From the 1943 Outline on Culture, Resolution of the 5th Central Conference of the 8th term (1998), Resolution No. 33-NQ/TW dated June 9, 2014 on building and developing Vietnamese culture and people to meet the requirements of sustainable national development to the National Cultural Conference in 2021 and many other thematic resolutions, our Party firmly holds the viewpoint of building a comprehensively developed Vietnamese culture and people, aiming for truth, goodness, beauty, imbued with national spirit, humanity, democracy and science .
Culture truly becomes the solid spiritual foundation of society, an important endogenous strength ensuring sustainable development and firmly protecting the Fatherland for the goal of a rich people, strong country, democracy, fairness and civilization.
After nearly 40 years of renovation, the country has achieved many important achievements, including in culture. In the context of globalization, the 4.0 industrial revolution and deep integration, the issuance of the new resolution is considered a historic turning point.
This resolution on culture will shape the strategic vision, affirm the central role of culture in the country's development and aim to bring culture on par with politics and economics, becoming an endogenous strength, a driving force for sustainable development, contributing to enhancing Vietnam's position in the integration period.

The draft resolution identifies six guiding viewpoints: Building an advanced culture imbued with national identity; harmoniously handling relationships in development; considering culture as a spiritual foundation, both a goal and a driving force and pillar of development; proactively integrating internationally, placing culture in the overall ecosystem; affirming the central role of culture in building the personality of Vietnamese people; cultural development is the cause of all people, under the leadership of the Party and management of the State.
The draft sets out six groups of targets by 2030, quantifies a number of specific targets and proposes eight groups of tasks and solutions: Innovation in thinking; focusing on building Vietnamese people; perfecting institutions; innovating cultural management methods; promoting cultural creation and enjoyment; developing cultural product exports; mobilizing and effectively using resources; focusing on scientific and technological innovation and digital transformation.
The goal is that by 2030, culture will truly become an endogenous resource, soft power, and driving force for rapid and sustainable development of the country; by 2045, culture will be a pillar of sustainable national development, contributing to enhancing Vietnam's position in the international arena.
It can be seen that the draft both inherits the Party's consistent viewpoints on culture and demonstrates high actionability, aiming to remove bottlenecks with clear solutions and quantified goals. The draft has added many new points, including the development of cultural industry, international cultural integration and spreading Vietnamese culture to the world.
Many opinions say that culture is a broad field, covering social life, so the draft needs to clearly define the pillars, highlight the focus and key points, and avoid duplication with issued resolutions.
Experts emphasize that the resolution on cultural revival and development needs to pay special attention to building a cultural environment associated with human development.
In the digital transformation period, culture has more space for creativity but also faces the risk of losing its identity and deviating from values and ethics. The integration process requires maintaining the core values of national culture, especially in terms of ideology, ethics, and lifestyle, thereby helping culture to permeate deeply in the context of digitalization and global integration.
In addition, it is necessary to pay attention to new factors in cultural space planning when rearranging administrative units, affirming Vietnamese cultural thinking, promoting regional identity; paying attention to preserving traditional cultural values associated with the application of science and technology, developing digital culture, digital citizens, digital education, etc.
The resolution building needs to be associated with the "four pillars", placing culture in the overall ecosystem of national development, thereby creating resonance and promoting combined strength.
More importantly, the resolution must create unity of awareness, affirming the role of culture in sustainable development. Culture must be present in every citizen, spread to all areas of life and contribute to building a healthy cultural environment.
In the context of “reorganizing the country”, many breakthrough resolutions of the Politburo covering the fields of health, education, science and technology, etc. have been issued. Therefore, the resolution not only guides the vision but must become a specific action program, ensuring immediate implementation. The resolution must create a mechanism to unlock resources, expand space for cultural development, maintain identity and contribute to bringing Vietnam deeper into the flow of human civilization.
