The establishment of the Council shows the strong commitment of the Ministry of Culture, Sports and Tourism and Hue City in protecting the Hue Monuments Complex.

The Council consists of 20 members, with Dr. Architect Hoang Dao Cuong - Deputy Minister of Culture, Sports and Tourism as Chairman of the Council. Associate Professor Dr. Le Thi Thu Hien - Director of the Department of Cultural Heritage holds the position of Vice Chairman of the Council. The reviewers include: Associate Professor Dr. Dang Van Bai - Vice Chairman of the National Cultural Heritage Council; Master Architect Tran Quoc Tuan - Deputy Director of the Institute for Monument Conservation. In addition, there are many other Council members from many ministries and Hue City.

According to the decision, the Council is responsible for appraising the Plan for preservation, restoration and rehabilitation of the Complex of Hue Monuments until 2030, with a vision to 2050, synthesizing and reporting the results to the Ministry of Culture, Sports and Tourism for consideration and decision. The Council is responsible for its assessments and conclusions and self-dissolves after completing its tasks. The decision takes effect from December 4, 2025.

The establishment of the Scientific Council for the appraisal of the Plan for the preservation, restoration and rehabilitation of the Complex of Hue Monuments to 2030, with a vision to 2050, is of particular importance to the work of preserving and promoting the value of Hue Heritage. The establishment of the Council also demonstrates the strong commitment of the Ministry of Culture, Sports and Tourism and Hue City to protecting the Complex of Hue Monuments - not only preserving the unique historical, architectural and royal fine arts values, but also creating a foundation for the economic - cultural - tourism development of the locality in the coming decades. This is considered one of the key tasks to help Hue continue to affirm its position as a "heritage city", a unique cultural center of Vietnam and the region.
