Construction is underway on the coastal road project, the section passing through Tien Hai district.
With a total projected investment of over 2,500 billion VND, the project to build main roads connecting functional zones within the Thai Binh Economic Zone is one of the priority investment projects, creating a foundation for the construction, formation, and development of the Economic Zone in the future. To date, localities and units are focusing on accelerating progress to bring the project into operation as soon as possible.
Present at the construction site of Line 3 of the project, we clearly felt the urgent atmosphere of hundreds of engineers and workers. Of the four lines of the project, Line 3 is the longest at 13.07 km, running along the southern axis of the Thai Binh Economic Zone, from the coastal road to National Highway 37B, passing through the territories of Kien Xuong and Tien Hai districts.
Mr. Hoang Dinh Hieu, CEO of Xuan Quang Construction Joint Stock Company - the contractor for route number 3, said: The contractor has completed the roadbed excavation and weak roadbed treatment, and is currently constructing the next structural layer, underpasses, bridges, and culverts across the road. The completed volume is estimated to reach nearly 60% of the contract value.
Construction is underway on the Goc River bridge, part of Route 3, the main connecting road.
According to the assessment of the Provincial Project Management Board for Investment and Construction of Transportation Works, the overall progress of all four ongoing routes is currently on schedule. Construction resumed on all routes as early as January 8th. However, the project is facing difficulties regarding land acquisition at intersections and discontinuous land handover. In some cases, households that have not yet been relocated are interspersed within sections where land has already been cleared. Furthermore, on routes 1, 2, and 5, the technical infrastructure (electricity, water, telecommunications) running along or across the routes has not yet been relocated, significantly impacting construction. For the land already handed over, the Board has directed and urged the construction units to mobilize maximum manpower and equipment to accelerate progress. Regarding the remaining residential land, the Board has also requested local authorities to cooperate and expedite land clearance, ensuring early handover to meet the planned schedule.
One key project that the province is directing with determination to complete and put into use in 2025 is the coastal road project.
Mr. Bui Chau Binh, Head of Project Management Department, Provincial Project Management Board for Investment and Construction of Transport Works, said: The project has just been approved by the Prime Minister for adjustment of investment policy in Decision No. 192/QD-TTg, dated January 20, 2025. Accordingly, the total investment of the project is over 4,800 billion VND, including 1,100 billion VND from the central budget; nearly 2,650 billion VND from the local budget and other legally mobilized capital sources; and nearly 1,090 billion VND from the BOT investor. The contractor is making efforts to organize construction, with the construction work reaching over 80% of the volume according to the project's technical design documents. Of these, the bridge sections along the route have been basically completed, with some remaining items such as railings, lighting, bridge deck surfacing, and foundation abutments currently under construction. The road section has been constructed with K90 sand filling for 29.9/30.37km, K95 sand filling for 26.4/30.37km, K98 sand filling for 18.77/30.37km, lower layer crushed stone aggregate laying for 17.57/30.37km, and upper layer crushed stone aggregate laying for 4.5/30.37km.
Mr. Vu Van Toan, in charge of construction at Phuong Anh Investment Construction and Trading Co., Ltd., said: To meet the project's progress requirements after the investment policy adjustment was approved, starting from January 6th, the project contractor, Phuong Anh Investment Construction and Trading Co., Ltd., mobilized manpower, vehicles, materials, and machinery to urgently carry out construction along the entire route.
Construction of the Binh Thanh - Hong Tien dike project is underway.
Mr. Nguyen Trong Vinh, Director of the Provincial Project Management Board for Investment and Construction of Transportation Projects, stated: As the unit assigned by the Provincial People's Committee to be the investor for transportation construction projects in the province, the Project Management Board has focused all resources on effectively managing the investment projects assigned by the Provincial People's Committee, ensuring the quality and progress of the projects, and contributing to the socio-economic development of the province. In 2025, the crucial year for completing socio-economic development targets according to the Resolution of the Provincial Party Congress for the 2020-2025 term, the Project Management Board will continue to effectively manage investment and construction projects for transportation infrastructure development assigned by the Provincial People's Committee. From January 6th to 8th, all contractors working on other key projects such as the Southern Ring Road of Thai Binh City, the road from the city to Sa Cao Bridge, etc., simultaneously commenced work on the items according to the planned schedule and progress. At construction sites for transportation projects throughout the province, investors and contractors are focusing on mobilizing manpower, equipment, and machinery to commence construction immediately after the Lunar New Year with the goal of ensuring timely completion and quality, and putting the projects into use as soon as possible, effectively serving the socio-economic development of the province.
