Effective exploitation of local literary resources

Over the years, literary and artistic activities in localities have made significant contributions to socio-cultural development, improving the quality of spiritual life for the community.

However, exploiting this resource still faces many difficulties, requiring breakthrough innovations in the operation methods of local literary and artistic associations.

In the professional summary of literary and artistic associations in particular and the Vietnam Union of Literary and Art Associations in general, the main reported activities include: Organizing literary writing camps, competitions, classes, professional training courses and printing.

Although the above activities have contributed significantly to the development of literature in localities, in general, there has not been any clear innovation or breakthrough in the method of operation or the quality of works. Many literary and artistic associations organize writing camps, competitions, etc., but there are still few excellent works that have a great influence on the country's literature.

The works are often only at the level of serving local affairs, not creating strong changes in thinking and emotions. Creative programs serving the young generation currently do not create depth to create strong connections between generations. The connection and cooperation between local literary and artistic associations and cultural units are still limited.

In conferences and seminars, many opinions stated that although the Vietnam Fund for Supporting Literary and Artistic Creation has been established, its role and operation method are still vague and have not had an effective impact on local literature. One of the reasons is that the operation method and implementation of support programs are not clear, causing many artists, especially in difficult areas, to be unable to access resources from the Fund.

The Fund’s activities often lack interaction and expansion, leading to an imbalance in the allocation of resources and support. In addition, the process of reviewing and implementing funding applications is cumbersome and complicated, causing many authors to give up.

According to experts, funds need to pay more attention to the works and projects of young authors, especially those in remote areas, places lacking opportunities for artistic development, and more importantly, there needs to be a specific mechanism for guidance, dissemination, and support. This will help enrich Vietnamese literature and art, while enhancing diversity and sustainability in cultural creation.

In reality, in order to develop literary resources in localities, innovation in operating methods is necessary. Dak Lak Literature and Arts Association has flexibly organized activities combining many art forms to supplement literature and promote regional cultural identity.

Specifically, the Association has organized seminars, exhibitions, and performances combining literature and other art forms such as music , dance, theater, fine arts, etc. In traditional cultural festivals of the Central Highlands, literature is combined with music and folk dance to convey unique cultural values. The Association also encourages authors to reflect on topics related to

life, customs, traditions, and historical stories of ethnic groups, thereby creating a bridge between the past and the present.

Or the Thai Nguyen Literature and Arts Association has also had creative ways to discover and nurture young writers. The Association has organized a literary writing camp combining in-person and online forms to create opportunities for young talents aged 10-25 to participate, learn and practice writing skills and interact with famous writers and artists, while receiving advice and criticism from experts.

Notably, the organization of the online conference has expanded the scope to help young authors in other localities have the opportunity to connect and share. The results of the youth literary writing camp are remarkable when nearly 300 works were sent to the Association, including poetry and prose genres, reflecting the concerns, aspirations and new perspectives of the young generation on life, people and society.

In fact, creativity is needed in organizing the creative camp model to become an open, diverse space that can fully apply new technologies in creating and disseminating works, while creating an environment that encourages experimentation.

In addition, localities need to increase the promotion and publication of literary and artistic works. Printing and publishing works is only one part, the important task is to bring those works closer to the public, especially young readers. Literary and artistic associations need to focus on building strategies to promote works through digital platforms, publishing e-books, literary podcasts, as well as organizing seminars, workshops, and exchanges to connect authors with readers.

Local literary and artistic associations also need to be proactive and closely connect with national and international literary and cultural organizations to create opportunities for local authors to access large-scale creative programs, such as international creative camps or international specialized conferences. Expanding the network of exchanges and cooperation will create a space for learning, promote creativity and improve the quality of works.

To truly make a breakthrough in developing local literature and art, associations must focus on renewing their perspective on creativity and supporting artists; establishing a mechanism to provide material and spiritual support for young authors, encouraging breakthrough works, daring to experiment and break stereotypes. An equally important factor is improving the quality of appraisal and evaluation of works, aiming for fairness and transparency.

Developing local literature and arts requires not only efforts from associations, but also close coordination with cultural agencies, social organizations and communities to create a rich and sustainable creative environment.
