The Prime Minister affirmed that the commencement and inauguration of key socio-economic projects demonstrate the will and determination of the Party and State in creating a new development space and promoting growth.
On the morning of April 19, at the central bridge point of Terminal T3, Tan Son Nhat International Airport, Ho Chi Minh City, Prime Minister Pham Minh Chinh presided over the groundbreaking and inauguration ceremony of 80 key national projects and major works nationwide to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).
The groundbreaking and inauguration ceremony was held live at the main bridge point of Terminal T3, Tan Son Nhat Airport, online to 79 bridges in 34 provinces and cities nationwide; broadcast live on VTV1 channel of Vietnam Television.
Former Presidents Nguyen Minh Triet and Truong Tan Sang attended the conference points.
Also attending at the bridge points were Politburo members: Permanent Deputy Prime Minister Nguyen Hoa Binh; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Politburo members, Secretaries of the Party Central Committee; former Politburo members, former Secretaries of the Party Central Committee; Deputy Prime Ministers; Ministers, leaders of ministries, departments, branches; leaders of provinces and centrally-run cities.
Historic event in infrastructure development
According to the Ministry of Construction at the event on April 19, 80 projects were started and inaugurated, with a total investment capital of more than 445,000 billion VND, of which the total capital for starting construction was 305,000 billion VND, the total capital for inaugurated projects was 140,000 billion VND. State budget capital was 185,000 billion VND; non-budget capital was 260,000 billion VND.
Of these, there are 40 projects in the transport sector; 12 industrial and civil construction projects, 12 educational projects, 9 cultural-social projects, 5 public health projects and 2 irrigation projects.
At the event, leaders of ministries, branches and localities were happy, joyful and proud, saying that the simultaneous commencement and inauguration of 80 projects and works on this occasion was a series of historic events; an achievement, a testament to the aspiration for development, demonstrating the will and determination of the Party, State and people to build a rich, civilized and modern country.
The event marked a remarkable development step of Vietnam after 50 years of complete unification; showed the value of sacrifice, the meaning of peace, independence, and freedom; added strength and determination in the cause of building and defending the socialist Fatherland of Vietnam, turning the glorious achievements of the past into the driving force to complete the historical mission in the new era.
Speaking at the event, affirming that the simultaneous groundbreaking and inauguration of 80 important and key national socio-economic infrastructure development projects and works in 34 provinces and cities across the country is a historic event, thanks to the efforts of the entire political system, under the leadership of the Party, Prime Minister Pham Minh Chinh expressed his gratitude to the late General Secretary Nguyen Phu Trong, the Party and State leaders, and the joint efforts of the entire political system, the entire Party, the entire army, and the entire people in promoting socio-economic infrastructure development.
Prime Minister Pham Minh Chinh emphasized that the aspiration for independence, freedom and peace of the entire nation has become a reality, culminating in the historic Ho Chi Minh Campaign and the Great Victory in Spring 1975 50 years ago, completely liberating the South and unifying the country; making everyone and every family satisfied after many years of heroic and resilient resistance and nation-building; sacrifice, loss but full of pride and honor.
The journey of the past 50 years, under the glorious flag of 95 years of the Party, 80 years of building and defending the country, has proven that "Our Party has continuously grown and become greater, our country has continuously grown stronger and more self-reliant, the material and spiritual life of the people has continuously improved. It can be affirmed that we have achieved great achievements of historical significance, "our country has never had the foundation, potential, position and international prestige as today."
The Prime Minister said that the Resolution of the 13th National Party Congress clearly stated the specific goal: "By 2025, the 50th anniversary of the complete liberation of the South and national reunification: to be a developing country with modern industry, surpassing the low-middle income level."
To achieve that goal, one of the three strategic breakthroughs identified is: "Building a synchronous and modern infrastructure system in both economic and social aspects; prioritizing the development of a number of key national projects on transportation, adapting to climate change; focusing on developing information and telecommunications infrastructure, creating a national digital transformation platform, gradually developing the digital economy and digital society."
Right from the beginning of this term, the Government and the Prime Minister have directed all levels, sectors and localities to focus on implementing the Resolution of the 13th National Party Congress, especially striving to successfully achieve the two 100-year strategic goals: 100 years of the Party's founding, striving to become a developing country with modern industry and high average income by 2030; 100 years of the country's founding, by 2045 becoming a developed country with high income.
