
In 2008-2009, in the old Binh Gia district, the management of land use rights certificates was still loose, leading to hundreds of people's "red books" being mobilized and used in a non-transparent manner by some enterprises, causing negative public opinion. This is also the only locality in the province where this situation occurred. Learning from the incident, in recent years, the Department of Agriculture and Environment (DARD) has directed specialized agencies to strengthen strict management of the use of "red book" blanks in the area.
Mr. Ta Quoc Vinh, Deputy Director of the Land Registration Office (LRO) under the Department of Agriculture and Environment, said: Every year, based on the registration needs of relevant units, the Provincial LRO advises the Department of Agriculture and Environment to make a plan for using "red book" blanks and send it to the Ministry of Agriculture and Environment. After receiving the blanks issued by the ministry, the unit proceeds to manage, issue, and transfer the blanks to agencies and units for printing according to regulations. At the same time, the unit also regularly manages and monitors the issuance and use of blanks at the branches of the LRO and the People's Committees at the commune level; strengthens the inspection and management of the use to ensure consistency between the number received and the number being monitored and managed...
For blanks that are damaged during printing or storage, the Provincial Registration Office will collect them and report to the Department of Agriculture and Environment for destruction according to regulations. At the branches of the Registration Offices in the regions, the use of blanks and the delivery of "red book" blanks to specialized staff of the branch must be recorded in the logbook and signed.
Ms. Nong Thi Nuong, Director of the Dinh Lap Area Registration Office Branch, said: In recent years, the branch has always paid attention to the management of "red book" blanks, preventing the situation of losing or misplacing blanks. To manage them closely, the unit has assigned specialists in charge of management and monitoring the blank issuance book. The issuance of blanks to the branch's officials is clearly recorded and signed. At the same time, every 6 months, the branch reports on the results of using the issued blanks. From the beginning of 2025 to now, the unit has been issued 1,170 "red book" blanks. Currently, the unit has used 918 blanks, of which 32 blanks were damaged and the branch reported the specific reason and number of each damaged blank for the competent authority to manage and monitor.
From July 1, 2025, along with the whole country, Lang Son province officially operates a 2-level local government model. Accordingly, based on the provisions of Circular No. 10 dated July 31, 2024 of the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Rural Development) regulating cadastral records and land use right certificates; Circular No. 23 dated June 20, 2025 of the Ministry of Agriculture and Rural Development regulating decentralization and assignment of state management authority in the field of land, the Department of Agriculture and Rural Development has sent a document to the People's Committees of communes and wards to review the need to use "red book" blanks; at the same time, request the People's Committees at the commune level to assign officers in charge of managing and keeping a logbook for the issuance and use of blanks at the commune level.
Mr. Nong Thanh Tu, an officer of the Economic Department of Loc Binh Commune, said: Since July 1, I have been assigned by the department leader to receive and manage the "red book" blanks. Up to now, the Commune People's Committee has received 50 blanks and used 13 blanks. To avoid losing or misplacing the blanks, I have kept a close monitoring book. The issuance of blanks to professional staff for printing the Land Use Right Certificates is also recorded in the monitoring book, clearly stating the date, time and signature of each staff member receiving the blanks.
According to statistics from the Provincial Land Registration Office, on average, the province receives about 20,000 "red book" blanks each year from the Ministry of Agriculture and Environment. Since the beginning of 2025, the province has received 16,000 blanks. In the first 9 months of 2025, the Provincial Land Registration Office has issued 24,860 blanks to units (including 8,860 remaining GCN blanks from 2024). The management of blanks at units is strictly and effectively ensured, preventing loss or misplacement.
The lack of management, loss, and misplacement of "red book" blanks leads to the risk of exploiting the lost blanks to fake "red books". Therefore, in the coming time, the provincial authorities will continue to strengthen measures to manage and monitor the issuance and use of "red book" blanks, thereby contributing to improving the effectiveness of state management of land in the area.
