Speaking at the event, Minister of Science and Technology Vu Hai Quan emphasized that for science, technology, and innovation to truly become the driving force of national development, the most important thing now is to unlock all resources within the entire national innovation ecosystem.

According to the Minister, the resources that need to be unlocked include institutions, data, infrastructure, and international cooperation, with the State playing a facilitating role; the intellectual resources of scientists and experts; the investment and organizational capacity of businesses; the research and training potential of universities and research institutes; and the creativity and dedication of the young generation of Vietnam.
The Minister argued that international practice shows that no country with strong innovation capabilities can succeed without building a transparent, open, and encouraging ecosystem for innovation. If scientists are not empowered, businesses do not invest in research and development, or universities are not aligned with practical needs, it will be difficult to create technological breakthroughs and enhance national competitiveness.
Emphasizing the role of the State, Minister Vu Hai Quan stated that the Ministry of Science and Technology is continuing to improve the institutional framework towards controlled risk acceptance; promoting autonomy mechanisms for science and technology organizations; reforming financial mechanisms; developing the science and technology market; protecting intellectual property rights; and creating a more favorable environment for the development of innovative businesses, technology companies, and Vietnamese technology startups.
Regarding the restructuring of national science and technology programs, the Minister stated that the current 42 programs are expected to be reorganized into six major groups: basic research; national science and technology programs; national strategic technology deployment; national innovation; national digital transformation; and enhancing scientific and technological potential, innovation, and digital transformation.
In this context, the development of national strategic technologies is identified as playing a particularly important role in focusing resources on solving major technological problems and enhancing the country's technological self-reliance.
The Ministry of Science and Technology is also developing a national science and technology management platform to connect and synchronize data on science and technology projects, support funds, capital sources, scientific staff, research results, and technology transfer activities nationwide.
At the conference, Minister Vu Hai Quan emphasized that businesses must truly become the center of the national innovation ecosystem. Accordingly, for Vietnamese businesses to develop rapidly and sustainably, they need to boldly invest in research and development, technological innovation, digital transformation, as well as investing in Vietnamese knowledge and human resources.
The government will continue to prioritize supporting businesses in developing strategic technology sectors such as artificial intelligence, semiconductors, biotechnology, big data, digital infrastructure, new energy technologies, and smart manufacturing.
The Minister also emphasized the pivotal role of universities, research institutes, and the scientific intellectual workforce in developing knowledge and high-quality human resources. At the same time, it is necessary to build an honest, open, and creative academic environment, and to foster closer links between research and the needs of businesses, localities, and the nation.
In particular, the Minister called for strongly fostering the creativity and dedication of Vietnam's young generation, a force that will determine the country's technological position in the future. According to the Minister, young people need to see that pursuing science is a meaningful path, that creativity is respected, and that scientists have the opportunity to contribute, develop, and receive deserved recognition.
On the occasion of Vietnam Science, Technology and Innovation Day on May 18th, Minister Vu Hai Quan called on the scientific community, businesses, universities, and research institutes to join hands in building a dynamic, open, and effective innovation ecosystem, thereby strongly transforming knowledge into national competitiveness and driving Vietnam's rapid and sustainable development in the new era.
