Increasing investment attraction in industrial clusters

Luong Phu - Tan Duc Industrial Cluster and Tan Duc Industrial Cluster (Phu Binh) are planned close to Ring Road V, convenient for traffic, increasing attraction to secondary investors.

PV: Through the review, the authorities have grasped the difficulties that investors of industrial clusters (ICs) in the province are currently facing. What are they, sir?

Mr. Nguyen Ba Chinh: Currently, there are 4 industrial park investors in the province who have submitted documents requesting approval of investment policies, the Department of Finance has had an appraisal report, including: Cat Ne - Ky Phu, Quan Chu, Quang Son 1, Hanh Phuc - Xuan Phuong. The industrial parks being appraised by the Department of Finance include: Luong Son, Cay Bong and Phu Lac 2.

Some investors of industrial parks have committed to preparing documents requesting approval of investment policies. The Department of Industry and Trade, in coordination with the Department of Finance, has issued documents urging and reminding investors to promptly complete documents and submit them to the focal agency for handling administrative procedures according to regulations.

The biggest difficulty now is that some industrial park investment projects are behind schedule and have to request an extension to adjust the schedule, mainly due to many obstacles in compensation, site clearance, and resettlement, such as: Luong Son, Diem Thuy, Son Cam 3, Son Cam 1 industrial parks...

In addition, technical infrastructure outside the fence such as traffic and drainage in some industrial parks has not been implemented, affecting the progress of project implementation and investment attraction in industrial parks such as Tan Phu 1, Tan Phu 2, Luong Son, Yen Lac, Quan Chu, Cat Ne - Ky Phu...; at Tan Duong industrial park (Dinh Hoa), the clean water supply in the commune is not sufficient, the investor requested permission to connect the water source for the project of about 100 m3/day and night... Some industrial parks have not yet constructed environmental protection infrastructure due to problems in site clearance and related procedures.

Reporter: To resolve the above difficulties for industrial park investors, in the coming time, how will the Department of Industry and Trade strengthen coordination with departments, branches and localities, sir?

Mr. Nguyen Ba Chinh: The Department of Industry and Trade is coordinating with the Department of Finance and related departments and branches to speed up the appraisal of investment policies for industrial parks that have submitted documents requesting approval of investment policies. At the same time, we have also requested the Department of Construction and the Provincial Management Board of Investment and Construction Projects for Traffic and Agricultural Works to promptly consider and approve the design of the slope connecting the Luong Phu - Tan Duc Industrial Park intersection with the Ring Road V at Km 2+145 and Km 3 +243 (on the left side of the route) and the slope connecting the Tan Duc Industrial Park intersection with the Ring Road V at Km 1+200 (on the left side of the route).

Regarding difficulties and obstacles in site clearance, the Department of Industry and Trade is also coordinating with localities to focus on removing difficulties and obstacles, supporting the acceleration of the implementation of investment projects that have started construction and are likely to contribute to growth in 2025, including the following industrial parks: Tan Phu 1, Tan Phu 2, Quang Son 1, Son Cam 1, Luong Phu - Tan Duc and Tan Duc industrial park.

PV: Along with removing difficulties for industrial parks, to attract production and business projects to industrial parks, what solutions has the Department of Industry and Trade proposed, sir?

Mr. Nguyen Ba Chinh: To attract production and business projects to the industrial park, the Department of Industry and Trade will coordinate with investors to speed up the completion of secondary projects in the industrial park by 2025, including: Thagaco Smart Green Dinh Hoa Garment Factory - Tan Duong Industrial Park; TNG Viet Duc Garment Factory - Son Cam 1 Industrial Park; Factory producing and trading all kinds of paper and packaging - Hanh Phuc - Xuan Phuong Industrial Park...

At the same time, we are focusing on speeding up the appraisal process, reviewing and approving policies, and registering investment for secondary projects that have submitted investment registration dossiers to the industrial parks. In 2025, the Department of Industry and Trade will strengthen the organization of investment promotion activities, investment incentives, and attract secondary investors to invest in the industrial parks: Tan Phu 1, Tan Phu 2, Hanh Phuc - Xuan Phuong, Son Cam 1, Bao Ly - Xuan Phuong. Priority will be given to inviting investors with potential and experience in developing industrial infrastructure, foreign-invested projects, environmentally friendly, and using local labor.

The Department of Industry and Trade continues to promote administrative reform, create an investment environment through preferential tax policies, support quick administrative procedures and reduce input costs for businesses, creating attraction for domestic and foreign investors.

The Department of Industry and Trade continues to coordinate with localities to speed up the progress and procedures for land allocation so that investors can implement the construction of industrial park infrastructure according to the assigned schedule; strengthen propaganda and advocacy for related policies on site clearance for industrial park infrastructure construction projects; handle violations of construction order at some industrial parks, affecting the project progress.

At the same time, promote direct dialogue activities between the Department of Industry and Trade and enterprises; the government and investors to quickly resolve difficulties and obstacles, support enterprises to invest in developing production and business, increase the attractiveness of secondary investors to Thai Nguyen...
