Awakening aspirations, Ca Mau determined to become the growth pole of the region

On July 1, 2025, Ca Mau province - after merging its administrative boundaries with Bac Lieu - officially came into operation with a new look, opening up a large development space in the southernmost part of the country.

With a natural area of more than 7,942 km², a population of about 2.6 million people, three sides bordering the East Sea and the Gulf of Thailand, Ca Mau holds a particularly important geopolitical position, is an international trade gateway and a center connecting the Mekong Delta with the world.

The 1st Congress of the Ca Mau Provincial Party Committee, term 2025 - 2030, took place in a context of many international, regional and domestic fluctuations, posing new requirements for mettle, thinking and development aspirations.

With the motto of action "Solidarity - Democracy - Responsibility - Breakthrough - Development", the Congress demonstrates the high determination of the Party Committee and People of the province in making Ca Mau become a growth pole of the region, a center of rapid, sustainable and comprehensive development, entering a new era of development with the whole country.

Overcoming difficulties, affirming the position of the land at the head of the Fatherland

Looking back at the 2020 - 2025 term, Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai affirmed that this is a particularly challenging period, when the whole country in general and the Mekong Delta region in particular are heavily affected by the COVID-19 pandemic, climate change, saltwater intrusion and coastal erosion.

However, with the spirit of solidarity, determination and self-reliance, Ca Mau has overcome adversity to achieve outstanding achievements in many fields.

“Under the leadership of the Party Central Committee and the Government, the Party Committee, government and people of Ca Mau have made great efforts and determined to overcome difficulties to achieve many important and comprehensive results,” emphasized Provincial Party Secretary Nguyen Ho Hai.

Specifically, the work of building and rectifying the Party and the political system has been implemented synchronously and effectively; the organizational apparatus has been consolidated and streamlined, operating effectively and efficiently. The work of planning, training and arranging cadres has been carried out seriously, associated with standardizing the leadership team, especially leaders at all levels.

In the socio-economic field, Ca Mau recorded an average GRDP growth rate of more than 7%/year, with the economic structure shifting in the right direction.

The economic pillars have all developed strongly, such as: Renewable energy has become a key industry with 16 wind power projects with a total capacity of 870.2 MW and more than 2,800 rooftop solar power systems; Seafood processing industry continues to play a key role, with a designed capacity of 500,000 tons/year;

Trade and services developed synchronously, total retail sales of goods and consumer service revenue reached over 800 trillion VND. The work of building new rural areas and sustainable poverty reduction achieved practical results. The rate of poor and near-poor households decreased sharply, and the material and spiritual life of the people improved significantly.

According to Secretary Nguyen Ho Hai, "The results achieved are a testament to the strength of solidarity, the companionship of the people and the business community, as well as the close and timely leadership of the Central Government."

Drawing from leadership practice, Secretary Nguyen Ho Hai said that the Ca Mau Party Committee has drawn five key lessons during the past term:

Firstly, we must be steadfast and resolute in the work of Party building and rectification, maintaining solidarity and unity, and purifying the political system. The leader must have "a heart, a vision, courage and prestige".

Second, promote democracy, strengthen exemplary responsibility, and combine collective leadership with the pioneering role of the head. The government must shift from a management mindset to a mindset of creation and serving the people.

Third, ensure harmony in development, between inheritance and innovation, between economic growth and cultural and human development, between stability and breakthrough.

Fourth, it is necessary to thoroughly grasp the Party's guidelines and policies and the State's laws and policies, and at the same time determine the right direction and goals suitable to local realities.

And finally, it is necessary to promote internal strength, arouse the will of self-reliance and solidarity of the entire people, while proactively mobilizing resources outside the province, attracting investment, and linking regional development.

“If you want to go far, you have to go together. If you want to develop sustainably, you have to nurture aspiration and trust. Ca Mau is doing that - with action, with intelligence and with the consensus of the entire political system,” Mr. Hai shared.

Ca Mau Aspiration 2030 - a breakthrough from vision and determination

After the merger, Ca Mau will have a larger development space, with a strategic position and outstanding potential in the sea, agriculture, renewable energy, aquaculture and eco-tourism. This is a golden opportunity for the province to grow strongly and become a new growth pole of the Mekong Delta.

According to Secretary Nguyen Ho Hai, Ca Mau's aspirations by 2030 are concretized with clear goals: Average GRDP growth rate in the 2026 - 2030 period reaches 10% or more; GRDP per capita reaches over 6,000 USD; Total export turnover reaches about 17 billion USD; Total budget revenue reaches at least 75,000 billion VND.

To realize the above goals, Ca Mau sets out 6 key tasks including: Building a clean and strong Party and political system; Developing the economy quickly and sustainably;

Synchronously deploy key projects; Breakthrough in science, technology, digital transformation and innovation; Improve the quality of education, health, culture and society; Ensure solid national defense and security.

In addition, the province identified three strategic breakthroughs: Institutional breakthrough, improving the investment environment, enhancing the effectiveness of law enforcement; Breakthrough in developing high-quality human resources; Breakthrough in developing synchronous, modern, regionally connected and sea-oriented socio-economic infrastructure.

“Ca Mau strives to become a comprehensively developed and dynamic province by 2030, an important growth pole of the region and the whole country. That is not only an economic goal but also the aspiration to rise up of a heroic, resilient and affectionate land,” Secretary Nguyen Ho Hai affirmed.

Thorough preparation for a successful Congress

Preparations for the 1st Congress of the Ca Mau Provincial Party Committee were carried out seriously and systematically in accordance with the spirit of Directive No. 45-CT/TW of the Politburo. The Ca Mau Provincial Party Committee established sub-committees and working groups with specific assignments and effective operations.

The work of preparing documents has been innovated, focusing on widely collecting opinions from cadres, party members and the people, ensuring democracy, objectivity and strategic vision. Personnel work has been carried out carefully, in accordance with regulations, ensuring continuity and meeting the requirements of innovation.

On September 9, 2025, Working Group No. 1 of the Politburo worked with the Standing Committee of the Ca Mau Provincial Party Committee, giving opinions on draft documents, personnel plans and preparations for the Congress. To date, all contents have been completed, ready for a solemn, safe, economical and effective Congress.

The bustling, solemn atmosphere is spreading throughout the streets and corners in Ca Mau.

“We believe that, with the tradition of solidarity, democracy, setting an example and responsibility, and the new spirit from the 1st Congress, the Ca Mau Provincial Party Committee will seize the opportunity, overcome all challenges, bring the province to comprehensive and sustainable development, confidently entering a new era with the whole country,” Secretary Nguyen Ho Hai expressed.

Ca Mau today is not only the land at the end of the map of the Fatherland, but is also becoming the starting point of Vietnam's aspiration to reach out to the sea. Unifying borders, unifying strength, uniting will - that is the foundation for the province to create a new height of development.

With a strong political stance, innovative thinking, and a desire to contribute continuously, the Party Committee, government and people of Ca Mau are together writing a new story for the southernmost land: An innovative, breakthrough, sustainable Ca Mau - worthy of the trust and love of the Central Government and the people of the whole country.
