Deputy Prime Minister Ho Duc Phoc has just signed Official Dispatch No. 228/CD-TTg dated November 25, 2025 on resolving policies and paying insurance benefits for people and businesses affected by exceptionally heavy rains and floods in the Central region.

Telegrams sent to the Ministers of Finance, Home Affairs, Health and Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally run cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong.

The telegram stated: In the past few days, the Central region has experienced exceptionally heavy rain and floods, combined with high tides, especially on some rivers with flood levels exceeding historical levels in many years, causing serious flooding in many residential areas, causing heavy damage to people, property, crops, livestock, economic and social infrastructure; greatly affecting the material and spiritual life and production and business activities of the people.

Faced with that situation, the Government and the Prime Minister have closely followed the developments of the situation, urgently focused on directing the drastic implementation of flood prevention, control and response work early and from afar; ministries, localities, people and the business community have proactively deployed solutions to minimize the extent of damage and promptly overcome the consequences of natural disasters.

To continue to synchronously and effectively implement the policy settlement and insurance payment for people and businesses affected by exceptionally heavy rains and floods in the Central region, contributing to supporting people and businesses to quickly stabilize the situation and promote the recovery of production and business after the floods, the Prime Minister requested ministers, heads of relevant agencies, and chairmen of the People's Committees of provinces and centrally run cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong to focus on implementing the following solutions:

Timely and full payment of insurance benefits

1. The Ministry of Finance shall preside over and coordinate with relevant ministries and localities to:

a) Request and urge insurance businesses to urgently have a plan to quickly and completely resolve the payment and compensation for damages to insurance customers who are people and businesses affected by floods, with the fastest and most convenient procedures, ensuring timeliness, completeness, and compliance with the law on insurance business and related laws.

b) Direct Vietnam Social Security to promptly and fully pay social insurance, unemployment insurance, and health insurance benefits with quick and convenient procedures, ensuring compliance with legal regulations on social insurance, unemployment insurance, and health insurance.

c) Promptly handle according to authority or propose to competent authorities plans and solutions to support localities in overcoming storm and flood consequences in accordance with the provisions of law.

2. The Ministry of Health, according to its assigned functions and tasks, shall preside over and coordinate with the Ministry of Finance and relevant localities to direct the settlement of health insurance benefits for health insurance participants affected by floods with quick and convenient procedures, ensuring timeliness, completeness, and compliance with health insurance laws and relevant laws.

3. The Ministry of Home Affairs, according to its assigned functions and tasks, shall preside over and coordinate with the Ministry of Finance and relevant localities to direct the settlement of unemployment insurance benefits for unemployment insurance participants affected by floods with quick and convenient procedures, ensuring timeliness, completeness, and compliance with employment laws and relevant laws.

4. The Chairmen of the People's Committees of the provinces and centrally-run cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong proactively and actively coordinate closely with the Ministry of Finance, the Ministry of Health, and the Ministry of Home Affairs to ensure the legitimate rights and interests of the people and businesses.

5. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch and report to competent authorities on issues beyond its authority.
