Opening of the Lao Cai Provincial Party Congress

On September 29, at the Lao Cai Provincial Convention Center, the 1st Congress of Lao Cai Provincial Party Committee, term 2025-2030 was solemnly opened. The Congress was honored to receive a congratulatory flower basket from Comrade To Lam, General Secretary of the Party Central Committee.

In his opening speech, comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee for the 2020-2025 term, stated that with the motto "Solidarity - Democracy - Discipline - Creativity - Development", the Party Committee, government and people of all ethnic groups in Lao Cai province are determined to successfully implement the goal of "Building a clean and strong Party and political system; promoting the strength of great national unity; creating a breakthrough in building Lao Cai province into a growth pole, a center for international economic trade connections, developing in a green, harmonious, unique and happy direction".

Lao Cai has made many innovations, gradually becoming a growth pole, a center connecting economic trade between Vietnam and ASEAN countries with the Southwest region of China, affirming its position as a developed province of the Northern Midlands and Mountains; GRDP per capita reached more than 85 million VND, an increase of 30 million VND compared to 2020.

There has been much progress in culture and society; the fine cultural identity of ethnic minorities has been preserved and effectively promoted; poverty has been reduced rapidly and sustainably; the material and spiritual life of the people has been significantly improved. National defense and security have been maintained, politics has been stable, social order and safety have been ensured; foreign relations and international integration have been effectively implemented.

Party building and rectification work has achieved many important results; the leadership capacity and fighting strength of Party committees, Party organizations and Party members at all levels have been enhanced.

At the Congress, comrade Phan Thang An, Deputy Head of the Central Organizing Committee, announced the Politburo's Decision on personnel work. Information on the Politburo's policy on mobilizing, assigning, and appointing comrade Trinh Xuan Truong, Secretary of Lao Cai Provincial Party Committee, to join the Executive Committee, Standing Committee, and hold the position of Secretary of Thai Nguyen Provincial Party Committee for the 2025-2030 term; the decision will be announced and presented at the Thai Nguyen Provincial Party Committee.

The Lao Cai Provincial Party Executive Committee for the 2025-2030 term consists of 65 comrades; the Provincial Party Standing Committee consists of 17 comrades.

Comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Thai Nguyen Provincial Party Committee for the 2025-2030 term, was appointed to hold the position of Secretary of the Lao Cai Provincial Party Committee for the 2025-2030 term.

The Deputy Secretaries of the Provincial Party Committee include: Ha Giang, Standing Deputy Secretary of the Provincial Party Committee; Tran Huy Tuan, Chairman of the Provincial People's Committee; Nguyen Tuan Anh; Giang Thi Dung, Chairwoman of the Provincial Fatherland Front Committee.

In his speech directing the Congress, comrade Le Hoai Trung assessed and implemented the personnel orientation of the 14th Party Congress, the Politburo's conclusion on implementing the policy of arranging the Provincial Party Secretary and City Party Secretary who are not local people. In order to proactively build a team of cadres to meet the requirements of new tasks, the Politburo decided to let Mr. Trinh Xuan Truong stop participating in the Executive Committee, Standing Committee, stop holding the position of Lao Cai Provincial Party Secretary and participate in the Executive Committee, Standing Committee and hold the position of Thai Nguyen Provincial Party Secretary for the 2025-2030 term.

In the coming time, the province needs to pay attention to building a truly clean and strong Party organization, continuing to improve the leadership capacity and fighting strength of the Party organization with new thinking and new vision; shifting from term thinking to sustainable development thinking. Pay attention to building a team of cadres with vision, heart, and aspiration to contribute, dare to think, dare to do, dare to take responsibility for the common interest; attach importance to training and fostering young cadres, female cadres, and ethnic minority cadres in a systematic, strategic, and long-term manner.

Focus on leadership and direction so that the post-merger two-level local government model operates smoothly and effectively. At the same time, focus on mobilizing and effectively using all resources, especially internal resources, to build Lao Cai into one of the growth poles, a center connecting international economic trade between Vietnam and ASEAN countries with the Southwest-China region and expanding connections to other countries and regions such as Europe and Central Asia. Actively promote international integration in all fields, promote development in the direction of "green, harmony, identity, happiness" associated with the goal of "preserving borders, preserving people, preserving forests, preserving water, preserving the environment".

Continue to create breakthroughs in education and training, fundamentally innovate teaching and learning methods, improve the quality of human resources, especially focus on training young people and ethnic minority cadres, to meet new development requirements and deep integration.

Attaching importance to the task of strengthening national defense and security as a pillar to ensure the sustainable development of the province. With the characteristics of a border province with a long border, many international border gates, a place where many cultural and commercial flows intersect and converge, Lao Cai needs to continue to maintain political security, social order and safety, resolutely not to be passive and surprised in any situation.

Proactively build a peaceful, friendly, cooperative and developing border with Yunnan province (China), promote border exchanges, security exchanges, do well the Party's foreign affairs and people's diplomacy, strengthen the connection of road and railway infrastructure, especially the Lao Cai-Hanoi-Hai Phong standard gauge railway, promote economic, cultural and tourism cooperation on both sides of the border; at the same time, closely combine socio-economic development with strengthening national defense and security, build a national defense posture associated with a solid people's security posture...
