The Prime Minister issued the order to start construction and inaugurate 80 key projects and works.

The Prime Minister affirmed that the commencement and inauguration of key socio -economic projects demonstrate the will and determination of the Party and the State in creating new development spaces and promoting growth.

On the morning of April 19th, at the central location of Terminal 3, Tan Son Nhat International Airport, Ho Chi Minh City, Prime Minister Pham Minh Chinh presided over the groundbreaking and inauguration ceremonies for 80 key national projects and major projects nationwide to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).

The groundbreaking and inauguration ceremonies were held live at the main venue, Terminal 3, Tan Son Nhat Airport, and streamed online to 79 locations in 34 provinces and cities nationwide; they were also broadcast live on VTV1, Vietnam Television.

Former Presidents Nguyen Minh Triet and Truong Tan Sang participated via video link.

Attending the meeting via video link were members of the Politburo: Standing Deputy Prime Minister Nguyen Hoa Binh; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; other members of the Politburo and Secretaries of the Central Committee; former members of the Politburo and former Secretaries of the Central Committee; Deputy Prime Ministers; Ministers and leaders of ministries, departments, and agencies; and leaders of provinces and centrally-administered cities.

A historic event in infrastructure development.

According to the Ministry of Construction at the event on April 19th, 80 projects were commenced or inaugurated, with a total investment of approximately over 445,000 billion VND, of which 305,000 billion VND was for projects started and 140,000 billion VND was for projects inaugurated. State budget capital accounted for 185,000 billion VND; non-state budget capital accounted for 260,000 billion VND.

Among them, there are 40 projects in the transportation sector; 12 industrial and civil construction projects, 12 education projects, 9 socio-cultural projects, 5 community health projects, and 2 irrigation projects.

At the event, leaders of ministries, sectors, and localities expressed joy, pride, and satisfaction, stating that the simultaneous commencement and inauguration of 80 projects and works on this occasion is a series of historical events; a testament to the aspiration for development and the will and determination of the Party, State, and people to build a prosperous, civilized, and modern country.

This event marks a significant leap forward for Vietnam after 50 years of complete reunification; it demonstrates the value of sacrifice, the meaning of peace, independence, and freedom; and it further strengthens the resolve and determination in the cause of building and protecting the socialist Vietnamese Fatherland, transforming glorious past achievements into a driving force to fulfill its historical mission in the new era.

Speaking at the event, Prime Minister Pham Minh Chinh affirmed that the simultaneous commencement and inauguration of 80 important national socio-economic infrastructure development projects in 34 provinces and cities across the country is a historic event, thanks to the efforts of the entire political system under the leadership of the Party. He expressed gratitude to the late General Secretary Nguyen Phu Trong, the leaders of the Party and State, and the concerted efforts of the entire political system, the Party, the army, and the people in promoting socio-economic infrastructure development.

Prime Minister Pham Minh Chinh emphasized that the nation's aspiration for independence, freedom, and peace has become a reality, culminating in the historic Ho Chi Minh Campaign and the Great Victory of Spring 1975 50 years ago, completely liberating the South and unifying the country; fulfilling the long-held dreams of everyone after many years of heroic and resilient resistance and nation-building; sacrifices and losses, but also full of pride and honor.

The past 50 years, under the glorious banner of the Party's 95-year history and 80 years of national construction and defense, have proven that "Our Party has continuously matured and become even greater, our country has continuously grown stronger and more self-reliant, and the material and spiritual lives of the people have continuously improved. It can be affirmed that we have achieved tremendous achievements of historical significance, and 'our country has never before possessed such a foundation, potential, position, and international prestige as it does today.'"

The Prime Minister stated that the Resolution of the 13th National Congress of the Party clearly outlined a specific goal: "By 2025, commemorating the 50th anniversary of the complete liberation of the South and the reunification of the country: to be a developing country with a modern industrial sector, surpassing the lower-middle income level."

To achieve that goal, one of the three strategic breakthroughs identified is: "Building a synchronous and modern infrastructure system for both economic and social aspects; prioritizing the development of a number of key national transportation projects that adapt to climate change; focusing on developing information and telecommunications infrastructure, creating a foundation for national digital transformation, and gradually developing a digital economy and digital society."

From the very beginning of this term, the Government and the Prime Minister have directed all levels, sectors, and localities to focus on implementing the Resolution of the 13th National Congress of the Party, especially striving to successfully achieve the two 100-year strategic goals: 100 years since the founding of the Party, aiming to become a developing country with modern industry and high middle income by 2030; and 100 years since the founding of the nation, aiming to become a developed country with high income by 2045.

