Opening of the 12th meeting of the 13th Party Central Committee

On the morning of July 18, at the Party Central Committee Headquarters, the 12th meeting of the 13th Party Central Committee solemnly opened. General Secretary To Lam chaired the meeting. President Luong Cuong presided over the opening session.

The conference took place from July 18 to 19 to focus on discussing and giving opinions on three main groups of contents: Group of contents on preparation for the 14th National Party Congress; group of contents on creating a political and legal basis for the goal of continuing to reform and innovate the country in the coming time; and group of contents on personnel work.

Speaking at the opening session, General Secretary To Lam affirmed that this is a conference of special importance, convened nearly 3 months earlier than planned, demonstrating the proactive, urgent and highly responsible spirit of the entire Party in comprehensively and thoroughly preparing the contents to be presented at the 14th National Congress of the Party.

Regarding the first group of contents, the General Secretary emphasized that through many additions and improvements, the content of the draft documents of the 14th National Party Congress has basically met the requirements set forth. However, in order for this document to not only be the crystallization of the wisdom of the entire Party and people, but also a "lighting torch" for the country's development in the new period, each word and each content must be truly concise, succinct, strategic and specific, accurately reflecting reality, accurately forecasting trends and orienting the future.

Regarding the group of contents creating a political and legal basis for continued reform and innovation in the coming time, the General Secretary said that the Central Committee will consider and give opinions on a number of contents that need to be amended and supplemented in the Central Committee's resolutions in the fields of land, building a socialist rule-of-law state, education and training, and provide guidelines for adjusting the National Master Plan for the 2021-2030 period, with a vision to 2050.

At the conference, the Central Committee will consider supplementing the planning of the 14th Party Central Committee, Politburo, and Secretariat; the direction of personnel work for the 14th Party Central Committee, and review the work of cadres under its authority. This group of contents has been carefully and methodically prepared by the Central Organizing Committee, in compliance with the Party Charter and regulations of the Party and current laws.

Emphasizing the special importance of the contents presented at the conference, the General Secretary asked the delegates to thoroughly discuss the core issues: Objectively and comprehensively assess from the perspective of those participating in policy making and policy implementation on the achievements and limitations in the 13th tenure, thereby clearly identifying the causes and drawing profound lessons. Contribute comprehensive, specific and scientific opinions on the content of summarizing theoretical and practical issues on the renovation process over the past 40 years. Determine the general goals and strategic breakthroughs in the coming term. Provide major orientations on protecting national independence and sovereignty, maintaining political and social stability; building a solid national defense and people's security in the new context; proactively and actively integrating comprehensively and deeply into the international community.

The General Secretary asked delegates to discuss and clearly define the direction of personnel work for the 14th Party Central Committee. This is an especially important issue that will directly affect the success or failure of the entire next term. Comments on the draft Report summarizing the work of Party building and the implementation of the Party Charter should focus on the direction, tasks, and solutions for Party building work during the 14th Congress term, with special attention paid to the organizational model and cadre capacity according to the two-level local government model.

Along with that, delegates contributed ideas to perfect the national legal system according to the new development model; gave opinions on integrating the contents of the 3 draft reports submitted to the 14th National Party Congress and continued to contribute ideas to the Central Committee on the work of managing and operating the two-level government apparatus that is being implemented.

To complete a huge amount of work in a short time, the General Secretary requested each member of the Party Central Committee to promote a high sense of responsibility, concentrate their intelligence, discuss democratically, frankly, objectively and receptively. Comrades must put the interests of the nation and people first and foremost; not let any local interests, personal feelings or deference or avoidance affect the quality of policy decisions.
