Green space in the heart of the city
In Vinh City, there are currently over 10 large and small regulating lakes, of which 6 are large lakes: Hung Hoa regulating lake, Goong lake, central park lake, Cua Nam lake, Vinh Tan lake and regulating lake bordering 3 wards of Quang Trung, Dong Vinh, Cua Nam. Some remaining lakes have smaller areas, scattered in wards and communes. The lakes create a widespread water surface system connected to residential areas, parks, and central streets.
The regulating lake is considered by the people as the "green lung" of the city, serving both community activities and opening up great opportunities for economic and tourism development.

Hung Hoa Reservoir is currently the largest reservoir in Vinh city with a total area of 53 hectares, a water surface area of 40 hectares, located at the end of Bac canal, in the low-lying area bordering Hung Loc ward, Hung Hoa commune and Hung Dung ward. This reservoir plays an important role in reducing urban flooding, improving ecology and environment, and enhancing the ability to adapt to climate change. Around the lake, rows of green trees stretch out, creating a fresh and cool space.
During the day, the lake is crowded with people walking, exercising, fishing, etc. At night, the air is cool, there is less traffic, the lighting system has been upgraded, this place becomes a meeting place for many people; food and beverage services are bustling.

Goong Lake, located in Truong Thi Ward, is also one of the most well-known lakes. Located in the middle of a densely populated residential area, the lake is large, surrounded by a walking path with rows of straight green trees, and is a familiar destination for city residents on summer afternoons. This area is often crowded, especially on hot days, with activities such as exercising, eating, drinking, and pedaling for fun...

Not far away is Vinh City Central Park Lake - considered the "heart" of the city. The open space, combining water, grass and architectural works of art creates an iconic complex. There are also many cultural, sports and fair activities held seasonally with attractive cultural, culinary and outdoor art performances.
In addition to the above-mentioned lakes, there are other famous regulating lakes in Vinh City such as Cua Nam Lake, Vinh Tan Lake, regulating lakes bordering Quang Trung, Cua Nam and Dong Vinh wards... However, most of them are "sleeping" in the role of purely air-conditioning, not being exploited properly to serve the economic and tourism development of the locality.
Mr. Nguyen Van Linh - Vice Chairman of Cua Nam Ward People's Committee said: "Cua Nam Lake is beautiful, has an open space, has a convenient location at the southwestern gateway of the city, adjacent to National Highway 46, has long had spontaneous services such as fishing, refreshments... Although it has great potential, there is currently no specific planning, the ward also wants to exploit it systematically, avoiding the current spontaneous situation that causes chaos and is difficult to manage".

Commenting on the potential for economic development, Mr. Mai Ngoc Luong - Vice Chairman of Truong Thi Ward People's Committee emphasized: "The situation of spontaneous business around Goong Lake, especially in the summer, is common. Although the ward has taken action many times, in reality, the need for entertainment, recreation, and gathering of people and tourists is there. Therefore, if there is a suitable mechanism, this can create a significant source of revenue for the city, however, at the same time, security, order and environmental sanitation must be ensured".
Ms. Tran Thi Thu in Hung Dung ward shared: Hung Hoa lake is very large, every afternoon it is very crowded with people playing, exercising, children have a place to play, ride bicycles. I think, we should create conditions for selective exploitation of services, with management by functional agencies to both meet the needs of the people and not affect the landscape and environment".

It is known that in addition to the existing regulating lakes, Vinh city is implementing a project to build a new regulating lake in Nghi Duc ward, located next to Vinh - Cua Lo Boulevard to strengthen urban infrastructure and improve the living environment for people. The project has an area of 20.7 hectares, with a total investment of about 169 billion VND from the Vinh city budget.
When put into use, this regulating lake will increase the ability to drain rainwater, limit flooding in the areas of wards: Ha Huy Tap, Nghi Phu, Nghi Duc, regulate the air, in accordance with the general planning of Vinh City in the period of 2030 - 2050.
Build a master plan
Despite possessing many advantages in terms of location, landscape and service development potential, according to the reporter's records, most of the regulating lakes in Vinh City still have many shortcomings in management.

Spontaneous business activities are common at many lakes, especially in the summer. Many households arbitrarily set up stalls, set up tables and chairs, and encroach on the sidewalks and walkways around the lake to serve food and drink.
Given the available potential and advantages, Vinh City has repeatedly mentioned the policy of managing economic development around the regulating lakes, especially in the direction of building a night service space, a field with great potential but not yet exploited to its full potential.

Speaking to reporters, Mr. Le Sy Chien - Vice Chairman of Vinh City People's Committee said: "The city has been very concerned about economic development from regulating lakes in recent years and is still pursuing this development model. In the context of limited budget, the reasonable exploitation of available resources will bring revenue. At the same time, it will help Vinh City have more modern cultural and tourism spaces, improving the quality of life of the people."
Regarding the process, according to Mr. Le Sy Chien, the city has assigned Vinh Urban Infrastructure Management and Development Joint Stock Company and the Department of Finance and Planning to coordinate in surveying, developing a master plan, zoning and assessing the potential of each lake. On that basis, suitable locations for service activities will be selected.

“Currently, the Vinh City People's Committee is still developing and completing the project, and is seeking opinions from provincial departments and branches to submit to the Nghe An Provincial People's Committee for approval in the near future. The goal is to build effective and harmonious "lakeside economic" models, both improving the quality of life of the people and promoting economic, cultural and tourism development in the area...
