Construction of the North-South high-speed railway to begin before December 31, 2026.

The government has requested relevant ministries, departments, and localities to organize the selection of contractors for the implementation phase of the North-South high-speed railway project, sign contracts, and ensure the conditions for commencement of construction before December 31, 2026.

Regarding the Transport-Oriented Development (TOD) model for high-speed rail stations, based on the proposed location of the high-speed rail stations in their areas, localities should proactively coordinate with the Ministry of Construction to urgently review and adjust the planning of the areas surrounding the railway stations. Simultaneously, they should adjust planning, architectural, technical infrastructure, and social infrastructure indicators (if necessary) to implement land development projects according to the TOD model.

Local authorities are responsible for developing and approving land development projects using the TOD (Transit-Oriented Development) model at high-speed railway stations.

Allocate local budget funds to implement an independent public investment project for compensation, support, and resettlement in accordance with the planning of the area surrounding the railway station, in order to create land for auction to develop the urban area.

The North-South high-speed railway project, with a total investment of over 67 billion USD, received investment approval from the National Assembly in November 2024. The project is expected to be completed in 2035, with state budget funds allocated over approximately 12 years in medium-term public investment plans.

According to the approved plan, the National Assembly allows the project to apply 19 special mechanisms and policies. In terms of scale, it will involve the construction of a new double-track railway line with a 1,435mm gauge, electrified, and a design speed of 350 km/h. The North-South high-speed railway project has a total length of over 1,540 km, starting in Hanoi (Ngoc Hoi station) and ending in Ho Chi Minh City (Thu Thiem station), passing through the territory of 20 provinces and cities.
