Urgently clear the land for the Lao Cai - Hanoi

This is a strategic infrastructure project of special importance to regional connectivity and socio -economic development in the Northern region and the country.

At the meeting, Minister Tran Hong Minh emphasized that Hung Yen province needs to urgently carry out the tasks according to the set timeline. Specifically, from now until August 19, the province needs to prepare locations to carry out site clearance work; by December 19, 2025, construction of all station items and connecting routes must be started simultaneously; by 2026, construction of the entire route through the province will be started.

To ensure progress, the Minister requested the Project Management Board, consulting units and specialized departments of the Ministry of Construction to promptly hand over the entire area of land that needs to be recovered to the locality.

Believing that there are still many tasks to be carried out in the coming time, especially site clearance, Mr. Tran Hong Minh emphasized that the site clearance process, as well as resettlement arrangements, the province must ensure legal procedures, publicity, transparency, and seriously ensure conditions for people to live stably in resettlement areas.

The Minister of Construction also suggested that in the process of site clearance, provincial leaders and departments need to increase their efforts to the grassroots level, review the entire process; publicly announce to the people about the unit price of compensation, support for site clearance of architectural works as well as assets on the land. When ensuring the requirements, the province needs to immediately apply the unit price plan for compensation and support for site clearance for the people to understand, creating social consensus.

"There must be no idea of relatives, acquaintances, or backstabbing in the resettlement process. That is not allowed. We must organize a lottery for resettlement to avoid opinions and suggestions," said Mr. Tran Hong Minh.

At the meeting, Minister Tran Hong Minh also acknowledged the province's recommendations on the need to upgrade some existing roads and waterways to serve the construction and connection with the railway. He requested the province to urgently review and make a list of roads that need to be expanded and upgraded and send it to relevant ministries and branches before August 15 for synthesis and proposal to the Central Government for funding allocation.

According to the Department of Construction of Hung Yen province, the Lao Cai - Hanoi - Hai Phong railway project through Hung Yen province has its starting point: Lac Dao commune, bordering Bac Ninh province. The end point is Thuong Hong ward, bordering Hai Phong province. The research location is the route passing through 03 communes, Lac Dao commune, Dai Dong commune and Thuong Hong ward. The total length is about 16.7km.

The route intersects with Ring Road 4, Hanoi Capital Region, continues to the intersection across Provincial Road 385 at the area adjacent to the intersection of District Road DH.13 with Provincial Road 385, after crossing the current Gia Lam - Hai Phong railway, the route will run parallel to the south of the current railway, to Dai Dong commune, in this area Luong Tai station will be located, then the route will go straight to the Southeast through Thuong Hong ward to Hai Phong.

In particular, in Hung Yen province, it is planned to arrange 01 station: Luong Tai Station; a mixed station, with passenger and cargo operations. According to preliminary calculations, the station is designed with 08 lines, including: 06 lines of 1435mm gauge and 02 lines of 1000mm gauge, the scale of the station is about 10.6ha.

Regarding the land acquisition area for the project through Hung Yen province, it is expected to acquire about 86.09 hectares of land (including the construction area of 10.53 hectares of resettlement area and the return of 2.2 hectares of educational land). It is expected that the province will build 04 resettlement areas with an area of about 10.53 hectares, serving the resettlement of 92 households.

The Hung Yen Provincial Party Committee has included the Lao Cai - Hanoi - Hai Phong railway project in Hung Yen province in the Steering Committee for key projects of Hung Yen province for the period 2021-2025 for monitoring and direction.
