On August 27, Comrade Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee inspected the site of the Ban Mong Reservoir Project. Accompanying him were leaders of the Department of Agriculture and Environment.

Efforts to complete project items

The Ban Mong Reservoir Project has a total investment of VND 2,948 billion; to date, the accumulated allocated capital has reached VND 1,817,292 billion, the accumulated disbursed capital has reached VND 2,020.8 billion; the allocated capital in 2025 is VND 764 billion and the disbursed capital in 2025 is VND 100,293 billion.

In this project, Nghe An province was assigned by the Ministry of Agriculture and Environment to carry out two tasks: Building a pumping station system and a pumping station canal to take water from Hieu River; Compensation, resettlement, and site clearance component (GPMB) for the part belonging to Nghe An province.

Up to now, Nghe An has completed the land acquisition for Co Ba reservoir, the main dam reservoir below elevation +71.86m, and the downstream of auxiliary dam 3. At the same time, the land acquisition for the main dam reservoir above elevation +71.86m is being implemented; in which, Tam Hop and Nghia Mai communes have completed the land acquisition; the remaining communes are Chau Binh and Quy Chau with an expected area of ​​441.2 hectares, relocating 78 households, and the plan is expected to be approved before September 30 and November 30, 2025.

Some other items such as land acquisition, adjustment of Chau Binh drainage canal, and restoration of residential roads are expected to be completed before November 30, 2025. Resettlement areas and production areas are being implemented...

At the meeting, representatives of the Project Management Board for Investment and Construction of Agricultural and Rural Development Works reported on a number of problems arising from practice.

Currently, the funding source of the People's Committees of communes to hire consultants to determine the price for the project is very difficult, greatly affecting the progress of land acquisition and compensation. The origin of some plots of land is unclear, the volume of documents to be counted and priced is very large; many plots of land have overlapping Certificates of Land Use Rights, causing difficulties in land acquisition and compensation. Meanwhile, the People's Committees of districts have ceased operations since July 1, 2025. Although the People's Committees of communes have established compensation councils, there is a shortage of skilled personnel.

Solve difficulties and problems, and complete construction on schedule

In addition to the above problems, the construction process was also slowed down due to a number of objective reasons.

Because the reservoir water storage will flood more than 200 hectares of acacia trees planted by local people on the cleared land in Chau Binh commune, the old water level in the reservoir must be maintained for another 30 days (from August 20 to September 20) to create conditions for harvesting acacia trees as proposed by local people and authorities.

During the construction period, heavy rains occurred frequently, causing localized flooding in many areas, affecting and hindering the construction; especially storms No. 3 and No. 5 had direct and severe impacts. Units also had difficulty speeding up the progress because some pumping stations were located on steep terrain, the construction access roads were narrow, and the transportation of machinery and materials was very difficult.

At some points, adverse geological conditions forced the contractor to temporarily suspend construction pending adjustment and approval of appropriate construction measures, significantly affecting the implementation progress.

At the meeting, the Project Management Board also requested the Provincial People's Committee to direct the Department of Finance and related departments and branches to urgently arrange sufficient funds for the People's Committees of communes to hire consulting units to determine land prices; direct the People's Committees of Quy Chau and Chau Binh communes and the Project Management Board of Quy Chau area to urgently carry out assigned tasks according to the schedule required by the Ministry of Agriculture and Environment.

After listening to the recommendations of the localities and related units, comrade Nguyen Van De acknowledged the efforts of the localities in the project area in the context of newly operating under the 2-level government model. At the same time, he requested the Project Management Board to closely coordinate with the communes in the project area to immediately resolve outstanding issues, speed up the construction of the remaining items, and strive to complete the entire project before October 31.

Accordingly, focus on implementing the construction and completion of the new Ke Khoang cemetery (Chau Binh commune) as soon as possible, speed up the completion of the drainage system at flooded areas. Promptly propose to the Provincial People's Committee and the Department of Finance to arrange capital for communes to pay consultants to determine land prices in a timely manner, in accordance with regulations; review and determine the correct compensation subjects to ensure the site clearance work is in accordance with regulations, and promptly build and complete resettlement areas and production areas for people.

Project implementation requires progress, however, the top priority is to implement in accordance with State regulations and ensure technical requirements. Priority must be given to urgent items, ensuring the rights and legitimate demands of people in the project area.
