Urgently "finish" key transport projects

The Cao Lanh - An Huu Expressway Project Phase 1 is 27.43km long, including 2 component projects, with a total investment of 7,496 billion VND from the State budget. Of which, component project 1 is about 16km long, with a total capital of 3,640 billion VND, invested by the People's Committee of Dong Thap province, starting construction in June 2023, scheduled to be completed in 2026. Component project 2 is more than 11km long, with a total capital of 3,856 billion VND, invested by the People's Committee of Tien Giang province (old), starting construction on August 12, 2024, scheduled to be completed in 2027.

Regarding component project 1, Mr. Tran Tri Quang, Chairman of Dong Thap Provincial People's Committee said: Up to now, the contract value has reached 65.2% and is expected to be technically open to traffic by the end of 2025. The construction contractor has mobilized more than 300 engineers and workers, more than 140 pieces of equipment to organize the construction.

Dong Thap province has provided enough 2.3 million ^m3 of sand for the project, and at the same time proposed the Prime Minister to agree to transfer a total of 500 billion VND to component project 1 to speed up the progress and open the technical traffic on December 19. Component project 2 needs to transfer about 1,500 billion VND to strive to complete in April 2026. Dong Thap province leaders explained that this amount is not an increase in capital, but due to the fast progress, capital is transferred from the 2026-2030 medium-term public investment plan to 2021-2025.

The Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1 is 188.2km long, has 4 lanes, and a total investment of 44,691 billion VND. The project is determined to put the basic project into operation on December 19 this year, nearly 6 months earlier than planned, and complete and put into synchronous operation in 2027. The project is divided into 4 component projects, with the An Giang Provincial People's Committee as the managing agency of component project 1, 57km long, with a total investment of 13,526 billion VND.

Can Tho City People's Committee is the managing agency of component project 2 (through the old Can Tho City) with a length of 37.4km, total investment of 9,725 billion VND. Component project 3 (through the old Hau Giang province), 36.7km long, total investment of 9,601 billion VND and component project 4 (through the old Soc Trang province), about 58.4km long, total investment of 11,961 billion VND.

According to Mr. Tran Van Lau, Chairman of Can Tho City People's Committee, the disbursement value of the Chau Doc - Soc Trang - Can Tho expressway project since its commencement has reached 13,078 billion VND. This year, 3 component projects have been allocated more than 7,285 billion VND and have currently disbursed 22% of the plan and strive to reach 100% of the capital plan by the end of the year.

Regarding the Can Tho - Ca Mau expressway, according to the My Thuan Project Management Board (investor), the project has a length of 110.85km of expressway and 25.85km of connecting route and is divided into 2 component projects (DATP) including the Can Tho - Hau Giang section and the Hau Giang - Ca Mau section.

The project has a total investment of VND 27,523 billion, including 4 construction packages, starting on January 1, 2023, and is scheduled to be completed in December 2025. Currently, the project has completed all the work of filling sand to wait for settlement, some sections have been unloaded to construct the asphalt concrete road surface. Contractors are focusing resources to organize overtime to compensate for slow progress, so far the construction output has reached 69%/74% of the plan.

The Rach Mieu 2 Bridge project connecting Tien Giang and Ben Tre (now Dong Thap and Vinh Long) is expected to be completed and inaugurated and put into use on August 19. To date, the overall progress of the project has reached over 97% and is in the acceleration phase to soon "reach the finish line".

Mr. Lu Quang Ngoi, Chairman of Vinh Long Provincial People's Committee informed: "The total output value of the contracts under construction is 3,193.5 billion VND, reaching 97.24%, exceeding the general progress by more than 1.43% compared to the plan. The main bridge section is exceeding the progress by more than 6.6% and the bridge has closed the main span, completed the installation of expansion joints, completed the guardrail, and the median strip". As for the Dai Ngai 2 bridge project, the route and works on the route, the contract value is more than 1,543 billion VND, the construction value to date is 1,137/1,543 billion VND, reaching 73.7%.

According to the Ministry of Construction, 21 key transport projects are being implemented in the Southern region. Of these, 13 projects will be completed in 2025 with a total length of 354km (including 336km of the planned completion of 3,000km of expressways), including: Can Tho - Ca Mau, Cao Lanh - Lo Te - Rach Soi, Cao Lanh - An Huu expressways, Rach Mieu 2 bridge...

The Ministry of Construction regularly inspects the site, urges and directs investors and contractors to increase human resources, materials, equipment, organize construction in "3 shifts and 4 shifts" and transfer the workload of slow contractors to speed up progress, ensuring the completion of projects. Local authorities have strengthened inspection work, resolutely directed investors and contractors to mobilize human resources, machinery and equipment, and increase construction shifts to speed up the progress of projects.
