National conference to review Party building and organization work in 2024 and deploy tasks for 2025

According to the report at the Conference, in 2024, the entire Party building organization sector completed a large amount of work, notably proactively advising on the comprehensive, synchronous and effective implementation of key tasks and issuing many resolutions, directives, conclusions, regulations and statutes to concretize the 10 tasks on Party building, 3 key tasks and 3 breakthrough solutions set forth by the 13th National Party Congress; synchronously organizing the implementation of all aspects of Party building organization work from the Central to the grassroots level.

Accordingly, since the beginning of the term, the Central Executive Committee, the Politburo, and the Secretariat have submitted 79 projects and tasks to the Central Committee, the Politburo, and the Secretariat for approval, and advised on the issuance of 72 documents contributing to the completion of the Party's regulations on Party organization and building. In addition, the entire sector has also actively advised on the preparation work for Party Congresses at all levels towards the 14th National Party Congress, ensuring synchronization and comprehensiveness in terms of content, personnel, organization, and service for the congress.

The entire industry synchronously and effectively implements personnel work and builds a contingent of cadres associated with preparing personnel for Party congresses at all levels. Advises on institutionalizing and concretizing many policies, principles, and solutions on personnel work through regulations, rules, and procedures to ensure more uniformity, democracy, transparency, and strictness.

The quality of cadre planning has been improved. The work of rotating cadres has many innovations; more attention is paid to training, fostering, and updating new knowledge according to the standards of job titles and positions, close to the requirements of the tasks. Cadre policies are fully and promptly implemented. The work of selecting, arranging, using, appointing, and introducing cadres to run for leadership and management positions at all levels has many innovations; timely dismissal and replacement of disciplined cadres, limited capacity, and reduced prestige according to the motto "some in, some out"; "some up, some down". Cadre management work is increasingly disciplined, strict, tightening discipline, discipline, promoting responsibility, and controlling power.

The entire sector has advised on the drastic, active, comprehensive and effective implementation of resolutions on Party building and rectification, and the building of the political system; in which, promptly advising on the early summary of Resolution No. 18-NQ/TW of the Central Executive Committee, rearranging the organizational apparatus, streamlining the payroll associated with restructuring the team of cadres, civil servants and public employees with the highest sense of urgency and determination, creating high consensus and unity among cadres and party members, from the Central to local levels. Reviewing, supplementing and perfecting functions, tasks, powers and working relationships; strengthening decentralization and delegation of power along with inspection, supervision and control of power.

The work of developing new party members has achieved positive results; the annual rate of new party member development nationwide basically reaches 3% of the total number of party members. The leadership capacity and fighting strength of grassroots party organizations have been enhanced.

Based on the results achieved and from the reality that sets higher requirements for the work of organizing and building the Party, building the political system, preparing the Country to enter a new era, an era of national rise, next year and the following period, the entire Party building organization sector determined to continue to innovate, make efforts, and be determined to complete 10 groups of tasks, solutions and 3 strategic breakthrough solutions on Party building work in the Resolution of the 13th National Party Congress. In particular, the entire sector focused on advising on the development and implementation of the 2025 Work Program to ensure progress and quality associated with the preparation and successful organization of Party Congresses at all levels towards the 14th National Party Congress; strengthening internal political protection, promoting propaganda, summarizing practices, and scientific research on Party building organization with the consistent spirit of continuing to build a clean and strong Party building organization sector.

In their speeches at the Conference, many delegates shared their practical experiences in Party building work at localities, ministries and branches. Delegates emphasized the importance of building a team of cadres doing Party building organization work with strong political will, raising awareness of self-training in qualities, ethics, being exemplary, objective, impartial, competent, meeting the requirements of the task...

Speaking at the Conference, General Secretary To Lam highly appreciated, acknowledged and commended the results achieved by the Party building organization sector in 2024, the results of the implementation of the Resolution of the 13th National Party Congress from the beginning of the term until now and the synchronous implementation of all aspects of Party building organization work from the Central to the grassroots level.

The General Secretary pointed out a number of limitations and shortcomings that need to be overcome, such as: The work of selecting, training, promoting, appointing, rotating, transferring, and evaluating cadres currently has many shortcomings and inadequacies; the work of managing and evaluating cadres is still very difficult; the work of preventing and combating degradation, self-evolution, and self-transformation is not uniform; the strategic arrangement of cadres has not been focused on; Party activities in many places are still formal, the combativeness in self-criticism and criticism is still low; the control of power in cadre work, although there have been initial changes, the effectiveness is not high; the situation of abuse of power, taking advantage of power, and profiteering in cadre work still occurs in some places and among some leaders; reform of administrative procedures in the Party...

