Survey and assessment of the organization and operation of enterprise-based trade unions

On the morning of August 2, the survey delegation of the Vietnam General Confederation of Labor (VGCL) led by Mr. Nguyen Xuan Hung, Vice President of the VGCL, had a working session with the Thanh Hoa Provincial Federation of Labor to survey the implementation of Resolution 4a/NQ-TLĐ of the Executive Committee of the VGCL; the organization and operation of grassroots trade unions of enterprises in Thanh Hoa province.

At the meeting, the leaders of the Provincial Federation of Labor reported on the implementation of Resolution 4a/NQ-TLĐ, dated June 24, 2014 of the Executive Committee of the Vietnam General Confederation of Labor, term XI, on "Improving the effectiveness of the activities of trade unions at the grassroots level directly above the requirements of the workers' movement and trade union activities in the new situation"; reported on the organization and activities of the grassroots trade unions of enterprises with a large number of union members and the grassroots trade unions of enterprises with less than 25 union members.

After 10 years of implementing Resolution 4a/NQ-TLĐ, trade union activities in the province have achieved many positive results. The work of perfecting, arranging and consolidating trade union organizations at the grassroots level has always been carried out promptly and regularly under the leadership of the Party Committee at the same level, so trade union activities are basically stable, gradually operating effectively and efficiently, overcoming the overlapping situation in management and operation.

Movements and activities of trade unions at the grassroots level are gradually becoming more substantial, focused, and oriented towards the grassroots, taking the grassroots as the area of ​​operation, taking union members, workers, civil servants, and laborers as the target of mobilization, focusing on activities to care for and protect the legitimate and legal rights and interests of union members and laborers.

Head of the Provincial Federation of Labor Organizing Committee Le Chung Van presented a report at the meeting.

The arrangement of cadres ensures the correct requirements on title standards, based on planning sources, appointment, transfer of cadres in accordance with regulations, and good implementation of policies for cadres. Investment resources in facilities, equipment, offices, and workplaces serving basic work meet the requirements of the tasks of the direct superior trade union at the grassroots level. The implementation of decentralization of trade union financial management has created financial initiative for the superior trade union at the grassroots level in caring for and protecting the legitimate and legal rights and interests of union members and workers, creating conditions to promote the dynamism, creativity, depth, and closeness to the grassroots of trade union cadres...

At the working session, the delegation listened to representatives of the direct superior union leaders and the enterprise's grassroots union share the advantages and difficulties in union activities at the unit.

At the same time, propose and recommend the following contents: Re-study the level of leadership allowances in the trade union system, increase the level of leadership allowances for Chairmen and Vice Chairmen of industry trade unions, district, town and city labor federations; continue to revise and supplement the level of allowances for grassroots trade union officials; develop guidelines on how to organize grassroots trade union activities and trade union groups; build cultural institutions to contribute to improving the spiritual life of workers; stipulate to increase the number of executive committees for grassroots trade unions with a large number of workers...

Chairwoman of the trade union of Aleron Vietnam Shoes Company Limited Vu Thi Mai Loan spoke at the meeting.

The delegates also requested the Vietnam General Confederation of Labor to coordinate with the Provincial Party Committee Standing Committee to propose to the Central Organizing Committee to unify the assignment of full-time trade union staff quotas in proportion to the number of union members and grassroots trade unions that increase annually, in order to ensure good performance of assigned functions and tasks in the new situation.

Speaking at the meeting, Comrade Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labor, said: The conference received many specific and frank statements, clearly analyzing the causes and making appropriate proposals. Based on the synthesis and research, the Vietnam General Confederation of Labor will have appropriate mechanisms and policies to further improve the operational efficiency of the grassroots trade unions directly above the grassroots level to meet the requirements of the workers' movement and trade union activities in the new situation.