Our Party has identified one of the important solutions to carry out the above tasks as focusing resources, completing a synchronous and modern strategic socio-economic infrastructure, using public investment to lead private investment, activating and unleashing all resources to develop the country.
Implementing the Party's policy, in recent times, the Government and ministries, branches and localities have resolutely directed and focused resources, removed all bottlenecks, resolved all bottlenecks, overcome all difficulties and challenges to complete key projects early in 2025 such as Basically completing Long Thanh International Airport Phase I; Noi Bai Terminal T3; Gia Binh Airport (Bac Ninh); Hanoi National Exhibition Center; completing and putting into operation over 3,000km of expressways stretching across all regions of the country; national databases, digital infrastructure, social infrastructure, healthcare infrastructure, education, sports, etc.; accelerating the commencement of the Lao Cai-Hanoi-Hai Phong Railway Project, Hanoi-Vientiane Expressway, Nam Dinh-Thai Binh-Hai Phong Expressway, Gia Nghia (Dak Nong)-Chon Thanh (Binh Phuoc) Expressway; Can Gio and Lien Chieu seaports; The North-South high-speed railway is expected to start construction in late 2026…
The Prime Minister said that among the 80 major and key projects and works that were started and inaugurated on this occasion, there were 47 works such as: 5 expressway projects with a length of 227km completed/opened to traffic, bringing the total length of expressways put into operation nationwide to 2,268km; Krong Pach Thuong reservoir (Dak Lak) serving irrigation for over 14,000ha and providing domestic water for over 100,000 households; Con Dao District Military-Civilian Medical Center, Hoc Mon Regional General Hospital and putting into use a number of educational, medical and cultural works.
Notably, Passenger Terminal T3 of Tan Son Nhat International Airport was completed and put into operation on the occasion of an important national holiday, 2 months ahead of schedule.
Along with that, 33 new projects were started such as the Differential Intersection between Ring Road 3.5 and Thang Long Avenue, Hanoi City; component projects 1, 2 of Ring Road II of Ho Chi Minh City; Terminal T2 of Dong Hoi Airport (Quang Binh); upgrading and expanding Ca Mau Airport; Ninh Binh-Hai Phong Expressway; AEON Hai Duong Commercial Center; Thai Nguyen University Construction Investment Project Step III; Ca Mau General Hospital; infrastructure of Tran De Industrial Park; Can Gio sea encroachment urban area (Ho Chi Minh City); some social housing and resettlement areas in Vinh Phuc, Ha Nam, Long An, Vinh Long, Dong Nai provinces.
The Prime Minister affirmed that the key socio-economic projects that have been started and inaugurated are all important projects of strategic significance, demonstrating the will and determination of the Party, State, ministries, branches, localities and enterprises in creating new development spaces, creating a foundation to promote the country's socio-economic growth and development, ensuring social security, security and defense, constantly improving people's lives, and being a solid foundation for the country to enter an era of strong development.
The Prime Minister hopes that these will be important projects, "symbolic" projects that contribute to positioning the image of Vietnam as "Independence - Peace - Unity - Self-reliance - Happiness - Prosperity - Civilization - Prosperity" on the world map; the ultimate goal is to bring happiness and prosperity to the people.
Implement projects with the spirit of "speed and boldness"
Emphasizing the special significance in many aspects of economy, politics, society, security - defense and international integration from the groundbreaking and inauguration of these 80 works and projects, the Prime Minister pointed out "6 valuable lessons" in implementing socio-economic development goals in general and strategic infrastructure development in particular.
Among them, there is the correct leadership of the Party and the close direction and management of all levels, sectors and localities with the spirit: Looking far and wide, thinking deeply and doing big things; ideology must be clear, determination must be high, efforts must be great, actions must be drastic, effective, focused, key points, doing each task thoroughly, doing each task properly.
Mobilizing the strength of national solidarity, the combined strength of the entire political system with the spirit of "unanimity from top to bottom, clarity from top to bottom", seeking the support and participation of the people and businesses. With the motto: The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects - only discuss action, not retreat.
Strengthening the coordination and collaboration between forces; between levels, sectors, agencies, units, and localities; between the State and the people; between State enterprises and private enterprises to ensure science and efficiency. Each subject strives and tries so that the whole country can strive together with the spirit of "Sharing, listening, understanding, working together, enjoying together, winning together, developing together, and having joy, happiness and pride together."
