On the side of Lai Chau province, there were comrades: Giang Pao My - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Le Minh Ngan - Standing Deputy Secretary of the Provincial Party Committee; Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; provincial leaders of all periods; comrades of the Provincial Party Committee Standing Committee; National Assembly Delegation and 350 delegates, representing over 31,000 party members of 42 Party delegations under the province.

The 15th Provincial Party Congress has the task of summarizing the implementation of the Resolution of the Provincial Party Congress for the 2020-2025 term; determining the directions, goals, tasks and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 14th National Party Congress; electing the Provincial Party Executive Committee for the 15th term, 2025-2030 term; and electing the delegation to attend the 14th National Party Congress.

Speaking at the opening of the Congress, Comrade Giang Pao My - Member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized: The 15th Congress of the Provincial Party Committee takes place at a time when the Party, the State and the entire political system have been synchronously implementing historic policies and strategic breakthroughs to bring the country firmly into a new era. Lai Chau province is facing many opportunities, advantages and difficulties, intertwined challenges, requiring the Party Committee, the Government and the people of all ethnic groups in the province to be more determined and make greater efforts to successfully implement the goal of green, fast and sustainable development.

With the motto "Solidarity, democracy, discipline, creativity, development", the 15th Lai Chau Provincial Party Congress has an extremely important task, which is decisive for the success of the Congress and the successful implementation of the Party's tasks in the next 5 years. The Provincial Party Secretary requested delegates to promote the spirit of democratic centralism, collective intelligence, and well implement the contents of the Congress program, contributing to the successful organization of the 15th Provincial Party Congress, so that the success of the Congress will create new momentum and new spirit to bring Lai Chau firmly along with the whole country into a new era, an era of strong and prosperous development of the Vietnamese nation.

The political report at the Congress stated: Implementing the Resolution of the 14th Lai Chau Provincial Party Congress in a context of many advantages, but also many difficulties and challenges. Especially after 20 years of separation and establishment, Lai Chau has had important achievements. With high political determination, the Party Committee, government and people of all ethnic groups in the province have united and made efforts to implement the Resolution and achieved many important and comprehensive results.

The work of Party building in terms of politics, ideology and ethics has had many positive changes. Party committees at all levels have always maintained the principles of organization and operation, improved the quality of Party activities; improved the quality of ideological work and political education in the Provincial Party Committee; strongly innovated the content and methods of propaganda, the dissemination and study of Party guidelines and policies, State laws and policies; and protected the Party's ideological foundation. The study and following of Ho Chi Minh's thought, morality and style, associated with building a clean and strong Party, has been implemented synchronously, creatively, practically and effectively.

Standing Deputy Secretary of the Provincial Party Committee Le Minh Ngan, on behalf of the Presidium, presented the Political Report at the Congress.

The Party building work on organization was carried out vigorously, achieving many important results. The Party organizations at all levels were arranged synchronously and appropriately; the organization and apparatus of the two-level local government model were streamlined as planned, ensuring leanness, compactness, strength and efficiency. The whole province reduced 892 organizations and nearly 1,500 positions; admitted over 5,300 party members, bringing the total number of party members of the entire Party Committee to 31,578 comrades. Inspection and supervision work was widely deployed, with 22,438 organizations and party members inspected and strictly handled for violations. Mass mobilization was strengthened, the "Skilled Mass Mobilization" movement spread widely. Internal affairs, anti-corruption, anti-negativity, judicial reform, administrative reform, and digital transformation were promoted; the two-level government apparatus initially operated effectively, the administrative reform index and competitiveness were clearly improved.

