The ASEAN Leaders and Partners Forum (ALPF) is an annual event of strategic importance, co-organized by the Asia-Pacific Institute for Strategic Studies - a leading international policy and research think tank in Malaysia, and partners such as the ASEAN Economic Club.

Speaking at the Forum, Chairman of the Asia- Pacific Strategic Studies Institute (KSI), Mr. Michael Yeoh and other speakers assessed that Vietnam is the fastest growing economy and a bright star of ASEAN.
Delegates said that ASEAN is the world's leading dynamic economic region, with deep integration among member countries and expanding relations with important partners, including the United States, China, Japan, Russia, India, and countries in the Gulf Cooperation Council (GCC)...
After 30 years of active and proactive participation in ASEAN, Vietnam has accompanied member countries in building a self-reliant and self-reliant ASEAN Community. Vietnam not only contributes to the common development of ASEAN but also effectively takes advantage of opportunities from this cooperative space to promote sustainable economic development in the country.
With its central role in the regional economic network and multilateral free trade agreements, Vietnam offers investors the advantage of accessing diverse markets and supply chains across ASEAN.
Therefore, investing in Vietnam is not only investing in a dynamic, stable and rapidly growing economy, but also a strategic step to connect with a region of more than 700 million people - one of the leading growth engines of the regional and world economy.
Speaking at the Forum, Prime Minister Pham Minh Chinh highly appreciated the large number of delegates who showed their aspiration to rise up and make breakthroughs in development. The Forum is an opportunity for delegates to share, understand each other better, sympathize with each other and cooperate to achieve the set goals.
The Prime Minister pointed out that the current world situation is changing very quickly, complicatedly, and unpredictably. Many countries are changing their policies, and many issues are of a national, comprehensive, and global nature that no country can solve alone.
In that context, the Prime Minister emphasized that there is no other way but to unite more, unite among countries and businesses, promote multilateralism to join hands, join efforts, and participate in solving world problems, including the problems of one's own country and businesses, contributing to promoting progress, social justice, and equal development among nations, with the spirit of leaving no one behind.
The Prime Minister emphasized that the important and pioneering mission of enterprises contributes to the common goal of building a self-reliant ASEAN with rapid and sustainable development, bringing a prosperous and happy life to ASEAN people, leaving no one behind.
Regarding what needs to be done, the Prime Minister said that businesses must strengthen their connections with each other, thereby connecting ASEAN economies and ASEAN with the world; contributing to building institutions and policies towards harmonization between ASEAN countries and with countries around the world; connecting supply chains and production chains that have been broken and affected in the past; connecting and diversifying markets, products and supply chains to cope with the situation, avoiding dependence on a single market or a single locality; connecting and promoting public-private cooperation; connecting and developing green, clean and digital agriculture as the pillar of the economy.
In order for businesses to do the above, the Prime Minister stated that states and governments must promote their role in creating, designing and implementing policies to ensure stability, create an environment of peace, cooperation and development; thereby creating conditions for rapid and sustainable development, especially promoting the development of the digital economy, green economy, circular economy, science and technology, and innovation.
The Prime Minister emphasized that in the face of difficulties and challenges, we must remain calm, persistent, steadfast, courageous, respond appropriately, promptly, flexibly, creatively, and effectively with policies, gradually expanding while doing things, not being perfectionist or hasty, with the spirit of harmonious benefits, sharing risks, considering difficulties and challenges as an opportunity to restructure businesses, restructure the economies of countries and the ASEAN economy, restructure markets, products, and supply chains.
Regarding promoting public-private partnership, the Prime Minister emphasized the viewpoint that resources come from thinking and vision, motivation comes from innovation and creativity, and strength comes from people and businesses.
Regarding agricultural connectivity, the head of the Government said that Vietnam advocates developing ecological agriculture, modern countryside, and civilized farmers; farmers are the center, agriculture is the driving force, and farmers are the foundation.
The Prime Minister also spent a lot of time sharing about the important and outstanding achievements that Vietnam has achieved after 40 years of renovation and in the recent past; at the same time, sharing about Vietnam's major orientations in the coming time to develop rapidly, sustainably, and sustainably, with GDP growth from 8% in 2025 and reaching double digits in the coming years.
Accordingly, Vietnam is resolutely implementing three strategic breakthroughs in institutions, infrastructure, and human resources with the motto "open institutions, smooth infrastructure, smart governance"; implementing the "four pillars" of science and technology development, innovation, digital transformation, law making and enforcement, private economic development, and international integration; implementing a revolution in organizational apparatus, arranging administrative boundaries to create new development space, streamlining staff, reducing intermediary levels, minimizing administrative procedures, and shifting from passive processing to proactive service for people and businesses.
The Prime Minister affirmed that Vietnam is committed to ensuring property rights, freedom of business, equal access to resources for businesses and investors, ensuring the legitimate and legal rights and interests of investors; not criminalizing civil-economic relations, and prioritizing economic measures in handling cases.
With the viewpoint of "what is said must be done, what is committed must be done, what is done, what is done must have specific products, measurable results", the Prime Minister emphasized the spirit of "3 together" including: Listening and understanding between enterprises, the State and the people; sharing vision and action to cooperate, support each other to develop quickly and sustainably; working together, winning together, enjoying together, developing together; sharing joy, happiness and pride.
At the Forum, the Asia-Pacific Strategic Studies Institute (KSI) honored the Prime Minister as an outstanding ASEAN leader in 2025. The Prime Minister expressed his gratitude and said that this is an award for the people and country of Vietnam, which he represents to receive.
On this occasion, on behalf of the Party and State of Vietnam, General Secretary To Lam, President Luong Cuong, National Assembly Chairman Tran Thanh Man, and the Prime Minister expressed their sincere thanks for the solidarity, unity, cooperation, assistance, and support of ASEAN countries, leaders of countries, and the ASEAN business community for Vietnam, contributing to the achievements that Vietnam has attained in recent times.
