Quang Ninh province is actively working to resolve difficulties and obstacles for many key projects outside the state budget. The ultimate goal is to bring these projects into implementation and construction as soon as possible, aiming to attract more private investment resources, boost economic growth in 2025, and create new development opportunities in the era of national progress.

According to the Provincial People's Committee report, the province is currently focusing on resolving difficulties for approximately 8 key projects outside the budget and 2 projects under the public-private partnership model (Ha Long Green Complex Urban Area Project; Van Ninh General Port Project Phase 1; Quang Ninh LNG Gas Power Plant Project; Ha Long Ocean Park Project; Quang Hanh High-Class Hot Spring Resort Project; High-Class Complex Tourism Service Area Project in Van Don Economic Zone…) along with a series of other projects from many strategic investors of the province, such as BIM Group, Vingroup, and Sun Group .

These projects all have large investment capital; however, due to difficulties and obstacles caused by objective reasons, they have not yet met the requirements set by the province or the investors.

Mr. Nguyen Minh Son, Director of the Department of Agriculture and Environment, said: "In recent years, land policies and mechanisms have been constantly adjusted and changed, making it difficult for localities to finalize plans, appraise land prices, develop compensation and resettlement plans, and procure leveling materials for project construction. Now that the amended Land Law has come into effect, following the province's directives, the department is gradually advising and proposing to the Provincial People's Committee solutions to address the challenges for each specific project, ensuring that these projects are implemented synchronously as soon as possible, contributing to the promotion of local socio-economic development."

The Ha Long Green complex urban project, invested by Vingroup and Vinhomes Joint Stock Company, is being built on a land area of ​​over 4,100 hectares, encompassing parts of Ha Long City and Quang Yen Town. The total investment is projected at 232,369 billion VND. To date, the project still faces difficulties regarding the supply of leveling materials, land lease rates, land clearance, adjustments to detailed and zoning plans, and technical design appraisal.

Faced with the aforementioned difficulties and obstacles, and to avoid prolonged project interruptions that would waste investment resources from businesses and investors, in recent meetings of the Provincial Party Committee and the Provincial People's Committee, provincial leaders have decisively directed efforts to resolve the aforementioned "bottlenecks." Regarding the obstacles related to landfill material quarries, following the directives of the Provincial Party Committee and the Provincial People's Committee, relevant departments, agencies, and localities involved in the project are focusing on closely adhering to the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 80/QD-TTg (dated February 11, 2023), to allocate landfill material quarries to serve the project. This includes considering the option of utilizing mine waste materials from coal mining units in the province. Currently, the investor is actively finalizing the plan for exploiting and utilizing mine waste rock in the Dong Trieu area, with an estimated volume of approximately 7-8 million m³.   to proceed with the earthworks; and at the same time, continue to coordinate with relevant departments and agencies to research and find other suitable sources of earthworks materials.

The Van Ninh General Port Project, Phase 1 (Mong Cai City), invested by Van Ninh International Port Joint Stock Company, is also facing difficulties and obstacles during construction, mainly related to adjustments to the investment policy, adjustments to the design solutions from the access road, and adjustments to the detailed planning to add the area for the embankment of the access road to the port.

According to the Provincial Economic Zone Management Board, under the direction of the Provincial Party Committee and the Provincial People's Committee, the difficulties have now been resolved through a unified plan by the relevant departments and agencies. It is expected that from now until May 2025, support and cooperation will be provided to the investor in adjusting the basic design, environmental procedures, and obtaining construction permits for the access road to the port.

Currently, the investor is focusing machinery on constructing various project components, such as: dredging, pumping sand into Geotube bags, and leveling the beach in the first phase; constructing the pier in the first phase; constructing and installing the 560kVA/0.4kV transformer station and energizing it; constructing the superstructure of the pier, constructing the embankment for bank protection, etc.   We are committed to completing the items that meet the construction requirements as soon as possible, striving to bring the entire project into operation and exploitation in 2026, in accordance with the provincial directives.
