From resolutions to concrete actions

Immediately after the Politburo issued Resolution 57-NQ/TW and the Government issued Resolution 71/NQ-CP amending and supplementing the Action Program to implement Resolution 57, the Hue City Party Committee and People's Committee promptly issued relevant documents to spread the spirit of innovation; at the same time, raise awareness throughout the political system, build digital government, develop digital human resources and form a sustainable innovation environment.

One of the highlights is the "Digital Education for the People" movement launched with a creative approach, helping people easily access technology, understand and use online public services. More than 60,000 officials, civil servants, public employees, workers and students at universities and colleges in the area have actively participated in learning about online public services on the Hue-S platform. Along with that, thousands of union members and youth have been mobilized to support people and businesses in performing online procedures, contributing to spreading the digital transformation task and especially contributing to the initial stage of operating the 2-level local government.

Ms. Tran Thi Thuy Yen, Deputy Director of the Department of Science and Technology, said that Resolution 57 has helped to form a new mindset among cadres, businesses and the community about applying technology, proactively creating, creating and adapting in the digital age. Thanks to synchronous implementation, the spirit of the resolution has become the driving force for the innovation movement in the area.

It can be seen that since Resolution 57 was issued, new mechanisms have been created, removing many barriers, and affirming the central role of science and technology as one of the pillars of development. Specific mechanisms and policies to encourage businesses to invest in high technology and digital transformation have been formed. Digital infrastructure, data centers, and smart urban platforms in Hue have also received focused investment, helping Hue become a model of modern governance.

A notable highlight of Resolution 57 is the mechanism for protecting research products for the authors themselves, and the sharing of a percentage of profits between businesses and scientists when the products are commercialized. This is a major improvement, encouraging scientists not only to complete reports, but also to focus on researching products with high practical application potential. This policy creates motivation for researchers to be more closely connected with businesses, markets and social needs.

Creating an innovative environment

Along with raising awareness, Hue focuses on perfecting the institutions and infrastructure of science and technology to create a foundation for long-term development. The system of documents, projects and plans is continuously issued, ensuring consistency and high feasibility. Among them, it is possible to mention the quite complete infrastructure and institutions of science and technology including universities, colleges, vocational high schools; gradually forming 3 concentrated information technology zones in An Van Duong Urban Area (belonging to Quang Trung Software Park Chain).

The city is also promoting investment calls for high-tech parks and actively coordinating with Hue University to implement the Project to develop the Institute of Biotechnology - Hue University, or strategies for developing national data, science and technology market, digital economy and digital society by 2030. Along with that, Hue owns a network of 27 science and technology organizations, research institutes, specialized education and medical centers such as Hue University, Hue Central Hospital... forming a science and technology ecosystem closely linked between research, training and practical application.

To date, the city has digitized 100% of internal business processes, 72.82% of administrative procedure settlement results in all fields and reused more than 25% of digitized data to shorten time and costs for people and businesses. Hue is also one of the first localities to implement administrative procedure settlement regardless of administrative boundaries, helping people to complete documents in any ward or commune within the city. Notably, Hue is the first locality to implement 100% of qualified online public services after less than a month of operating a 2-level local government.

Many businesses and investors also admit that Hue has a synchronous digital government and open data that helps technology businesses have the opportunity to test and deploy new products more easily. The institutional environment in Hue is currently becoming a real launching pad for innovation. The clearest evidence is that recently, at the National Innovation Festival 2025, Hue city was honored to rank 5th nationwide in the Local Innovation Index (PII) in 2025.

“With outstanding results, rising from 13th place to Top 5 in 2025, Hue city affirms a realistic and comprehensive picture of the current status of the local socio-economic development model based on science, technology and innovation,” emphasized Ms. Tran Thi Thuy Yen.

From the major orientation of Resolution 57, Hue has made a clear shift in governance, management and more importantly, in the culture of innovation. When every agency, enterprise and individual is aware of the role of science and technology and digital transformation, the institution itself will become a soft competitive resource of the locality, contributing to making Hue the center of science, technology and innovation of the Central region by 2030.
