(MPI) – Authorized by the Prime Minister , Deputy Prime Minister Tran Hong Ha signed Decision No. 1325/QD-TTg dated November 4, 2024 promulgating the Plan to implement the Southeast Regional Planning for the 2021-2030 period, with a vision to 2050.
The key tasks of the Plan include: Promoting the restructuring of the regional economy towards modernization, focusing on science and technology, innovation, digital economy, sharing economy, green economy, and circular economy; taking the lead in developing high-tech industries, high-end and high-quality service industries; Developing synchronous and modern infrastructure; Building and developing urban systems; Developing social sectors; Managing resources and responding to climate change; Developing foreign economic relations and regional and intra-regional cooperation; Developing fire prevention, fighting, and rescue infrastructure; National defense and security; Evaluating the implementation of planning objectives.
In particular, the Southeast region will strongly develop a number of industries: mechanical engineering, petrochemicals, downstream products of the petrochemical industry, processing of oil and chemical products. Prioritize the development of a number of key industries, new technologies, high technologies such as: electronics - telecommunications; robot manufacturing industry, integrated automatic operation equipment, remote control, software manufacturing industry, digital products, information security industry, chemical industry, pharmaceuticals, biological products, drug production, vaccines, new materials industry, environmental industry and supporting industries; strengthen the connection of industrial parks and export processing zones to form industrial clusters, focusing on developing industrial clusters.
At the same time, develop modern industrial - service - urban zones and high-tech industrial zones. Build a number of new concentrated information technology zones in Ho Chi Minh City and form an information technology industrial dynamic zone, attract investment in the production of electrical and electronic products, Internet of Things (IoT) products, and artificial intelligence in Dong Nai, Binh Duong and Ba Ria - Vung Tau provinces.
Developing green industry, clean energy, renewable energy associated with environmental protection; rapidly shifting industrial and production sectors that use a lot of resources and have low added value to using high technology, are environmentally friendly, and have high added value.
Developing high quality and value-added services in the fields of finance, banking, insurance; information technology - telecommunications; science and technology; education - training; healthcare; tourism; logistics.
Strongly develop and synchronize the national and international logistics system associated with seaports, airports, international border gates, key economic corridors and inter-regional trade routes in Ho Chi Minh City, Binh Duong, Long Thanh, Nhon Trach (Dong Nai province), Phu My town (Ba Ria - Vung Tau province), Tay Ninh. Focus on building an aviation logistics center associated with Long Thanh international airport, investing in developing the port logistics system in Ba Ria - Vung Tau and Ho Chi Minh City.
Promote agricultural restructuring towards developing a highly efficient, ecological and sustainable agricultural economy based on the application of safe production processes. Develop and expand existing high-tech agricultural zones. Build a number of new high-tech agricultural zones in Ho Chi Minh City and provinces in the Southeast region to create a driving force for developing high-tech applications in agriculture, attracting large domestic and foreign investors to invest in the production of high-tech products for agriculture; use resources sustainably, protect the environment; produce in a chain from farming to processing and consuming products; build codes for farming areas associated with traceability; associated with industrial development, tourism, and biodiversity conservation.
Strongly develop marine economy, seaport logistics services, maritime safety assurance services, oil and gas exploitation and processing industry, supporting industries and oil and gas industry services and marine tourism. Develop Ba Ria - Vung Tau province into a national marine economic center, including tourist seaports and high-quality eco-tourism, resorts, culture, and entertainment.
Prioritize the development of the socio-economic infrastructure system, focusing on connecting traffic projects, social infrastructure projects, infrastructure of high-tech parks and industrial parks. Focus on completing the transportation network according to the plan, focusing on developing the expressway network and Ho Chi Minh City beltway; invest in and upgrade airports, especially the regional hub airports.
Focus on investing in inland waterway infrastructure, focusing on connecting key centers with the region's main waterway transport corridors; improving the capacity of the seaport system; paying attention to developing high-speed North-South railway traffic and urban railway routes in Ho Chi Minh City. Synchronously connecting the transport system with economic zones, industrial parks, airports, seaports; synchronously connecting the transport system with tourist areas, especially locations with the potential to develop into national tourist areas.
Improve urban quality, ensure modernity, intelligence and connectivity with major cities in the region and the world; synchronously implement policies to decompress and reduce the load on major cities, promote the development of satellite cities; effectively implement the model of cities under cities; develop economic zones associated with key cities and industrial parks and industrial clusters in dynamic urban areas. Study the conversion of functions of industrial parks and export processing zones when the land use term expires and is not consistent with the planning. Focus on building housing to ensure living conditions for low-income workers and workers in industrial parks and export processing zones.
Develop and synchronously implement mechanisms and policies to develop Ho Chi Minh City into a modern, smart city, leading and creating spillover effects, linking urban areas, being competitive, integrating regionally and internationally, and playing an important role in the urban network of Southeast Asia and Asia.
The Southeast region forms 3 urban sub-regions: (1) The central sub-region includes the following urban areas: Ho Chi Minh City; Bien Hoa, Nhon Trach (Dong Nai); Binh Duong urban area based on the cluster of urban areas including Thu Dau Mot, Thuan An, Di An, Tan Uyen, Ben Cat and Bau Bang urban area. (2) The coastal sub-region includes the following urban areas: Vung Tau, Ba Ria, Phu My (Ba Ria - Vung Tau); Can Gio (Ho Chi Minh City); (3) The northern sub-region includes the following urban areas: Dong Xoai, Chon Thanh (Binh Phuoc); Trang Bang (Tay Ninh)./.