Our Party has identified one of the key solutions to accomplishing the aforementioned tasks as focusing resources on completing a comprehensive and modern strategic socio-economic infrastructure, using public investment to lead private investment, and activating and unlocking all resources for national development.

In line with the Party's policy, the Government and ministries, sectors, and localities have decisively directed and concentrated resources to remove all bottlenecks and overcome all difficulties and challenges to complete key projects early in 2025, such as: basically completing Phase I of Long Thanh International Airport; Noi Bai Terminal T3; Gia Binh Airport (Bac Ninh); Hanoi National Exhibition Center; completing and putting into operation over 3,000km of expressways stretching across all regions of the country; national databases, digital infrastructure, social infrastructure, health, education, and sports infrastructure; accelerating the commencement of the Lao Cai-Hanoi-Hai Phong railway project, Hanoi-Vientiane expressway, Nam Dinh-Thai Binh-Hai Phong expressway, Gia Nghia (Dak Nong)-Chon Thanh (Binh Phuoc) expressway; Can Gio and Lien Chieu seaports; Construction of the North-South high-speed railway line is expected to begin at the end of 2026…

The Prime Minister stated that among the 80 major and key projects and works that were started or inaugurated on this occasion, 47 projects included: 5 expressway projects with a total length of 227km completed/opened to traffic, bringing the total length of expressways in operation nationwide to 2,268km; the Krong Pach Thuong reservoir (Dak Lak) serving irrigation for over 14,000 hectares and providing water for more than 100,000 households; the Military-Civilian Medical Center in Con Dao district, the Hoc Mon regional general hospital, and the commissioning of several educational, medical, and cultural facilities.

In particular, the T3 passenger terminal at Tan Son Nhat International Airport was completed and put into operation just in time for a major national holiday, two months ahead of schedule.

In addition, 33 new projects were started, including the multi-level interchange between Ring Road 3.5 and Thang Long Boulevard in Hanoi; component projects 1 and 2 of Ring Road II in Ho Chi Minh City; Terminal T2 of Dong Hoi Airport (Quang Binh); upgrading and expanding Ca Mau Airport; Ninh Binh-Hai Phong Expressway; AEON Hai Duong Shopping Center; Phase III of Thai Nguyen University construction project; Ca Mau General Hospital; infrastructure of Tran De Industrial Park; Can Gio reclaimed land urban area (Ho Chi Minh City); and several social housing and resettlement areas in Vinh Phuc, Ha Nam, Long An, Vinh Long, and Dong Nai provinces.

The Prime Minister affirmed that these key socio-economic projects, both commenced and inaugurated, are all important projects with strategic significance, reflecting the will and determination of the Party, the State, ministries, localities, and businesses in creating new development spaces, laying the foundation to promote the country's socio-economic growth and development, ensuring social welfare, national security and defense, continuously improving people's lives, and providing a solid foundation for the country to enter an era of strong development.

The Prime Minister expects these to be important projects, "symbolic" projects that will contribute to positioning Vietnam's image as "Independence - Peace - Unity - Self-reliance - Happiness - Prosperity - Civilization - Abundance" on the world map; the ultimate goal being to bring happiness and prosperity to the people.

Emphasizing the particularly important significance in many aspects—economic, political, social, security and defense, and international integration—from the commencement and inauguration of these 80 projects, the Prime Minister pointed out "six valuable lessons learned" in achieving socio-economic development goals in general and strategic infrastructure development in particular.

Among these factors is the correct leadership of the Party and the close guidance and management of all levels, sectors, and localities with the spirit of: having foresight, thinking deeply, and doing things on a grand scale; thinking must be clear, determination must be high, effort must be great, action must be decisive, effective, focused, and prioritized; each task must be completed thoroughly, and each task must be done properly.

Mobilizing the strength of national unity and the combined strength of the entire political system with the spirit of "unity from top to bottom, seamless coordination from top to bottom," and securing the support and participation of the people and businesses. With the motto: The Party has directed, the Government has agreed, the National Assembly has consented, the people have supported, and the nation expects – let's only discuss action, not retreat.

Strengthening coordination and cooperation among forces; between levels, sectors, agencies, units, and localities; between the State and the people; and between state-owned enterprises and private enterprises ensures scientific and effective results. Each entity strives to contribute to the nationwide effort with the spirit of "Sharing, listening, understanding, working together, enjoying together, winning together, developing together, and sharing joy, happiness, and pride."

