sectoral planning, land use planning, and communal-level general construction planning to ensure consistency and unity.
