Launching the ASEAN Sports Cooperation Framework

VHO - From October 13-17, Vietnam will officially host the ASEAN Ministerial Meeting on Sports (AMMS-8) and related meetings in 2025. The meeting has been held 7 times before and has left its mark since its first session.

AMMS-1 took place after Indonesia successfully hosted the 26th SEA Games.

On December 14, 2011 in Yogyakarta, Indonesia, the ASEAN Sports Ministers held the first AMMS (AMMS-1) meeting, officially identifying sports as a pillar of intensive cooperation within the ASEAN framework. This was a milestone in initiating the Ministerial-level forum, laying the foundation for joint statements and action programs in the following years.

The meeting agreed to assign the ASEAN Senior Sports Officials Meeting (SOMS) to develop an action plan and identify priority directions for mass sports, physical education in schools, youth exchanges, capacity building for event organization and sharing of governance practices.

The AMMS-1 Declaration at that time affirmed the role of sports in strengthening the ASEAN Socio-Cultural Community, promoting health, physical education, people-to-people exchanges and enhancing understanding among member countries.

The conference discussed coordinating event organization, connecting federations/associations, developing school and grassroots sports, sharing anti-doping experiences, and jointly building integrity and transparency criteria in ASEAN sports governance.

Even in the context of Indonesia hosting the SEA Games and Para Games 2011, leaders also recognized sports as a bridge connecting the region, towards large-scale common initiatives.

Another highlight of the Conference was the discussion on strengthening communication work, increasing the coverage and influence of sports events in the ASEAN region, linking with federations/associations to organize regional tournaments in a number of sports and encouraging businesses to participate in the sports ecosystem.

This early consensus paved the way for the next phase of ASEAN sports development plans. At the same time, AMMS also assigned the technical bodies (SOMS and working groups) to develop specific recommendations, creating a continuous policy flow between the senior officials and the ASEAN Sports Ministers.

AMMS-1 was not only the beginning of a new mechanism but also shaped the way ASEAN uses sports as a tool to build community, health and peace . The consensus reached in Yogyakarta became the institutional foundation for ASEAN sports cooperation in the following decade.