Regarding some directions and tasks in 2025, a year with many important events in the country, directly related to the Party building organization sector, General Secretary To Lam suggested that the comrades leading the Party committees and the Central cadre organization system must always have 3 questions, and at the same time must have reasonable answers. That is, how to have the Party's operating apparatus, the State's organizational apparatus, effective, efficient? How to have a team of cadres who are enlightened, dedicated to the country, the people, and the Party's cause. Why does our Party have to choose cadres as the key?

The General Secretary suggested that it is necessary to do a good job of advising and streamlining the apparatus of the political system in conjunction with restructuring the staff. Streamlining the apparatus of the political system is a difficult problem, even very difficult. When streamlining the apparatus, it will involve the thoughts, feelings, aspirations, and interests of a number of individuals and organizations. Therefore, this work needs to be carried out objectively, cautiously, democratically, scientifically, and methodically. The Central Organizing Committee in particular and the Party building organization sector in general must highly promote their advisory role to carry out this task.

The General Secretary emphasized that the streamlining of the apparatus must closely follow and ensure the correct implementation of the principles and viewpoints of the Party and the Central Committee, which have been agreed upon by the Constitution, the Political Platform, the Party Statutes, the Party's principles, and the Central Committee's resolutions, ensuring comprehensiveness, synchronization, and connectivity. One agency must perform many tasks, and one task must be assigned to only one agency to preside over and take responsibility for, thoroughly overcoming overlapping functions and tasks, and division in areas and fields; limiting intermediary organizations, clearly defining specific functions, tasks, and responsibilities on the basis of Party nature, rationality, and legality; and reviewing the functions and tasks of each organization and apparatus.

The General Secretary stated that Party agencies need to study, unify, organize, truly streamline the apparatus and do it first.

Prepare and organize well the Party Congresses at all levels, towards the 14th National Party Congress.
The General Secretary requested that it is necessary to advise on streamlining the organizational apparatus of Party agencies to truly be the intellectual core, the General Staff, the vanguard, and leaders of state agencies; absolutely not allowing excuses, replacing or loosening the Party's leadership; building truly streamlined advisory agencies and Party committees, comprehensively assessing the concurrent holding of Party and political system positions to have appropriate decisions.

The General Secretary suggested that it is necessary to urgently review relevant Party regulations to proactively advise on supplementation, amendment or promulgation of new regulations in accordance with the overall model of the political system, creating a political and legal basis for the political system to operate immediately upon completion, without interruption. Work under the authority of the Politburo, the Secretariat, levels, sectors and localities that can be done first should be done immediately, without waiting for the Central Committee. Party agencies need to study, unify, arrange, truly streamline the apparatus and do it first.

The Central Organizing Committee and the Government Party Committee promptly reported to the Politburo on policies and regimes for cadres when streamlining the organizational apparatus. The Central Organizing Committee, the Government Party Committee, and the National Assembly Party Delegation promptly advised the leadership and directed the urgent revision and supplementation of Party regulations and State laws to ensure the streamlining of the apparatus and effective and efficient operation.

The General Secretary pointed out that, with the streamlining of the apparatus at each level and each sector, it is necessary to urgently review and have a plan to restructure the staff with sufficient qualities and abilities, equal to the tasks, reasonable staffing, standardization of titles; resolutely prevent and combat the abuse of the policy of arranging the apparatus and staff for negativity and corruption. Strongly innovate the work of recruitment, training, promotion, appointment, rotation, transfer, and evaluation of staff in a practical direction because finding people is based on specific, measurable products, with effective mechanisms, screening, removing from work positions those who do not have enough qualities, abilities, and prestige, and using those with outstanding abilities.

The General Secretary requested that leaders, heads of Party committees and agencies need to be exemplary, proactive and determined in carrying out assigned tasks in the spirit of the Central Committee taking the lead and reaching the local level. The General Secretary clearly stated that he assigned the Central Organizing Committee to advise on amending and supplementing Directive No. 35 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress.

The General Secretary requested that it is necessary to prepare and organize well the Party Congresses at all levels, towards the 14th National Party Congress, focusing on advising on the development and ensuring the quality of draft documents for the congresses at all levels, and advising on the preparation for the election of Party leadership bodies at each level with high fighting capacity.

The General Secretary emphasized that cadre work is a key task of Party building work related to the survival of the Party and the fate of the country's regime. Cadres are the root of all work, the decisive factor in the success or failure of the revolution. Along with cadre work, Party building and organizational work has a particularly important position, great responsibility, and great glory.

The workload ahead for the industry is very heavy and urgent. The country is standing at the door of history. Entering a new era, the General Secretary requested the entire industry to organize Party building, have a deeper awareness of roles and responsibilities, make efforts, strive to reach out with the highest political determination, and complete all assigned tasks; in which, focus on urgently advising on streamlining the organization and political system, contributing to accelerating the breakthrough beyond the goals and tasks of 2024 - 2025 and the entire term of the 13th National Party Congress; prepare well for Party Congresses at all levels, towards the 14th National Party Congress.
