In his opening remarks at the 11th Central Committee Conference, General Secretary To Lam stated that at this conference, the Party Central Committee would discuss and provide feedback on 15 topics, focusing on two main groups of issues.

Firstly, there is the group of issues concerning the continued restructuring of the political system's apparatus, the reorganization of administrative units, and the organization of two-tiered local governments. Secondly, there is the group of issues concerning the continued preparation for the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Also at this conference, the Politburo will report to the Central Committee for consideration and decision on a number of personnel matters within its authority; report to the Central Committee on the situation of the country, the world and the region, the important work that the Politburo and the Secretariat have addressed since the 10th Central Committee Conference, and specialized topics on improving institutions and breakthroughs in the development of science and technology, innovation and national digital transformation.

Emphasizing the urgent need for breakthroughs, decisiveness, and unity from policy proposal to implementation in the context of the new situation, General Secretary To Lam urged the Party Central Committee and delegates attending the conference to uphold their sense of responsibility, focus their intellect, and contribute ideas to ensure the conference achieves its objectives and requirements.
According to previous plans, at the 11th Central Committee Conference, the Party Central Committee will discuss and decide on the plan to merge provinces, abolish the district level, and reorganize communes. According to General Secretary To Lam, the plan to merge provinces and reorganize communes will reduce the number of provinces and cities by approximately 50% and the number of commune-level administrative units by 50%. The abolition of the district level and the establishment of a two-tiered local government system also includes amending the Constitution, which will be submitted to the National Assembly at its 9th session, opening on May 5th.

In addition, at the 11th Central Committee Conference, the Party Central Committee will also review and supplement the planning for the 14th Central Executive Committee, along with the direction of personnel work for the 14th Party Congress.
At a meeting with police officers who provided support to the Southern battlefield during the resistance war against the US on April 8th, General Secretary To Lam also stated that at the 11th Central Committee Conference, the Party Central Committee will also give opinions on the draft documents for the 14th Party Congress, such as the Political Report, the Report on the 5-year assessment of the implementation of the 10-year socio-economic development strategy 2021-2030, the Report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years, and the Report on Party building and implementation of the Party Charter.
