Helping students in mountainous areas have access to education.
Attending the groundbreaking ceremony were: Leaders of departments and agencies of Son La province; leaders of Phieng Pan commune; representatives of the Son La Provincial Military Command; representatives of the General Corporation 319 - Ministry of National Defense ; and local people and teachers in the commune.
The construction of the Phieng Pan Commune Ethnic Boarding Primary and Secondary School is being undertaken by the Son La Provincial Military Command as the investor. This is one of 13 schools being implemented in Son La province according to Conclusion Notice No. 81-TB/TW of the Politburo on the policy of investing in school construction for border communes.

The commencement of construction of a multi-level school in Phiêng Pằn border commune will contribute to realizing the dream of every child in mountainous, remote, and disadvantaged areas having the opportunity to study and develop in the best possible environment. Furthermore, it will create favorable conditions for students to study and train in a spacious and modern educational environment.
Furthermore, the newly completed multi-level school will have dormitories, a canteen, subject classrooms, a library, and a sports area, creating conditions for comprehensive learning and development. At the same time, it will help students avoid having to travel long distances to school, saving time and effort, especially for students in remote and isolated villages.
It can be said that this project demonstrates the State's deep concern for the children of ethnic minorities, helping them have the opportunity to access education fairly and not be left behind. From there, it opens the door to knowledge and creates motivation for students to nurture their dreams and contribute to the country's development in the future.

Phiêng Pằn commune was established by merging three former communes: Chiềng Lương, Phiêng Pằn, and Nà Ớt (all three communes in Zone III, facing extreme difficulties). With its strategically important location for national defense and security, it shares a 6.89 km border with Nà Tong cluster, Xiềng Khọ district, Hủa Phăn province (Lao People's Democratic Republic).
The commune has a total natural area of over 320 km2, a population of approximately 24,000 people from 5 ethnic groups living together; the general level of education is still low, the lives of the majority of the people are still difficult, and the poverty rate is 21.6%.

Currently, Phiêng Pằn commune has 2 primary schools and 3 combined primary and secondary schools with 33 school locations and 153 classrooms, serving over 4,500 students, including approximately 1,500 boarding students. However, school facilities in many areas are severely dilapidated; most schools lack functional rooms, subject-specific rooms, libraries, playgrounds, boarding facilities, and many teaching equipment...; moreover, the large geographical area of the commune makes commuting and studying difficult for students.
A project reflecting the will of the Party and the aspirations of the people.
Ms. Cam Thi Lang, from Mon II village, Phieng Pan commune, said: "My family has 30 square meters of land for growing sugarcane. When the government promoted and encouraged us to take over the land, I fully supported it and had no objections. I hope the school will be put into operation soon so that our children can study in a more spacious and modern school. That would make us very happy and excited."

According to the design, the Phiêng Pằn Ethnic Boarding Primary and Secondary School is being developed in a modern and comprehensive manner, with 30 classrooms; a dormitory area, subject-specific classrooms, a multi-purpose hall, a library, a sports field, etc., meeting the learning needs of more than 1,000 primary and secondary school students from ethnic minority groups in the border region, with a total investment of 216 billion VND. This project is being constructed by General Corporation 319 – Ministry of National Defense.

Mr. Ha Xuan Liem, Secretary of the Party Committee of Phieng Pan commune, said: "Due to its location bordering the border, with its rugged mountainous terrain and difficult living conditions for the people, the construction of this school will not only provide students with better learning and training opportunities but also contribute to preserving cultural identity and creating a source of future cadres for the locality. This will contribute to strengthening national defense and border security, promoting socio-economic development, poverty reduction, and the preservation of ethnic cultural identity."
“I would like to express my deepest gratitude to the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee of Son La province, and the provincial departments and agencies for their close attention and guidance on the project. In particular, I would like to thank the people of Mon 1 and Mon 2 villages for their consensus, land donation, and support in ensuring the project commenced as planned,” Mr. Liem said.
