In anticipation of the 50th anniversary of the Liberation of Southern Vietnam and the reunification of the country, this morning, the Ministry of Construction , in coordination with Vietnam Television, the People's Committee of Ho Chi Minh City, and 33 provinces and cities nationwide, held a groundbreaking and inauguration ceremony for 80 key national projects and major constructions. Prime Minister Pham Minh Chinh attended the ceremony at the central location in Ho Chi Minh City. Also attending the ceremony at other locations across the country were leaders and former leaders of the Party and State; representatives from ministries, departments, and agencies; and leaders of localities.
The Ha Tinh branch of the ceremony took place at Km479+300 on the North-South Expressway in Thanh Binh Thinh commune, Duc Tho district, with the opening ceremony for the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang sections of the North-South Expressway Eastern section project, phase 2021-2025.
Attending the meeting via video link from Ha Tinh were Deputy Prime Minister Tran Hong Ha; Deputy Minister of Construction Nguyen Tuong Van; and Secretary of the Nghe An Provincial Party Committee Nguyen Duc Trung. Representing Ha Tinh province were Secretary of the Provincial Party Committee Nguyen Duy Lam; members of the Provincial Party Standing Committee; and leaders of the Provincial People's Council and People's Committee.
Party and State leaders, as well as representatives from central and local ministries and agencies, attended the inauguration ceremony at the Ha Tinh location.
Eighty projects were inaugurated and commenced during this period, including 40 transportation projects; 12 industrial and civil construction projects, 12 education projects, 9 socio-cultural projects, 5 community health projects, and 2 irrigation projects. Of these, 47 were inaugurated and 33 projects commenced construction, with a total investment of approximately 445,000 billion VND.
Along with the simultaneous commencement and inauguration of construction projects nationwide, Ha Tinh also witnessed the opening ceremony for two component projects of the North-South Expressway (Eastern section) giai đoạn 2021-2025: Bai Vot - Ham Nghi and Ham Nghi - Vung Ang, invested by the Thang Long Project Management Board, Ministry of Construction. These two projects, which commenced in January 2023, have been completed and officially opened to traffic after more than two years of construction; the main route is expected to be put into operation on April 28, 2025, six months ahead of schedule.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized: The inauguration and commencement of these projects today are of special importance in many aspects, including economics, politics, society, national security and defense, and international integration, contributing to creating an attractive investment environment for businesses, people, and domestic and foreign investors. He commended the officials, civil servants, workers, investors, consulting units, and localities for actively innovating their thinking and working methods, overcoming difficulties, and mobilizing all resources, equipment, and machinery to bring the projects into operation and exploitation effectively. He also thanked the people who voluntarily gave up their land, moved their homes, and relocated places of worship and graves to facilitate the implementation of these projects.

Prime Minister Pham Minh Chinh requested that, for projects inaugurated on April 19th, ministries, sectors, localities, and investors promptly organize operation and exploitation to maximize efficiency; direct agencies and units to continue caring for the material and spiritual lives of the people, especially those families who have given up land for the projects; and make the most of the advantages of the projects to plan and promote socio-economic development of localities.
For newly commenced construction projects, the Prime Minister requested that investors and contractors urgently mobilize manpower and machinery to implement construction, striving to complete projects ahead of schedule, ensuring quality, avoiding cost overruns, and bringing them into operation as soon as possible to maximize investment efficiency. Local authorities need to pay more attention to the development of social housing; striving to realize the goal of building 1 million social housing units before 2030; and basically completing the program to eliminate temporary and dilapidated houses by 2025 so that all citizens can enjoy the joy of having a stable, decent home and a place to live and work.
Delegates performed the ribbon-cutting ceremony, officially opening the two sections of the Bai Vot – Ham Nghi and Ham Nghi – Vung Ang expressways, part of the North-South Expressway Eastern route (2021-2025), for technical traffic at the Ha Tinh bridge point.
At the ceremony, Prime Minister Pham Minh Chinh also issued orders to commence construction, inaugurate, open to traffic, and complete the bridge sections of 80 projects nationwide.
