On the afternoon of August 29, in Hanoi, the Institute of Educational Sciences and Environment, the Vietnam Learning and Reading Culture Floor in collaboration with more than 300 enterprises and cooperatives organized the Launching Ceremony of the Electronic Cooperative Federation project (Digital Economic Alliance) - Digital transformation solutions for individuals, business households, enterprises and cooperatives to realize Resolutions 57-NQ/TU and 68-NQ/TU and the Reading Culture Development Movement.

The project is being implemented in the context that the country has about 5.5 million individual business households, contributing nearly 30% of GDP but only accounting for about 1.6% of state budget revenue. The major difficulties of individual business households today are mainly the lack of legal status, inability to sign large contracts, difficulty in accessing bank capital, and ineligibility to participate in bidding and import and export.
Therefore, the project is identified as a "soft transformation solution" when individual households participating in the Electronic Cooperative Federation (Digital Economic Alliance) will have financial and legal transparency, issue valid invoices, access credit and digital services.

Through this, individual households gradually integrate into corporate governance standards, and have the conditions to gradually transition to official companies naturally, without causing “legal shock” or excessive costs. This is a way to transform from households to enterprises that is suitable for Vietnamese business culture, ensuring the State’s goal of achieving 2 million effectively operating enterprises by 2030.
Speaking at the project launch ceremony, writer and researcher Nguyen Xuan Tuan affirmed: "E-cooperatives are not only a technological model, but also a flexible institutional reform solution."
According to researcher Nguyen Xuan Tuan, in the future, the Electronic Cooperative Federation (Digital Economic Alliance) will be an inevitable development step, gathering community strength so that tens of millions of individuals and business households can enter the digital economy, gradually becoming modern enterprises.

In addition, the program also implements a plan for cultural - economic - social development. This is an opportunity to promote the movement to develop a reading culture in the community, towards building a learning society and comprehensive human development - a pillar in the country's sustainable development.
At the program, Mr. Nguyen Ngoc Kim Anh, General Director of the Vietnam Culture and Reading Floor, shared about developing a reading culture, building an electronic digital library to support communes across the country, thereby spreading knowledge to the grassroots level.
Also within the framework of the program, Associate Professor, Doctor, musician Do Hong Quan, Chairman of the Vietnam Union of Literature and Arts Associations, summarized and awarded a certificate of merit from the Vietnam Union of Literature and Arts Associations to writer and researcher Nguyen Xuan Tuan - author of the book "The Road to the Future" for his outstanding achievements in the country's literature and arts career.
Mr. Nguyen Van Khuong and Mr. Nguyen Ngoc Kim Anh were awarded certificates of merit for their contributions to the development of literature, arts and community development.
