People are the deciding factor
Heritage cities are not just ancient buildings, but a living ecosystem, where “Culture - People - Urban Space” blend together. Therefore, the capacity of officials needs to be viewed at a new level: Not only good at administrative management, but also must understand heritage, know how to do culture, know how to connect the community and have a development mindset based on identity values.
Mr. Nguyen Dinh Bach, Secretary of the Thuan Hoa Ward Party Committee, shared: “To preserve heritage, first of all, officials must understand the heritage. If the leader does not understand the value of each area and each cultural layer, he cannot give proper advice, nor can he convince people to do the same.”
Thuan Hoa is currently focusing on building plans and promoting the development of cultural institutions and urban services, such as upgrading the space of 23-25 Le Loi; innovating the activities of the walking streets Pham Ngu Lao - Chu Van An - Vo Thi Sau and Hai Ba Trung; building a Hue culinary street along the Nhu Y River; exploiting services on the An Cuu River, Nhu Y River, Hue station area; forming specialized streets... Each project requires the role of officials in mobilizing people, clearing land, managing community activities and orienting new cultural spaces. "Only officials who are close to the people and understand the people can create consensus," Mr. Nguyen Dinh Bach emphasized.
Meanwhile, located in the center of the heritage urban area, Phu Xuan ward faces challenges of high population density and great infrastructure pressure, so the requirement is to manage the urban area in a civilized and modern direction, but still maintain its identity.
Mr. Vo Le Nhat, Secretary of Phu Xuan Ward Party Committee, said: “The orientation of Phu Xuan is to develop quickly but must maintain its soul. Therefore, ward officials must have high qualifications, adaptability and a spirit of innovation; it is impossible to manage heritage urban areas with old administrative thinking.”
From the goal of building a ward with “No drugs - no theft - no uneducated children” to projects to upgrade Dong Ba market, renovate Gia Hoi ancient town, exploit the landscape of Ngu Ha - Dong Ba or develop the night economy ... all require a team of cadres with the capacity to manage new urban areas.
“The core thing the ward is focusing on is investing in the staff, the people who directly turn resolutions into actions. In the past time, thanks to a firm grasp of regulations and soft propaganda methods, ward staff have visited each household, explaining in detail the landscape requirements, the impact on heritage spaces, and the long-term benefits of preserving traditional architecture. Thanks to that, many projects and works have ensured the proposed time”, Mr. Vo Le Nhat assessed.
Strong decentralization to the grassroots
When operating under a two-level local government model, the construction of heritage urban areas cannot be done from the top down, but the commune and ward levels must become the core force for conservation and promotion of local values.
According to Mr. Phan Thanh Hai, Director of the Department of Culture and Sports, the city needs to strongly decentralize heritage management to the commune and ward levels; give the right to proactively prepare records, supervise restoration, manage relics, propose restoration, embellishment, and restoration of festivals; establish a specialized team for cultural heritage in each ward. Provide systematic training for grassroots cultural staff according to new requirements: Knowledge of law and heritage management, skills in organizing events, community tourism, digital transformation capacity, conservation thinking associated with knowledge economy and night economy.
Along with that is strengthening community initiatives, making ward officials become "conductors" in connecting people, businesses, and social organizations. "Without community, there is no living heritage. Ward officials must be the ones to activate and lead the community to participate in conservation", Mr. Phan Thanh Hai analyzed.
Hue City is implementing many strategic programs for tourism and service development associated with heritage; comprehensive digital transformation; urban beautification "Green - clean - bright"; building a high-quality education - science and technology system... All plans can only truly promote their value when the staff has enough capacity and courage to organize and implement them.
Hue is entering a new phase of development with the aspiration to become a distinctive heritage city - cultural, ecological, scenic, friendly and smart. That path requires a breakthrough in infrastructure, economy, technology; but above all, a breakthrough in people.
Member of the City Party Committee, Permanent Vice Chairman of the City People's Committee, Mr. Nguyen Thanh Binh emphasized: "Building a team of cadres with capacity, courage and spirit of serving the people is the key to Hue's sustainable development on the foundation of heritage. With the determination of the entire political system and the consensus of the people, Hue has the basis to turn heritage into a driving force for development, turn cultural identity into an endogenous strength, towards the position of a typical heritage urban model of Vietnam in the new era".