The economy gradually overcame difficulties, continued to recover and grow. The total product in the province (GRDP) is estimated at 5.4%/year, the scale of GRDP at current prices is estimated at 32,595 billion VND, per capita is estimated at 65 million VND, an increase of 21.3 million VND compared to 2020. The economic structure continues to shift in the right direction. Shifting the agricultural sector towards concentrated commodities associated with linking production, processing, and product consumption, improving competitiveness; the growth rate is estimated at 5%/year. By June 30, 2025, the whole province has 39 communes recognized as meeting new rural standards, reaching 41.5%; the whole province has 280 products recognized as OCOP with 3 stars or more. Industry continues to develop, accounting for a fairly large proportion in the structure of the province's GRDP (about 40.5%); the average growth rate is 9.2%/year; Completed 46 hydropower projects with a total capacity of 913 MW, the whole province has 68 power generation projects with a total capacity of 3,196 MW. Focused on planning, building and developing Ma Lu Thang Border Gate Economic Zone, investing in building technical infrastructure for Than Uyen Industrial Cluster.

Comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a number of contents at the Congress.

Trade and services continued to develop. Total retail sales of consumer goods and services increased by an average of 10.1% per year; total import-export turnover was estimated at 188.7 million USD, local export value was estimated at 64 million USD, an average growth rate of 21.3% per year. Tourism grew quite well, with an estimated over 5 million visitors, the number of visitors increased by an average of 33.4% per year, total revenue was estimated at over 3,800 billion VND. Budget revenue in the area increased by an average of 2.3% per year. Forest coverage reached 54%, contributing significantly to protection and sustainable development.

Culture and society have clearly changed: 73.5% of schools meet national standards, 79.7% have solid classrooms; universal primary education level 3 is recognized. Vocational training is provided to 8,100 people each year, jobs are created for 9,400 people, the rate of trained workers is 62.4%. Health care has been strengthened, reaching 13.1 doctors/10,000 people, 95% of the population has health insurance; 70% of the population is managed by electronic health records. Poverty reduction has achieved clear results: the rate of poor households has decreased by an average of 3.9%/year, poor districts have decreased by 5.4%/year, the whole province is about 16.3%; temporary and dilapidated houses have been eliminated. National defense and security have been maintained; the national defense posture combined with people's security is increasingly solid; 100% of communes have regular police officers. Foreign relations were strengthened and expanded.

Comrade Nguyen Ngoc Vinh - Chairman of the Provincial Party Committee's Inspection Committee, on behalf of the Presidium, presented the Report on the verification of qualifications of delegates attending the Congress.

In the 2025-2030 term, Lai Chau has identified the key goal of developing a green, fast, and sustainable economy, striving for an average GRDP growth rate of 10%/year, GRDP per capita reaching 90 million VND; budget revenue in the area of over 4,500 billion VND. Restructuring economic sectors, focusing on commodity agriculture associated with processing, building concentrated production areas, developing hydropower industry, agricultural and forestry processing industry, border trade economy, services and tourism. Prioritizing the development of strategic infrastructure, especially inter-regional transport connectivity, along with promoting digital transformation, applying science and technology, developing the digital economy; developing culture, preserving ethnic identities associated with tourism; closely combining socio-economic development with ensuring national defense and security, maintaining borders, expanding foreign relations, international integration, creating a foundation for Lai Chau to rise up to green, fast, and sustainable development...

Comrade Le Duc Duc - Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, on behalf of the Presidium, reported on the synthesis of opinions from affiliated Party Committees and the People participating in the draft Documents of the 15th Provincial Party Congress.

At the Congress, delegates listened to the Review Report of the 14th Provincial Party Executive Committee; the Report synthesizing opinions of affiliated Party Committees and the People participating in the draft Documents of the 15th Provincial Party Congress.

Discussing at the Congress, delegates focused on the following contents: Solutions to develop economic sectors, especially the private economy, to become an important driving force in the province's economy; continuing to innovate and improve the quality of political, ideological and ethical education, contributing to building a clean and strong provincial Party Committee, creating trust among cadres, party members and people, and social consensus...

In his speech at the Congress, General Trinh Van Quyet - Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army, praised and congratulated the great achievements that the Party Committee, government, armed forces and people of all ethnic groups in Lai Chau province had achieved in the past term. He affirmed that the results were vivid evidence of the spirit of solidarity, will to rise up, creativity and persistent efforts of the Party Committee and people of all ethnic groups in Lai Chau province.

