End of district-level government organization: Quang Nam proposes to apply 2 inheritance options when handling international agreements

According to the official dispatch sent to the Ministry of Foreign Affairs , the People's Committee of Quang Nam province supports the drafting and submission to the Government for promulgation of a Decree on handling international agreements on behalf of the People's Committee at the district level when organizing two-level local government.

The early promulgation of the decree will create a legal basis for localities to proactively ensure continuity and smoothness, without interruption in the implementation of international agreements committed to with foreign partners, and protect the rights and interests of relevant parties.

Regarding the succession plan, the People's Committee of Quang Nam province proposed that the Ministry of Foreign Affairs consider applying both succession plans (commune or provincial level) based on specific grounds and conditions and according to each scope, subject and content of the international agreement.

Which succession plan to apply is decided by the locality based on consultation with the Ministry of Foreign Affairs and relevant agencies.

Quang Nam Provincial People's Committee also proposed that the responsibilities of the designated successor commune-level People's Committees need to be more clearly defined, especially regarding the coordination mechanism with relevant agencies.