Promote decentralization and delegation of power along with resource allocation, improve implementation capacity for localities; along with strengthening inspection, supervision, urging, encouragement, criticism, handling, and timely and accurate rewards. Promote self-reliance, self-reliance, and confidence in rising from one's own hands and brains; dare to think, dare to do, be proactive, timely, and not wait or rely on others. Together promote domestic enterprises to grow stronger, become more mature, and be more confident in the new development stage.
Focus on removing institutional barriers, making efforts to cut out cumbersome administrative procedures, creating motivation, inspiration, and trust for implementing entities. During the implementation process, the assignment must ensure 6 clarity: "clear people, clear work, clear responsibilities, clear progress, clear products, clear authority"; to "make it easy to check, easy to evaluate, easy to urge."
In the process of implementing key national projects, building and launching patriotic emulation movements, arousing national pride, creating an enthusiastic working atmosphere, with the highest sense of responsibility: "All for the benefit of the nation, the people, for the development of the country"; promptly encouraging, rewarding, propagating, portraying good people and good deeds on the construction site, mobilizing people, creating consensus and unanimity to implement projects.
Prime Minister Pham Minh Chinh said that the groundbreaking and inauguration of the works and projects today play a very important role and significance in connecting within the province, within the region; inter-regional, inter-provincial, inter-national, international, promoting the socio-economic development of localities in particular and the country in general.
With the spirit of "having tried, we must try harder; having united, we must be even more united; having determined, we must be even more determined; having been effective, we must be even more effective" to promote the investment efficiency of projects, the Prime Minister requested ministries, branches, localities that are the project management agencies and investors to urgently organize operations and exploitation to maximize investment efficiency.
Localities direct agencies and units to continue to care for the material and spiritual lives of people, especially families who have given up land for the project, ensuring that people have better living conditions and can settle down; make the most of the advantages of the projects to plan and develop new spaces to promote local socio-economic development in an inclusive and comprehensive manner; leaving no one behind.
For works and projects starting this time, the Prime Minister directed investors and contractors to urgently mobilize equipment and human resources to immediately implement the projects, striving to complete ahead of schedule, ensure quality, avoid capital overruns, put them into operation soon, and promote investment efficiency.
Localities focus on site clearance; guide investors and contractors to quickly resolve procedures regarding material mines and waste dumping to proactively implement projects on schedule and according to goals.
The Prime Minister noted that during the project implementation process, "3 yeses and 2 noes" must be implemented, in which "3 yeses" are beneficial to the State, beneficial to the people, beneficial to businesses; "2 noes" are no corruption, negativity, and no loss or waste of people's assets, efforts, and money.
Localities should pay more attention to the development of social housing; strive to realize the policy of building 1 million social houses before 2030; basically complete the program of eliminating temporary and dilapidated houses by 2025 so that all people can enjoy the joy of having a house, a stable and spacious place to live and work.
The Prime Minister called on each individual and each subject participating in the project to always raise their sense of responsibility for their work, for the industry, and even more so for the people and the Fatherland; to innovate their thinking, ways of thinking, and ways of doing things to successfully complete their tasks, contributing to the implementation of projects on schedule, ensuring quality, safety and the environment, with the spirit of "all for the happiness and prosperity of the people, for the strength and prosperity of the country."
The Prime Minister affirmed that the completion of strategic infrastructure projects is of great significance to celebrate Party Congresses at all levels, towards the 14th National Party Congress, as well as major holidays and important events of the country in 2025, such as: the 95th anniversary of the Party's founding, the 50th anniversary of the liberation of the South, the reunification of the country, the 135th anniversary of President Ho Chi Minh's birthday, the 80th anniversary of the People's Public Security's traditional day, the 80th anniversary of the founding of the country... These will be the fulcrums and levers contributing to the country's continued rapid and sustainable development.
Analyzing the context of the world and domestic situation; with the spirit of making great efforts to "turn danger into opportunity", "proactive, clever, flexible to change the state, turn the situation around"; with the motto of "discipline, responsibility, timely initiative, accelerated creativity, sustainable efficiency," the Prime Minister believes that with the Vietnamese intelligence and mettle that has been tested and forged through thousands of years of history of building and defending the country, we will continue to shine to bring our country to new heights, achieving even greater achievements in the era of rising up, developing richly, civilizedly, prosperously, standing shoulder to shoulder with the world powers as beloved President Ho Chi Minh always wished.
