On the morning of December 19th, the People's Committee of Hue City, in coordination with the consortium of Cotana Group JSC, Telin Group JSC, and Cotana Capital Investment and Real Estate Development JSC, held a groundbreaking ceremony for the social housing project - OXH2 high-rise apartment building, part of the Thuy Van Complex Project Phase 2, An Van Duong New Urban Area (Vy Da Ward, Hue City).

Attending the groundbreaking ceremony were Party Central Committee member, Chairman of the People's Council, and Head of the National Assembly Delegation of the city, Le Truong Luu; Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, Nguyen Khac Toan; representatives of the Standing Committee of the City Party Committee; and leaders of departments, agencies, and local governments.
The social housing project - OXH2 high-rise apartment complex, invested by Cotana Capital Investment and Real Estate Development Joint Stock Company (representing the consortium), is built on an area of over 2 hectares, comprising 4 high-rise apartment buildings with nearly 700 apartments, and a total investment of approximately 420 billion VND. Upon completion, the project is expected to meet the housing needs of about 1,300 residents, significantly contributing to the social housing fund in the city.
The project is planned comprehensively within the overall Ecogarden ecological urban area - Thuy Van complex phase 2, with a complete technical infrastructure system, modern and safe living space, connected with amenities such as community centers, parking lots, gardens, green spaces, children's playgrounds, and outdoor sports areas. This is expected to continue the success of the OXH1 social housing area, gradually forming high-quality social housing areas that align with the city's ecological, heritage, and cultural urban development orientation.
Speaking at the ceremony, Vice Chairman of the Hue City People's Committee Phan Quy Phuong emphasized: The implementation of the OXH2 social housing project is of great importance in the sustainable urban development process of Hue City, contributing to the realization of major policies of the Party, State and Government on social housing development, especially the plan to invest in the construction of at least 1 million social housing units in the 2021-2030 period. At the same time, the project clearly demonstrates the orientation of urban development associated with ensuring social security, creating conditions for low-income people, workers, and laborers to access stable and safe housing.

The leaders of Hue City requested that departments, agencies, and local authorities continue to uphold their sense of responsibility, coordinate closely, and promptly provide support and favorable conditions regarding procedures and policies to ensure the project is implemented in accordance with regulations. At the same time, they requested that the consortium of investors focus resources and organize construction to ensure safety, quality, and timely completion, so that the project can be put into operation and use as soon as possible, meeting the increasingly urgent need for social housing for the people.
The groundbreaking ceremony for the social housing project - OXH2 high-rise apartment building - is one of the city's key social housing projects, contributing to the sustainable development of the new An Van Duong urban area, and affirming the city's determination to care for social welfare and improve the quality of life for its people.
Earlier that day, the social housing project "The Hue Vista," located in the Eastern Urban Area, Thuy Duong - Thuan An road, in Zone E of the An Van Duong New Urban Area (commercial name: BGI Diamondbay), officially commenced construction.
Attending the groundbreaking ceremony were Party Central Committee member and City Party Secretary Nguyen Dinh Trung; representatives of the City Party Standing Committee; and leaders of departments, agencies, and local governments.
The project is invested by a joint venture between IUC Group JSC, Nam Mekong Group JSC, and BGI Group, covering an area of 16,621.6 m². The project comprises 600 apartments in three buildings (VG1, VG2, VG3), each 9 stories high, with a total investment of approximately 634 billion VND. Upon completion, the project will contribute to addressing the housing needs of low-income residents and promote sustainable urban development in the locality.

Speaking at the groundbreaking ceremony, Mr. Tran Huu Thuy Giang, Vice Chairman of the City People's Committee, emphasized that in implementing the Government's "Investment in the construction of at least 1 million social housing units" project, the city's leaders have determined that developing social housing is a key task to realize the dream of "settling down and making a living" for workers, ensuring that no one is left behind in the urbanization process. The project being launched today is an important piece in realizing that determination, and at the same time, contributes to solving housing needs and improving the urban landscape in the An Van Duong area.
To ensure the project is completed on schedule and to the required quality standards, the Vice Chairman of the City People's Committee requested that the investor focus all available human and material resources to ensure the project is completed safely, on time, and to the approved technical standards. Relevant departments and agencies should proactively coordinate, promptly address difficulties, and create the most favorable conditions for the construction process.
The investor's representative committed to strictly adhering to all legal regulations regarding investment, construction, and business of social housing; focusing maximum financial and human resources on construction to ensure absolute safety, environmental hygiene, and urban aesthetics. It is expected that the project will meet all conditions for sale in the first quarter of 2026 and will be handed over to customers in the first quarter of 2027.