Emphasizing that after 40 years of renovation, our country's foundation, potential, position and prestige have been raised. The revolution of streamlining the political system, together with strategic decisions, has created new opportunities and is an important foundation for the country to rise in the new era of development. Lai Chau is a province with a rich cultural and historical tradition; has an important strategic position, is both the Northwestern gateway of the Fatherland and one of the economic and cultural centers of the Northern Midlands and Mountains. Entering the new term, Lai Chau has many opportunities and advantages, but also faces many difficulties and challenges. Based on the viewpoints and orientations in the draft Political Report submitted to the 14th National Party Congress, General Trinh Van Quyet suggested that the Lai Chau Provincial Party Congress should focus on discussing and identifying specific goals, tasks and solutions for green, fast and sustainable development in the coming term. Focusing on a number of tasks: Developing the economy rapidly and sustainably, exploiting and maximizing potentials and advantages, creating breakthroughs with double-digit growth targets, contributing to realizing the country's high development goals. Focusing on restructuring the agricultural sector towards increasing added value and sustainable development, safe and organic agricultural production, applying high technology, prioritizing the development of specialty products, precious medicinal herbs, raising large livestock associated with deep processing, building brands, expanding domestic and export markets. Promoting the development of clean energy industry, mining and processing industry, promptly implementing rare earth mining and processing projects; developing multi-sector economy, especially private economy according to Resolution 68-NQ/TW of the Politburo, Resolution No. 138/NQ-CP of the Government.

Comrade General Trinh Van Quyet - Secretary of the Party Central Committee, Standing Member of the Central Military Commission , Director of the General Department of Politics of the Vietnam People's Army delivered a speech directing the Congress.

Along with that, it is recommended that the province promote investment in building synchronous and modern infrastructure, especially inter-regional and inter-provincial transport infrastructure; urban and new rural infrastructure, digital infrastructure, telecommunications, information technology, creating a foundation for the development of the digital economy and digital society. Pay attention to planning and planning management; proactively propose to the Government, relevant departments and ministries to soon invest in the Bao Ha - Lai Chau expressway, soon start construction of the Khau Co pass tunnel to remove bottlenecks, shorten travel time on the route connecting Lai Chau province with the Noi Bai - Lao Cai expressway; approve the detailed planning of Lai Chau airport as a basis for calling for and attracting investment; continue negotiating to deploy the construction of a multi-purpose bridge at the Ma Lu Thang border gate area.

It is recommended that the province pay attention to comprehensive socio-cultural development; closely combine economic development with good resolution of social issues. Take care of and improve people's lives according to the motto of economic development coupled with social progress and equity, effectively implement social security policies, sustainable poverty reduction, pay special attention to remote areas, ethnic minority areas; strengthen care for policy families, people with meritorious services; preserve and promote fine traditional cultural values of ethnic groups. Strengthen national defense, security and foreign affairs, maintain political security, social order and safety; build a national defense posture associated with a people's security posture, a national border defense posture, build defense zones; firmly manage and protect sovereignty and border security; build a peaceful, friendly, cooperative border for mutual development.

With its strategic location, great potential, correct policies, tradition of solidarity, the participation of the entire political system and the support of the people, General Trinh Van Quyet believes that the 15th term of Lai Chau Provincial Party Committee will excellently complete its tasks, determined to join hands in building Lai Chau into a bright spot in the Northwest region, developing green, fast, and sustainably, together with the whole country realizing the aspiration for prosperity and happiness, contributing worthily to the cause of building and defending the Fatherland.

With a sense of responsibility, objectivity and impartiality, the Congress wisely selected and elected 47 qualified comrades to the 15th Lai Chau Provincial Party Executive Committee for the 2025-2030 term. The 15th Lai Chau Provincial Party Executive Committee held its first meeting to elect the Provincial Party Standing Committee and the positions of Secretary, Deputy Secretary, Inspection Committee, Chairman and Deputy Chairman of the Provincial Party Inspection Committee.