Promoting decentralization and delegation of power, coupled with resource allocation and enhanced implementation capacity for localities, while simultaneously strengthening inspection, supervision, encouragement, criticism, timely and accurate handling, and rewarding. Fostering self-reliance, self-improvement, and self-confidence through one's own efforts; daring to think, daring to act, being proactive and timely, without waiting or relying on others. Together, promoting the growth and maturity of domestic enterprises, making them more confident in this new phase of development.

Focus on removing institutional barriers, striving to eliminate cumbersome administrative procedures, and creating motivation, inspiration, and confidence for the implementing entities. During the implementation process, ensure that assignments are clearly defined: "clear person, clear task, clear responsibility, clear timeline, clear output, clear authority"; to facilitate "easy monitoring, easy evaluation, and easy follow-up."

During the implementation of key national projects, we build and launch vibrant patriotic emulation movements, arousing national pride and creating an enthusiastic work atmosphere with the highest sense of responsibility: "All for the benefit of the nation, the people, and the development of the country"; promptly encourage, reward, publicize, and highlight good examples and good deeds on construction sites, mobilize the people, and create consensus and unity in implementing the projects.

Prime Minister Pham Minh Chinh stated that the commencement and inauguration of these projects today play a very significant role and have great importance in connecting within provinces and regions; between regions, provinces, countries, and internationally, promoting socio-economic development of localities in particular and the country in general.

With the spirit of "striving harder; uniting even more; being more determined; and being more effective" to maximize the investment efficiency of projects, the Prime Minister requests ministries, localities that are the managing agencies of the projects, and investors to urgently organize the operation and exploitation to maximize investment efficiency.

Local authorities are directing agencies and units to continue caring for the material and spiritual lives of the people, especially those families who have given up land for the project, ensuring that people have better living conditions and can settle down and make a living; making the most of the advantages of the projects to plan and develop new spaces to promote inclusive and comprehensive socio-economic development of the locality; leaving no one behind.

For construction projects and works starting during this period, the Prime Minister instructed investors and contractors to urgently mobilize equipment and personnel to immediately implement construction projects, striving to complete them ahead of schedule, ensuring quality, avoiding cost overruns, and bringing them into operation as soon as possible to maximize investment efficiency.

Local authorities are focusing on land clearance; guiding investors and contractors to quickly resolve procedures related to material quarries and waste disposal so that projects can be proactively implemented according to plan and objectives.

The Prime Minister noted that during the project implementation process, "3 yes, 2 no" must be followed. The "3 yes" means benefiting the State, the people, and businesses; the "2 no" means no corruption or negative practices, and no loss or waste of public assets, effort, or money.

Local authorities should pay more attention to the development of social housing; strive to realize the goal of building 1 million social housing units before 2030; and basically complete the program to eliminate temporary and dilapidated houses by 2025 so that all citizens can enjoy the joy of having a home, a stable and decent place to live, and a secure livelihood.

The Prime Minister urged every individual and entity involved in the project to always enhance their sense of responsibility towards their work, their sector, and even more so towards the people and the nation; to innovate their thinking, approach, and methods to successfully complete their tasks, contributing to the timely implementation of projects, ensuring quality, safety, and environmental protection, with the spirit of "all for the happiness and well-being of the people, for the strength and prosperity of the country."

The Prime Minister affirmed that the completion of strategic infrastructure projects is of great importance to celebrate the Party Congresses at all levels, leading up to the 14th National Party Congress, as well as major national holidays and events in 2025, such as: the 95th anniversary of the founding of the Party, the 50th anniversary of the liberation of the South and national reunification, the 135th anniversary of the birth of President Ho Chi Minh, the 80th anniversary of the People's Public Security Force, the 80th anniversary of the founding of the nation… These will be the foundations and levers contributing to the country's continued rapid and sustainable development.

Analyzing the global and domestic context; with the spirit of striving to "turn crisis into opportunity," "being proactive, shrewd, and flexible to change the situation and reverse the circumstances"; with the motto "discipline and responsibility, proactive and timely action, accelerated creativity, and sustainable effectiveness," the Prime Minister believes that with the wisdom and resilience of Vietnam, tested and forged through thousands of years of history in nation-building and national defense, it will continue to shine to lead our country to new heights, achieving even greater achievements in the era of striving for prosperity, civilization, and flourishing, standing shoulder to shoulder with the great powers of the world, as the beloved President Ho Chi Minh always wished during his lifetime.

Inspired by the "swift and bold" spirit of the historic April days of 1975, Prime Minister Pham Minh Chinh officially announced, along with delegates at the central location and other locations nationwide, the groundbreaking and inauguration ceremonies for 80 key national projects, major and important projects of the Central Government and localities across the country in 2025.
