Positive results in the first 4 months of the year

According to a report from the People's Committee of Nghe An province and the Provincial Tax Department, the total state budget revenue in the province in the first 4 months of 2025 is estimated at VND 8,980 billion, reaching 50.7% of the 2025 estimate and increasing by 5.6% over the same period last year...

On average, the budget collects nearly 75 billion VND per day, showing great efforts of the entire political system and functional sectors in the context of many fluctuations in the domestic and world economy.

In the above results, domestic revenue continues to account for a large proportion with about VND 8,389 billion, reaching 52.4% of the annual estimate and increasing by 5% over the same period in 2024.

Notably, revenue from land use fees reached VND2,960 billion, completing 65.8% of the plan, although slightly down compared to the same period. Excluding two fluctuating revenue items, land use fees and lottery, domestic revenue actually reached VND5,411 billion, equal to 47.1% of the estimate and a sharp increase of 19.2% compared to the same period in 2024 - a growth rate showing positive signals from production and business activities.

In the customs sector, revenue from import and export activities by Nghe An Customs Department reached 522.6 billion VND, completing 32.1% of the estimate and increasing 5.3% over the same period last year.

Although revenue from this sector has not really broken through, positive growth also shows the potential of the open economic sector and the increasingly important role of industrial parks and economic zones in the area.

In 2025, Nghe An set a target of state budget revenue of VND 26,000 billion, of which domestic revenue excluding land use fees and lottery is VND 13,955 billion; land use fees are about VND 10,270 billion; revenue from import and export activities is VND 1,650 billion.

This figure is much higher than the assigned estimate of 17,726 billion VND (according to Resolution No. 126/NQ-HDND dated December 6, 2024 of the People's Council of Nghe An province, the estimated state budget revenue in the area in 2025 is assigned to 17,726 billion VND); therefore, the budget revenue target of 26,000 billion VND demonstrates the province's determination and strong aspiration to rise.

Achieving that goal in the current context is not without difficulties. Although the revenue collection rate in the first 4 months of the year reached over 50% of the estimate, it was largely due to one-time revenues such as land use fees. Sustainable revenue sources from production and business are still being affected by input prices, credit interest rates and the consumer market. In addition, land use rights auction activities in many localities are slowing down.

Although land use fees account for a large proportion, they are unstable and easily affected by market fluctuations. In the first 4 months of the year, this revenue decreased by nearly 14% compared to the same period in 2024. Progress in revenue from the import and export sector has only reached more than 32% of the estimate. Some key items such as electronic components, textile materials, exported minerals, etc. have not met expectations. At the same time, trade tensions and fluctuations in world commodity prices remain complicated.

Meanwhile, budget expenditures increased, with an estimated budget expenditure of 16 billion VND in the first 4 months of 2025, reaching 38.6% of the estimate. Large expenditures such as public investment, regular expenditures, social security expenditures, etc. put a lot of pressure on the local budget to balance.

A representative of the Nghe An Outstanding Business Association said that production and business have not yet fully recovered. In addition, businesses are worried that land rental prices may increase in the near future, increasing costs for businesses.

Production and business activities in Nghe An are in the process of recovery, but are not yet stable. Some businesses are still facing difficulties in labor and orders, affecting revenue from corporate income tax and value added tax...

In that context, businesses have implemented sharing economic activities such as Nghe Tinh Port Joint Stock Company signed cooperation agreements with many partners and VIMC Logistics Joint Stock Company to take advantage of each other's strengths, providing logistics services to increase customers. Railway transport shared with aviation when Vinh airport temporarily stopped operating. The Southeast Economic Zone Management Board coordinated to organize job fairs to help solve difficulties for businesses.

Solution ?

The leader of Nghe An Finance Department said: In the face of these difficulties and challenges, the Provincial People's Committee has directed functional sectors to strengthen the synchronous implementation of many solutions to maintain the growth momentum of budget revenue, focusing on key contents: Strengthening revenue management, preventing budget loss: reviewing and inspecting the activities of enterprises and business households; stepping up the fight against transfer pricing, tax evasion and tax arrears; promoting production and business, creating favorable conditions for land, legal procedures, credit and labor for enterprises to develop stably, contributing long-term to the budget.

In addition, speed up the disbursement of public investment capital, focusing on key projects with great spillover effects to stimulate aggregate demand, create jobs and increase budget revenue from production.

The working groups regularly stay close to the locality and grassroots level, advising the Provincial People's Committee on timely solutions to overcome difficulties. The Provincial People's Committee also directed the relevant agencies to promote administrative reform and strongly apply information technology in tax, customs and treasury management to make the budget collection and expenditure process transparent, creating favorable conditions for people and businesses; develop clean land funds, prepare legal documents, plan and organize land auctions, in order to increase revenue from land use fees in a stable and transparent manner.

Nghe An is still determined to achieve a growth target of 10.5% in 2025. In addition, it is directing to remove difficulties, strengthen administrative reforms, and improve provincial competitiveness. The support of businesses, the dynamism of the government, and timely support policies will be key factors for Nghe An to continue to maintain its growth momentum and achieve its budget revenue target./.
